No. 104/ 1 / C / 65 . The following paragraph published in the Lok Sabha Bulle- tin- Part II , dated the 19th March , 1965 is hereby published for general informa- tion:

Amendments to Directions by the Speaker under the Rules of Procedure of Lok Sabha
In pursuance of rule 389 of the Rules of Procedure and Conduct of Business in Lok Sabha ( Fifth Edition ) , the Speaker has issued the following amendments to the Directions: --
AMENDMENTS TO DIRECTIONS BY THE SPEAKER UNDER THE RULES OF PROCEDURE OF

Direction 2
For the existing Direction 2 , the following shall be substituted :-
"2. Relative precedence of different classes of business before the House Unless the Speaker otherwise directs on any particular

occasion , the relative precedence of the classes of business before the House specified below shall be in the following order , namely: --
( i) Oath or affirmation .
( ii ) Obituary references .
( iii ) Questions ( including short notice questions ) .
( iv ) Calling attention notices .
( v) Leave to move motions for adjournment of the business of the House .
( vi ) Questions involving a breach of privilege .
(vii ) Papers to be laid on the Table.
( viii ) Communication of messages from the President .
( ix) Communication of messages from the Council of States .
( x) Intimation regarding President's assent to Bills .
(xi ) Communications from Magistrates or other authorities regarding arrest or detention or release of members of the House .
(xii ) Announcements by the Speaker regarding leave of absence of members from the sittings of the House .
( xiii ) Announcements by the Speaker regarding various matters , e.g. , resignations of members of the House , nominations to panel of Chairmen , Committees , etc.
( xiv) Rulings by the Speaker ,
(xv ) Presentation of reports of Committees .
(xvi ) Laying of evidence before Select/ Joint Committees on Bills .
(xvii ) Presentation of petitions .
(xviii ) Statements by Ministers .
(xix) Personal statements by ex - Ministers in explanation of their resignation .
(xx) Statements under Direction 115 .
(xxi ) Personal explanations under rule 357 ( if not made during the debate) .
(xxii ) Motions for election to Committees .

DIRECTIONS BY THE SPEAKER UNDER THE RULES OF PROCEDURE OF LOK SABНА
In pursuance of rule 389 of the Rules of Procedure and Conduct of Busi- ness in Lok Sabha ( Fifth Edition ) , the Speaker has issued the following direction:-
" ( iv) Notices of adjournment motions , calling attention , motions of no- confidence in the Council of Ministers , questions of privilege , etc. 113B . Time limit for giving notices of certain categories . Notices of adjournment motionsmotions , calling attention to matters of urgent public Importance , motions of no- confidence in the Council of Ministers, questions of privilege , or any other notice required to be given before the commencement of the sitting on the day on which the matter is proposed to be raised in the House , shall be given by 10.45 hours on that day .
Such notices , if received after 10.45 hours , shall be treated as notices given for the next sitting ."
[To be inserted after direction 113A of the Directions by the Speaker under the Rules of Procedure of Lok Sabha ( Second Edition ) .1 "

संध्या 104 /1 / सो/ 65-निम्नलिखित कंडिका जो 19 मार्च 1965 के लोक- सभा समाचार - भाग 2 में प्रकाशित हुई थी, सर्व साधारण की जानकारी के लिये एतद्वारा प्रकाशित की जाती है :

लोक-सभा के प्रक्रिया सम्बन्धी नियमों के अधीन अध्यक्ष द्वारा दिये गये निवेशों में संशोधन
लोक -सभा के प्रक्रिया तथा कार्य -संचालन सम्बन्धी नियमो ( पांचवां संस्करण ) के नियम 389 के अनुसरण मे अध्यक्ष ने निदेशो मे निम्नलिखित संशोधन आरी किये है :--
लोक-सभा के प्रक्रिया सम्बम्धी नियमों के अधीन अध्यक्ष द्वारा विये गये निवेशों में संशोधन मिवेश 2
वर्तमान निदेश 2 के स्थान पर निम्नलिखित रखा जायेगा
" 2. सभा के समक्ष कार्य के विभिन्न वर्गों की सापेक्ष पूर्वतिता--यदि किसी विशिष्ट अवसर पर अध्यक्ष अन्यथा निदेश न दें तो सभा के समक्ष कार्य के निम्न निर्दिष्ट वर्गों की सापेक्ष पूर्ववर्तिता निम्नलिखित क्रम में होगी , अर्थात : -
(एक ) शपथ या प्रतिज्ञान ।
(दो) निधन सम्बन्धी उल्लेख ।
(तीन) प्रश्न ( अल्प-सूचना प्रश्नो समेत ) ।
(चार ) ध्यान दिलाने वाली सूचनायें ।
( पांच) सभा का कार्य स्थगित करने के प्रस्ताव प्रस्तुत करने की अनुमति ।
(छः ) विशेषाधिकार - भंग सम्बन्धी प्रश्न ।
(सात) सभा पटल पर रखे जाने वाले पत्र ।

( आठ) राष्ट्रपति के संदेश सुनाना ।
(नौ ) राज्य सभा के सन्देश सुनाना ।
( दस) विधेयको पर राष्ट्रपति की अनुमति के बारे में सूचना ।
( ग्यारह ) सभा के सदस्यों की गिरफ्तारी अथवा नजरबन्दी अथवा रिहाई के बारे में मजिस्ट्रेटों अथवा अन्य प्राधिकारियों से प्राप्त सूचनायें ।
(बारह) सभा की बैठकों से सदस्यों की अनुपस्थिति की अनुमति के बारे में अध्यक्ष की घोषणा ।
(तेरह) सभा के सदस्यों के पद-त्याग सभापति -तालिका , समितियों भावि में नाम निर्देशन आदि विविध विषयों के बारे में अध्यक्ष द्वारा घोषणाएं ।
(चौवह) अध्यक्ष द्वारा विनिर्णय ।
(पन्द्रह) समितियों के प्रतिवेदनों का उपस्थापन ।
(सोलह) विधेयकों के बारे में प्रवर/ संयुक्त समिति के समक्ष दिये गये साध्य का रखा जाना ।
(सत्रह ) याचिकाओं का उपस्थापन ।
(श्रट्ठारह ) मंत्रियों द्वारा वक्तव्य ।
(उन्नीस) अपने पद-त्याग के स्पष्टीकरण में भूतपूर्व मंत्रियों द्वारा व्यक्तिगत वक्तव्य ।
निदेश 115 के अधीन वक्तव्य ।
(बीस)
(
इक्कीस ) नियम 357 के अधीन व्यक्तिगत स्पष्टीकरण ( यदि वाद- विवाद दौरान न किया गया हो ) ।
(बाईस ) समिति के लिये निर्वाचन के प्रस्ताव ।
(तेईस ) विधेयकों सम्बन्धी प्रवर /संयुक्त समितियों के प्रतिबेदनो के उपस्थापन के लिये समय बढ़ाये जाने के लिये प्रस्ताव ।
(चौबीस ) कार्य मंत्रणा समिति के प्रतिवेदनों को स्वीकार करने के लिये प्रस्ताव ।
(पच्चीस ) अध्यक्ष/उपाध्यक्ष को हटाने के लिये मंकल्प प्रस्तुत करने की अनुमति के लिये प्रस्ताव ।
(
छब्बीस ) मंत्रि-परिषद में अविश्वास का प्रस्ताव प्रस्तुत करने की अनुमति के लिये प्रस्ताव ।
सत्ताईस ) वापस लिये जाने वाले विधेयक ।
(
पुरःस्थापित किये जाने वाले विधेयक ।
(अड्डाईस )
(
उनतीस ) अध्यादेशों द्वारा तुरन्त विधान बनाने के कारणों को बताने वाले व्या- ख्यात्मक वक्तव्यों का रखा जाना ।
) नियम 377 के अधीन ऐसे मामले उठाना जो औचित्य प्रश्न नहीं हैं ।
(तीस
विशेषाधिकार समिति के प्रतिवेदनों पर विचार ।"

लोक-सभा के प्रक्रिया सम्बन्धी नियमों के प्रधीन अध्यक्ष द्वारा निवेश
लोक -सभा के प्रक्रिया तथा कार्य संचालन सम्बन्धी नियमों ( पाचवां संस्करण ) के नियम 389 के अनुसरण में अध्यक्ष ने निम्नलिखित निदेश जारी किया है :--
" ( चार) स्थगन प्रस्तावों, ध्यान विलाने, मंत्रि-परिषद में अवि वास के प्रस्तावों , विशेषाधिकार के प्रनौ प्र.दि की सूचनाये
113 ख. कुष्ठछ प्रकार की सूचनायें विये जाने के लिये समय -सीमा-स्थगन प्रस्ताबो अविलम्बनीय लोक - महत्व के विषय की ओर ध्यान दिलाने , मंत्रि- परिषद् मे अविश्वास के प्रस्तावों, विशेषाधिकार के प्रश्नों की सूचनायें , अथवा अन्य कोई सूचना जो कि उस दिन की सभा की बैठक के श्रारम्भ होने से पूर्व दी जानी चाहिये जिस दिन के विषय को सभ्भा में उठाया जाना है, उस दिन 10 45 बजे तक वे दी जायेगी ।
ऐमी सूचनायें यदि 10.45 बजे के पश्चात प्राप्त होगी तो उन्हें आगामी बैठक के लिये दी गई सूचनाये माना जायेगा । "
