NOTIFICATION
New Delhi , the 11th September 1964
S.O. 3316. Whereas by its notification No. 100 /KL - CS/ 1 / 64 ( 1 ) , dated the 27th August, 1964 the Election Commission has called upon the elected members of the Legislative Assembly of the State of Kerala to elect a person to fill the vacancy in the Council of States caused by the death of Shri C. K. Govindan Nair ;
And whereas , by a proclamation dated the 10th September , 1964 under article 356 of the Constitution of India the President has dissolved the Legislative As- sembly of that State;
Now , therefore in exercise of the powers conferred by sub - section ( 1 ) of sec- tion 147 , sub - section ( 1 ) of section 39 , section 56 , section 21 and sub- section ( 1 ) of section 22 of the Representation of the People Act . 1951 , and all other powers enabling it in that behalf , the Election Commission hereby cancels its notifications Nos . 100 / KL- CS/ 1 / 64 ( 1 ) , 100 / KL - CS / 1 / 64 ( 2 ) , 100 / KL - CS / 1 / 64 ( 3 ) , 100 / KL -CS- 1/64 ( 4 ) and 100/ KL - CS / 1 / 64 ( 5 ) , dated the 27th August , 1964 and all proceedings so far taken in pursuance of those notifications .
