S.O. 1040. In exercise of the powers conferred by section 6 of the Export (Quality Control and Inspection ) Act , 1963 ( 22 of 1963 ) , and after previous publi- ontion as required by sub- rule ( 6 ) of rule 11 of the Export ( Quality Control and Inspection ) Rules , 1964 , the Central Government hereby,
(1) notifles that steel and steel products shall be subject to quality control and inspection prior to export ;
(2 ) specifies the inspection in accordance with the Export of Steel and Steel Products ( Inspection ) Rules , 1966 , as the type of inspection which will be applied to steel and steel products priorto their export ;
(3) recognises recognises ( a ) the Indian Standards for steel and steel products , IS 226-1962 ; IS : 277-1962 ; IS : 279-1961 ; IS : 280--1962 ; IS : 432-1960 ; IS: 513-1963 ( 1964 ) ; IS : 961-1962 ; IS : 1079-1963 ; IS : 1148- 1964; IS: 1149-1964 ; IS : 1875-1961 ; IS : 1977-1962 ; IS : 2062-1962 ; IS: 2073-1962 ; IS : 2830-1964 and IS : 2831--1964 , read withIS : 3422- 1966 issued by the Indian Standa ds Institution , and ( b ) the specifica- tions as declared by the exporter to be the agreed specifications in the export contract for the steel and stcel products as the standard speci- fication for steel and steel products ;

(4) prohibits the export , in the course of international trade , of steel and steel products unless the consignment of such steel and steel products is accompanied by a certificate issued by the Indian Standards Institu- tion to the effect that the steel and steel products conform to the spe- cifications recognised under sub - paragraph ( 3 ) .
2. Nothing in this notification shall apply to the export by sea, land or air , of samples of steel and steel products to prospective buyers .
3. In this notification " steel and steel products " shall mean the following items of steel and steel products as described in the Indian Standard mentioned against cach , namely ,
IS: 226-1962 ( i ) Structural steel ( Standard quality ) .
IS : 277-1962 ( ii ) Steel sheets , galvanised ( plain and corrugated ) .
IS: 279-1961 ( iii) Iron and Steel wire , galvanised for telegraph and telephone purposes ,
( iv ) Mild steel wire .
IS: 280-1962
IS: 432-1960 ( v ) Mild steel and Medium tensile stress , bars and hard -drawn steel wire for concrete reinforcement .
IS: 513-1963 (vi ) Carbon steel sheets , cold rolled .

IS: 961-1962 (vii ) Structural steel , high tensile .
IS: 1079-1963 (viii ) Carbon steel sheet and strip not rolled .
IS : 1148-1964 ( ix) Rivet bars for structural purposes .

IS: 1875-1961 (xi) Carbon steel bars , billets , blooms and slabs for forgings .
IS: 1977-1962 ( xii ) Structural steel ( ordinary quality ) .
IS: 2062-1962 ( xiii ) Structural steel ( fusion welding quality ) .
IS: 2073-1962 (xiv) Carbon steel bars for production of machine parts for general engineering purposes .
IS: 2830-1964 (xv) Carbon steel billets for re - rolling into structural steel ( standard quality ) .
IS : 2831-1964 (xvi) Carbon steel billets for re- rolling into structural steel ( ordinary quality ) .
2. This notification shall come into force on 1st May, 1966 .

S.O. 1041. In exercise of the powers conferred by section 17 of the Export (Quality Control and Inspection ) Act , 1963 ( 22 of 1963 ) , and in supersession of the notification of the Government of India in the Ministry of Commerce No. S.O 3096 , dated the 28th September , 1965 , the Central Government hereby makes th following rules , namely:-
1. Short title and commencement .- ( 1 ) These rules may be called the Expor of Steel and Steel Products ( Inspection ) Rules , 1966.
(2) They shall come into force on 1st May, 1966.
2. Definition . In these rules steel and steel products mean the following item of steel and steel products as described in the Indian Standard mentioned agains each , namely:
IS: 226-196 (1 ) Structural steel ( standard quality ) .
IS: 277-196 ( ii) Steel sheets , galvanised ( plain and corrugated)
IS: 279-19 (iii) Iron and steel wire, galvanised for telegraph and telephone purposes .
IS: 280-19 ( iv) Mild steel wire .
IS: 432-19 (v) Mild steel and Medium tensile stress bars and hard - draw steel wire for concrete reinforcement .
IS: 513-19 (vi) Carbon steel sheets , cold rolled .

3. Procedure of Inspection and Certification . The provisions of the Indian Standards Institution ( Certification Marks ) Act , 1952 (36 of 1952 ) , the Indian Standards Institution ( Certification Marks ) Rules , 1955 , and the Indian Standards Institution ( Certification Marks ) Regulations , 1955 , and the procedure laid down by the Indian Stanadrds Institution , in this behalf shall , so far as may be , apply to the inspection of steel products and certification thereof , prior to export .

S.O. 1042. In exercise of the powers conferred by section 7 of the Export (Quality Control and Inspection ) Act , 1963 ( 22 of 1963 ) , the Central Government hereby recognises the Indian Standards Institution as the agency for inspection of steel and steel products prior to export .
