IMPORT TRADE CONTROL

SUBJECT;—Import policy for licensing to Established Importers tor the period April
1965—March 1966.
No. 43-ITC(PN)/65,—It was announced in a Press note issued on the 1st June, 1965, that the import policy for the period April 1965—March 1966, which could not be announced prior to 1st April 1965 due to the very difficult foreign exchange position, would be announced by the 1st July, 1965.
2 The shortage of foreign exchange persists. The review of the available foreign exchange resources has revealed that there is no scope for permitting imports through established importers for the period April 1965—March 1966 at the same level as in the previous licensing period April 1964-March 1965. Within the limited availability of foreign exchange, it has now been decided to grant quota licences to established importers lor the period April 1965—March 1966 to the extent of their entitlements as mentioned below, which will be calculated on the basis of quota percentages fixed for various items as indicated in the Annexure to this Public Notice: —
"The half yearly quota entitlement for a particular item will be worked out on the basis of half of the basic years imports of the applicant and then fifty per cent of the amount so worked out would be added to arrive at the annual entitlement".

The detailed conditions/restrictions/concessions which will be applicable to quoTa licences will be indicated in the tted Book lor the period April 1965—-March 1966 which will be published on the 10th July, 1965. The items for which no quotas have been indicated in the Annexure to this Public Notice will be treated as 'Nil1 items and no quota licences will be issued for them. The policy for certain items will also.be announced separately as indicated against them in Annexure to this Public Notice.
3. It has also been decided that the minimum value quota/additional licences for annual entitlement, wherever admissible, will be granted as follows, unless It la otherwise provided in the Red Book for the period April 1965—March 1986: —

4. The established importers should apply for Quota licences in the form and manner which will be prescribed in the Red Book for the period April 1965—March 1966, to be published on the 15th July, 1965, to the concerned licensing authorities, so as to reach them not later than the 15th August, 1965.
5. The import policy for licensing to Actual User3 and other categories of importers like sole selling agents/indenting houses and for licensing under Export Promotion Schemes will be Indicated in the Red Book for the period April 1965— March 1966, which will be published on the 15th July, 1965.
