IMPORT TRADE CONTROL
New Delhi , the 5th March 1965
SUB .- Indo -Afghan Trade Arrangement for 1964-65 and 1965-66- basis of counter- balancing of imports by exports .
No. 15 - ITC ( PN ) /65.-Attention is invited to para 8 ( e ) of the late Ministry of International Trade Public Notice No. 11 - ITC ( PN ) / 64, dated 20th February 1964 for 1964-65 Trade Arrangement period wherein the basis for counter - balancing of imports by exports is lald down.
2. In partial modification of the same, it has been decided that in respect of imports from Afghanistan that have taken place in terms thereof the following basis for settlement by counter - exports will be adopted:-
(a) So far as imports on consignment basis are concerned , exports of Indian goods will be allowed upto the sale proceeds of imports in India minus the taxes and duties and expenses .
(b) With regard to outright purchase of Afghan goods , counter - exports will be allowed upto thethe CustomsCustoms assessed value of such imports .
3. It has also been decided that the same basis as stipulated at ( a) and ( b ) above will also be adopted for fulfilment of export obligation as indicated in para 8 (b ) of the Ministry of Commerce Public Notice No. 10 - ITC ( PN ) / 65 , dated 23rd February 1965 for 1965-66 Trade Arrangement period .
