NOTIFICATION
New Delhi , the 26th January 1966
No. 31 / 17 /65 -Ad.III - B. The President is pleased , on the occasion of Republic Day , 1966 , to award an Appreciation Certificate to the under- mentioned officer of the Collectorate of Customs and Central Excise , Pondicherry , for exceptionally meritorious service rendered when under- taking a task even at the risk of his life : --

Statement of services for which the certificate has been awarded .
On 3.4.1965 , Shri Krishnaswamy went out to sea off Karaikal coast and intercepted a catamaran suspected of carrying smuggled foreign goods . The smugglers then jettisoned the cargo of watches into the sea before the Customs party reached them . Shri Krishnaswamy thereafter

collected information about the exact spot of jettisoning and proceeded to the spot to salvage the goods from the sea . While on the way , a smug- glers' party in a catamaran approached his boat in a threatening posture . Shri Krishnaswamy did not lose courage and challenged them, whereupon the smugglers withdrew from the scene . Thereafter , Shri Krishnaswamy with the help of an expert diver salvaged the contraband articles consist- ing of 2,498 foreign watches valued over Rs . 2 lakhs . Later , the smugglers and some members of the group were arrested . Shri Krishnaswamy displayed commendable courage and pluck and exemplary devotion to duty without any consideration for personal safety .
2. The award is made under clause ( a) ( i ) of para 1 of the scheme governing the grant of awards to the officers and staff of the Customs, Central Excise and Land Customs Departments published in Part I , Section 1 of the Gazette of India Extraordinary Notification No. 12 /139 /59 - Ad.III - B , dated the 5th November , 1962 .
Shri Krishnaswamy is not eligible for any monetary allowance under clause ( b ) of the scheme , on account of his rank .

सं ० 31/ 17/ 65-ए ० डी०-3 -बो० - राष्ट्रपति, गणतन्त्र दिवस 1966 के अवसर पर मीमाशुल्क तथा केन्द्रीय उत्पादन शुल्क समाहर्ता कार्यालय , पाण्डिचेरी के निम्नलिखित अफसर को अपने जीवन को भी संकट में डालने वाला कार्य करते हुए की गई असाधारण प्रशस्त सेवा के लिये प्रशंसा प्रमाण -पत्र प्रदान करते हैं :-

सेवाओं का वर्णन जिनके लिये प्रमाणपत्र प्रदान किया गया है
3-4-1965 को श्री कृष्णस्वामी कराईकल समुद्र तट से समुद्र की ओर बढ़े और उन्होंने एक लकड़नाव को रोका जिसके बारे में संदेह था कि वह चोरीं छिपे लाई गई विदेशी वस्तुएं ले जा रही थी । इस पर सीमाशुल्क दल के उन तक पहुंचने से पहले ही तस्करों ने षड़ियों को समु में डाल दिया । तब श्री कृष्णस्वामी ने उस ठीक स्थान के बारे में सूचना इकट्ठी की जहां घड़ियां समुद्र में डाली गई थीं और घड़ियों को समुद्र से बाहर निकालने के लिये उस स्थान की ओर बढ़े । जब वे आगे बढ़ रहे थे तो लकड़- नाव में तस्करों का एक दल धमकी भरे तरीके में उनकी नाव के समीप आया । श्री कृष्णस्वामी ने साहस नहीं छोड़ा और उन्हें ललकारा जिम पर तस्कर घटना स्थल से हट गये । इसके बाद एक कुशल गोता- खोर की सहायता से श्री कृष्णस्वामी ने दो लाख रुपये से भी अधिक मूल्य की 2,498 विदेशी घड़ियों सहित अवैध वस्तुओं को समुद्र से बाहर निकाला । बाद में तस्कर तथा उनके दल के कुछ सदस्य गिरफ्तार कर लिये गये । श्री कृष्णस्वामी ने व्यक्तिगत सुरक्षा की कुछ भी परवाह न करते हुए प्रशंसनीय हिम्मत और दिलेरी तथा उल्लेखनीय कर्तव्य निष्ठा दिखाई ।

2. यह पुरस्कार सीमाशुल्क, केन्द्रीय उत्पादन शुल्क तथा स्थल सीमाशुल्क के अफसरों और कर्म- चारियों को पुरस्कार देने से सम्बन्धित योजना की कंडिका 1 के खण्ड ( क) ( 1 ) के अन्तर्गत विया जाता है । यह यौजना भारत के गजट मसाधारण के भाग 1 खण्ड 1 में मधिसूचना संख्या 12/139/ 59-एडी- 3-बी, दिनांक 5 नवम्बर , 1962 के रूप में प्रकाशित हुई थी । अपने पद के कारण श्री कृष्णस्वामी योजना की फण्डिका ( बी ) के अन्तर्गत कोई भी प्रार्थिक भत्ता पाने के पात्र नहींहै ।
