In exercise of the powers conferred by sub - section ( 1 ) of section 2 of the Armed Forces ( Emergency Duties ) Act , 1947 ( 15 of 1947 ) , the Central Government hereby declares any service connected with the supply of water or electricity , in the State of Andhra Pradesh , to be a service of vital importance to the community
