RESOLUTION
TARIFFS
New Delhi , the 18th November , 1965 .
No. 8 ( 1 ) -Tar./65.-The Tariff Commission has submitted its Report on the continuance of protection to the Automobile Sparking Plug In- dustry on the basis of an inquiry undertaken by it under Sections 11 (e) and 13 of the Tariff Commission Act , 1951 ( 50 of 1951 ) . Its recommen- dations are as follows :-
(1) Protection to the sparking plug industry should be continued for a further period of three years , i.e. till 31st December, 1968 but the protective rates of duty should be reduced to 67.5 per cent ad valorem ( Standard ) and 60 per cent ad valorem ( Pre- ferential ) . These rates of duty are exclusive of the surcharge and the regulatory duty .
(2) An increase of capacity for sparking plugs may have to be contemplated and programmed for towards the middle or end of 1967 when the existing capacity is likely to be fully extend . ed and some third shift working may be needed .

(3) It is preferable to allow the existing units to increase their capacities rather than establish new units .
(4) Auto Accessories ' programme to change the design of its plug should be facilitated with the release of the foreign exchange needed for additional equipment as it will reduce costs .
(5) The capacity licensed for free cutting steel is inadequate and that even by the end of the Fourth Five Year Plan there will be a wide gap between supply and demand which will have to be covered by imports .
(6) It is desirable that some capacity for the manufacture of nickel alloys should be established in the country .
(7) Timely issue of import licences for the required materials can result in cost economies . They should , therefore , be given to the manufacturers except where they are a part of the quota of a processor of the materials .
(8) There should be no difficulty in substituting indigenous M.S. revetting quality steel wire required for the central electrodes for the imported material .
(9) Thereis a need for the sparking plug industry to explore pos- sibilities of exports with determination and with long-term objectives .
(10) Cost examination and the higher levels of output expected in the coming years suggest that the sparking plug industry should be able to further reduce prices in course of time .
(11) With increases in the production of insulators to fuller, if not maximum , capacity of its plant by MICO ( Motor Industries Company) , there will be further economies in the cost of manu- facture of Insulators .
(12) The two brands of sparking plugs ( viz. sparking plugs of 14 mm and 18 mm sizes ) made in the country are fully upto the standards of the foreign trade names with which they are as- sociated and for that reason they should be acceptable to al. users .
2. Government have given careful consideration to recommendation (1) and having regard to the progress the industry has made so far and th fact that in the present circumstances there is no likelihood of any un- healthy competition from imports and in view of the rates of duty o. protected categories of automobile sparking plugs having gone up under the Finance ( No. 2) Act , 1965 , beyond the level of protective rates re commended by the Tariff Commission, Government consider that tarii protection to the Automobile Sparking Plug Industry need not be con tinued beyond 31st December , 1965. Government , however , propose t continue the rates of duty as at present . Necessary legislation to im plement Government's decision will be undertaken in due course .
3. Government have taken note of recommendations (2 ) to ( 7 ) anc suitable action will be taken to implement them to the extent possible
4. Government have also taken note of recommendations (8) to (10 and the attention of the Industry is also invited to these .
5. The attention of Motor Industries company is invited to recom mendation ( 11 ) .

6. The attention of the Sparking Plug Industry and the users of spark- ing plugs is invited to recommendation ( 12 ) .

सं ० 8 ( 1) -टेरि/ 65 -टैरिफ आयोग ने आटोमोबाइल स्पार्किंग प्लग उद्योग को संरक्षण जारी रखने के सम्बन्ध में अपना प्रतिवेदन , तटकर आयोग अधिनियम , 1951 ( 1951 का 50 वां) की धारा 11 ( ङ) और 13 के अन्तर्गत की गयी जांच के आधार पर दे दिया है । इसकी सिफारिशें इस प्रकार हैं : -
( 1 ) स्पार्किंग प्लग उद्योग को दिया गया संरक्षण श्रागामी तीन बर्षों के लिये अर्थात् 31 दिसम्बर , 1968 तक जारी रखा जाये , परन्तु करों की संरक्षणात्मक दरें घटा कर मूल्यानुसार ( मानक) 67.5 प्र ० श ० और मूल्यानुसार (तरजीही) 60 प्र ० श ० कर दी जायें । करों की ये दरें अधिभार और विनियामक करों को छोड़ कर हैं ।
( 2 ) स्पार्किंग प्लगों की क्षमता में वृद्धि करने सम्बन्धी अवेक्षण तथा कार्यक्रम बनाना 1967 के मध्य में श्रथवा अन्त में आरम्भ किया जाये , जबकि वर्तमान क्षमता का पूर्ण विस्तार हो जाने की श्राशा है और तीसरी पाली कार्य की भी कुछ श्रावश्यकता हो जायेगी ।
( 3 ) नये एकक स्थापित करने की अपेक्षा वर्तमान एककों को अपनी क्षमता में वृद्धि फरने की अनुमति दिये जाने को प्राथमिकता दी जानी चाहिये ।
( 4) आटो एक्सेसरीज द्वारा अपने प्लग के डिजायन को बदलने के कार्यक्रम को, अतिरिक्त उपकरण प्राप्ति के लिये आवश्यक विदेशी मुद्रा देने की सुविधा प्रदान की जाय , क्योंकि इससे लागत में कमी होगी ।
( 5) फी कटिंग स्टील की लाइसेंस प्राप्त क्षमता कम है तथा चतुर्थ पंचवर्षीय आयोजन की समाप्ति तक भी इसके सम्भरण और मांग में काफी श्रन्तर रहेगा और इसकी पूत्ति आयात द्वारा करना पड़ेगी ।

( 6) यह वांछनीय है कि निकल मिश्रधातु के निर्माण के लिये कुछ क्षमता वेश में स्थापित की जाये ।
( 7 ) श्रावश्यक माल के लिये ठीक समय पर आयात लाइसेंस देने के परिणामस्वरूप लागत में बचत हो सकती है । अतएत्र इन्हें निर्माताओं को , उन अवस्थाओं में छोड़कर जहां कि यह माल तैयार करन वाले के कोटे का एक भाग हो , दे देना चाहिये ।
( 8 ) सैन्ट्रल इलैक्ट्रोड बनाने के लिये , आयात होने वाले माल के स्थान पर देशी एम ० एस ० रिबेटिंग किस्म के इस्पाती तारों को प्रतिस्थापित करने में कोई कठिनाई नहीं होनी चाहिये ।
( 9 ) स्पार्किंग प्लग उद्योग के लिये यह आवश्यक है कि वे निर्यात सम्भावनाभों की खोज वृढ़ता और दीर्घकालीन उद्देश्यों सहित करें ।
(10) भागामी वर्षों में अपेक्षित लागत सम्बन्धी जांच और बड़े स्तर पर होने वाले उत्पादन से यह संकेत मिलता है कि स्पार्किंग प्लग उद्योग द्वारा कुछ समय के पश्चात् अपने मूल्यों में और कमी की जा सकेगी ।
( 11 ) इन्स्युलेटरों के उत्पादन वृद्धि में, माइको ( मोटर इण्डस्ट्रीज कम्पनी ) के संयंत्र की क्षमता में और अधिक वृद्धि होने पर , यदि यह अधिकतम न भी हो, तो भी इंस्युलेटर निर्माण की लागत में और अधिक कमी होगी ॥
( 12 ) देश में बने दो प्रकार के स्पार्किंग प्लग ( यथा 14 मि ० मी ० और 18 मि ० मी० प्राकार के स्पार्किंग प्लग ) पूर्णतः अपने सम्बद्ध विदेशी व्यापार नामों के मानकों के भनुरूप है और इस कारण समस्त उपयोक्ताओं को यह स्वीकार्य होने चाहिये ।
3. सरकार ने सिफारिश ( 1 ) पर ध्यानपूर्वक विचार किया है और उद्योग द्वारा भभी तक की गयी प्रगति को भौर इस तथ्य को देखते हुए कि वर्तमान परिस्थितियों मे भ्रायात से कोई प्रलाभकर प्रतिस्पर्धा होने की सम्भावना नहीं है तथा यह ध्यान में रखते हुए भी कि संरक्षण प्राप्त वर्गों के भाटोमोबाइल स्पार्किंग प्लगों के लिये कर की दरें विल ( संख्या 2 ) अधिनियम, 1965 के अन्तर्गत , तटफर आयोग द्वारा सुनायी दरों के स्तर से भी बढ़ जाने के कारण , सरकार यह विचार करती है कि भाटोमोबाइल स्पाकिंग प्लग उद्योग को तटकर संरक्षण 31 दिसम्बर, 1965 से आगे जारी रखने की प्रावश्यकता नहीं रही । फिर भी सरकार का विचार कर की वर्तमान दरों को बनाये रखने का है । सरकार के निर्णय को कार्यान्वित करने के लिये उचित समय पर विधान बनाया जायेगा ।
3. सरकार में सिफारिश ( 2 ) से ( 7) को नोट कर लिया है और इन्हें लागू करने के लिये , जहां तक सम्भव होगा उचित कार्रवाई की जायेगी ।
4. सरकार ने सिफारिश ( 8 ) से ( 10 ) को भी नोट कर लिया है और इनके लिये उद्योग का ध्यान भी श्राकर्षित किया जाता है ।
5. मोटर इण्डस्ट्रीज कम्पनी का घ्यान सिफारिश ( 11 ) की ओर आकर्षित किया जाता है ।

6. स्पाकिंग प्लग उद्योग तथा स्पार्किंग प्लग के उपभोक्ताओं का ध्यान सिफारिश ( 12) की ओर आकर्षित किया जाता है ।
