No. 31 / 3 / 64 - Ad.III - B. - The Presidentis pleased , on the occasion of Republic Day , 1965 , to award an Appreciation Certificate to the undermentioned officer of the Collectorate of Central Excise , Madras , for exceptionally meritorious service render- ed when undertaking a task even at the risk of his life:-

Shri K. Murugayyan , Deputy Superintendent of Central Excise .

Statement of service for which the certificate awarded .

On 7th July , 1964 , a Customs Preventive party , headed by Shri Murugayyan , was patrolling the coastal areas of Vizhunthamavadi and Kollpathu in a depart- mental catamaran. At about 1.00 A.M. , they noticed two high - powered mechanised launches , which, on being directed to stop, startedstar speeding away . The party there- upon gave hot chase . When attempts to stop the launches by signals etc. failed, Shri Murugayyan ordered opening of fire on them. The first launch stopped after 9 rounds were fired , and the second after 5 rounds . The party took possession of the launches valued at about Rs . 42,730/- ( the crew were seen throwing the contra- band into the sea before the party could board the vessels ) . In pursuing the high powered machanised launches in a catamaran , Shri Murugayyan displayed a high degree of courage , resourcefulness and grit and accomplished his task without any consideration for his personal safety .

Shri Murugayyan is not eligible for any monetary allowance under clause ( b ) of the scheme , on account of his rank .

'संकट में डालकर कार्य करने समय की गई असाधारण प्रशस्त सेवा के लिये प्रशंसा प्रमाणपत्र सहर्ष प्रदान करते हैं :--

श्री के ० मुरुगय्यन , केन्द्रीय उत्पादन शुल्क के उप अधीक्षक ।

जिन सेवाप्रों के लिए प्रमाणपत्र दिया गया है उनका विवरण:--

7-7-1964 को श्री मुरुगय्यन के नेतृत्व में एक सीमा शुल्क निरोधक दल ( कस्टम्म् प्रिवेन्टिव पार्टी ) विभागीय लकड़ नाव में विझुन्यामवादी तथा कोयलपाथु के तटवर्ती क्षेत्रों की गस्त लगा रहा था । रात्रि के लगभग 1 बजे उन्होंने दो बड़ी शक्ति वाली मशीनी नौकाओं को देखा जो रुकने का निर्देश देने पर तेज रफ्तार से दूर भागने लगी । इस पर दल ने उनका तेजी से पीछा किया । संकेतों इत्यादि से नौकाश्रा को रोकने के प्रयत्न जब असफल हो गये तो श्री मुरुगय्यन ने उनपर गोली चलाने का श्रादेश दिया । पहली नौका 9 बार फायर करने के पश्चात् रुकी और दूसरी 5 बार फायर करने पर । दल ने लगभग 42,730 रु ० की कीमत की नौकाओं (लॉनध्यज ) को अपने कब्जे में कर लिया ( दल के नौकाओं पर चढ़ने से पूर्व चालक अवैध वस्तुओं को समुद्र में फेंकते हुए देखे गये थे ) । बड़ी शक्ति वाली मशीनी नौकाओं का एक लकड़ नाव में पीछा करने में श्री मुरुगय्यन ने उच्चकोटि का साहस , सूझबूझ तथा सेहिष्णुता का परिचय दिया और अपनी सुरक्षा का कोई ध्यान न रखते हुए अपने कार्य को सम्पन्न किया ।

2. यह पुरस्कार सीमा शुल्क, केन्द्रीय उत्पादन शुल्क तथा स्थल सीमा शुल्क विभागों के पदाधिकारियों तथा कर्मचारियों को पुरस्कार दिये जाने वाली योजना की कण्डिका 1 के खण्ड ( क) ( i ) के अन्तर्गत दिया जाता है । यह योजना भारत के गजट असाधारण के भान 1 खण्ड 1 मे अधिसूचना सख्या 12/139/59 एडी- III बी, दिनांक 5 नवम्बर , 1962 के रूप में प्रकाशित हुई थी ।

अपने पद के कारण श्री मुरुगय्यन योजना के खण्ड ( ख ) के अन्तर्गत किसी भी वित्तीय भत्ते के लिये ग्राह्य नहीं है ।

Statement of services for which the certificate has been awarded .

On 29th April , 1963 , after a great deal of preliminary work and planning , a patrol party waited on the sea shore of Etamukkala near Ongole in Guntur District to seize certain goods which were being smuggled from Ceylon . At about 6.00 Α.Μ. , the party noticed a launch on the high seas and enticed it to approach the shore . As the launch neared the shore , Shaik Lateef proceeded in a catamaran to meet it, THE GAZETTE OF INDIA EXTRAORDINARY

in the guise of a fisherman . He led the crew of the launch to believe that he was himself an agent of the smuggler and succeeded in getting goods valued at Rs . 2,73,000 / - unloaded on the shore . The slightest suspicion on the part of the smuggler would have cost him his life . During the risky manoeuvres on the open sea , Shaik Lateef actually slipped accidentally into the sea but was fortunately rescued . The seizure was thus affected with great daring , initiative and even at the risk of life .

2. The award is made under clause ( a ) ( i ) of para 1 of the scheme governing the grant of awards to the officers and staff of the Customs , Central Excise and Land Customs Departments published in Part 1 , Section 1 of the Gazette of India Extra- ordinary Notification No. 12/ 139 / 59 - Ad . III - B dated the 5th November , 1962 , and consequently carries with it the monetary allowance admissible under clause ( b ) ibid at Rs . 25 / p.m. for a period of five years from 29th April , 1963 to 28th April 1968 .

जिम सेवाओं के लिए प्रवराग - पत्र दिया गया है उनका विवरण

29-4-1963 को , अत्यधिक प्रारम्भिक कार्य तथा श्रायोजना के प्रश्चात गुतुर जिले में ओंगोल के समीप इटामुक्काला के समुद्र तट पर एक गस्ती दल श्री लंका से चोरी छिपे रूप में लाई जाने वाली कुछ वस्तुओं को पकड़ने की प्रतीक्षा में था । प्रातःकाल 6 बजे के लगभग दल ने गहरे समुद्र में एक नौका को देखा और उसे समुद्र तट पर आने का प्रलोभन दिया । जैसे ही नौका तट के निकट पहुंची , शेक लतीफ एक मछुबे के भेष में एक लकड़ नाव पर उससे मिलने के लिये आगे बडे । उन्होंने नौका चालकों को यह विश्वास दिलाया कि वे स्वयं तस्कर के एजेंट हैं और 2,73,000/ - रु के मूल्य की वस्तुओं को तट पर उतारने में सफल हुये । तस्कर को किंचित मात्र सन्देह होने पर भी उन्हें अपने जीवन से हाथ धोना पड़ता । खुले समुद्र मे खतरनाक पैतरे ाजी के दौरान , शेक लतीफ वास्तव में समुद्र में अकस्मात फिसल गये परन्तु सौभाग्य से बचा लिय गये । इस प्रकार महान साहस , स्वतः पेरण तथा जीवन को भी संकट में डाल कर अभिग्रहण पूर्ण किया गया ।

2. यह पुरस्कार सीमा शुल्क , केन्द्रीय उत्पादन शुल्क तथा स्थल सीमा शुल्क विभागों के पदाधिकारियों तथा कर्मचारियों को पुरस्कार दिये जाने वाली योजना की कंडिका 1 के खण्ड ( क ) ( i ) के अन्तर्गत दिया जाता है । यह योजना भारत के गजट असाधारण के भाग I खण्ड 1 में अधिसूचना संख्या 12/139 / 59 एडी- III-बी० दिनांक 5 नवम्बर , 1962 के रूप में प्रकाशित हुई थी तथा फलतः इसी के खण्ड (ख) के अन्तर्गत 29-4-1963 से 28-4-68 तक की पांच वर्ष की अवधि के लिये 25 रु ० प्रति माह की दर से देय वित्तीय भत्ता इसमें शामिल है ।

In September , 1964 , Shri Kalpavriksha maintained surveillance over certain suspects in a notoriously dangerous area in Bombay City The task he set for him- self called for great daring , presence of mind and tact The work he put in on this occasion resulted in the seizure on 14th , 15th September , 1964 , of smüggled goods , watches , foreign exchange , etc , valued at about Rs . 50 lakhs Of the three brothers involved in this case , two were arrested Shri Kalpavriksha was then asked to trace the third brother and arrest him also He traced the culprit and while effecting arrest , was actually assaulted by the offender and his accomplice Shri Kalpavriksha thus accomplished his task even at the risk of his life

पदाधिकारी का नाम तथा पव श्री तुलाजस कृष्णसा कल्पवृक्ष, केन्द्रीय उत्पादन शुल्क निरीक्षक ।

जिन सेवाओं क लिए प्रमाण -पत्र दिया गया है उनका विवरण

मितम्बर , 1964 मे श्री कल्पवृक्ष ने बम्बई शहर के एक ऐसे क्षेत्र मे कुछ सन्देञ्जनक व्यक्तियो पर चौकसी की थी जो खतरनाक क्षेत्र के रूप में बदनाम है । जिस कार्य को उन्होने अपने लिए अपनाया उसको पूरा करने के लिए महान साहस, प्रत्युत्पन्नमति एव कौशल की आवश्यकता थी । इस अवसर पर जो उन्होने कार्य किया उसके फलस्वरूप 14 और 15 सितम्बर , 1964 को लगभग 50 लाख रुपये के मूत्य का चोरी छिपे लाया गया सामान , घडियां , विदेशी विनिमय , आदि पकडे गये । इस मामले मे अन्तर्ग्रस्त 3 भाइयो में से दो गिरफ्तार किये गये । श्री कल्पवृक्ष से तब तीसरे भाई को खोजने और उसको भी गिरफ्तार करने के लिए कहा गया । उन्होंने अपराधी को खोज लिया और जिस समय गिरफ्तारी की जा रही थी तो अपराधी तथा उसके साथी ने उन पर वस्तुत . आक्रमण किया । इस प्रकार श्री कल्पवृक्ष ने अपने जीवन को सक्कट में डाल कर भी अपने कार्य को सम्पन्न किया ।

2. यह पुरस्कार सीमा शुल्क , केन्द्रीय उत्पादन शुल्क तथा स्थल सीमा शुल्क विभागों के पदाधिकारियों और कमचारियों को पुरस्कार दिये जाने वाली योजना को कडिका 1 के खण्ड ( क ) ( i ) के अन्तर्गत दिया जाता है । यह योजना भारत के गजट असाधारण के भाग 1 खण्ड 1 में अधिसूचना सं० 12/139 / 59 - एडी- III-बी, दिनांक 5 नवम्बर, 1962 के रूप में प्रकाशित हुई थी तथा फलस्वरूप इसी के खण्ड ( ख ) के अन्तर्गत 15 सितम्बर , 1964 से 14 सितम्बर 1969 तक पांच वर्ष को अवधि के लिए 25 रुपये प्रति माह की दर से देय वित्तीय भत्ता इसमें शामिल है ।

Statement of service for which the certificate awarded .

On 25th December , 1964 , a departmental launch was engaged in rescuing the maroonedponed people at Dhanushkodi hit by the recent cyclone . The launch could not cross the breakers and was , therefore , lying 400 yards away from the shore at Dhanushkodi . Shri Barnes, one among those aboard the launch , although not very proficient in swimming , jumped into the sea with the aid of a life jacket and along with a few members of the crew , reached the shore with food packets and medicine . and later very actively helped in the rescue of 116 people , consisting mostly of women and children , at a moment when they had no hope of any succour . On this occasion , he acted with exemplary courage and devotion to duty without any con- sideration for his personal safety .

The award is made under clause ( a ) ( i ) of para 1 of the scheme governing the grant of awards to the officers and staff of the Customs , Central Excise and Land Customs Departments published in Part I, Section 1 of the Gazette of India Extra- ordinary Notification No. 12 / 139 / 59 -Ad . जिम सेवाम्रों के लिए प्रमाण -पत्र विया गया है उनका विवरण

25 दिसम्बर, 1965 को एक विभागीय नौका हाल ही के एक बवंडर द्वारा प्रभावित धनुषकोडी के असहाय लोगों को बचाने में लगी हुई थी । नौका समुद्र की भीषण तरंगों को पार न कर सकी और इसलिए वह धनुषकोडी के तट से 400 गज दूर पड़ी थी । नौका में सवार व्यक्तियों में से एक व्यक्ति श्री बानेंस, यद्यपि वे तैरने में बहुत कुशल न थे , चालक-दल के कुछ सदस्यों सहित एक रक्षाजाकट की सहायता से समुद्र में कूद पड़े और खाद्य पैकिटों व औषधि लेकर किनारे पर पहुंच गये । और बाद मे 116 व्यक्तियों को ऐसे समय बचाने में बड़ी कर्मठता के साथ सहायता की जबकि उन व्यक्तियों को किसी सहायता की आशा न थी । इन बचाये गये व्यक्तियों में अधिकतर औरतें और बच्चे थे । इस अवसर पर उन्होंने अपनी निजी सुरक्षा का कोई ध्यान न करते हुए उदाहरणीय साहस श्रौर कत्र्तव्य परायणता के साथ कार्य किया ।

2. यह पुरस्कार सीमा शुल्क , केन्द्रीय उत्पादन शुल्क तथा स्थल सीमा शुल्क विभागों के पदाधिकारियों और कर्मचारियों को पुरस्कार दिये जाने वाली योजना की कंडिका 1 के खण्ड (क ) ( i ) के अन्तर्गत दिया जाता है । यह योजना भारत के गजट असाधारण के भाग I खण्ड 1 में अधिसूचना सं ०12 /139 / 59 - एडी- III-बी, दिनांक 5 नवम्बर , 1962 के रूप में प्रकाशित हुई थी तथा इसी के खण्ड ( ख ) के अन्तर्गत 25 दिसम्बर , 1964 से 24 दिसम्बर , 1969 तक पांच वर्ष की अवधि के लिए 25 रुपये प्रति मास की दर से देय वित्तीय भत्ता भी इसमें शामिल है ।
