CENTRAL EXCISES
New Delhi , the 7th May 1966
G.S.R. 695. In exercise of the powers conferred by sub - rule ( 1 ) of rule 8 of the Contral Excise Rules , 1944 , read with sub - section ( 3 ) of section 3 of the Additional Duties of Excise ( Goods of Special Importance ) Act , 1957 ( 58 of 1957 ) , the Central Government , being satisfied that the present scarcity conditions in the State of Orissa are in the nature of a major calamity , hereby exempts cotton fabrics donated till the 7th August , 1963 , for relict work in that State from the whole of excise duty , and additional dus of excise , leviable thereon including the excise duty on cotton yarn contents thereof .
Provided that-
( a ) it is certified by the manufacturer of such goods on the relevant clear- ance documents that the goods are intended to be donated to any of the following officers of the Government of the State of Orissa for relief work in that State , namely :-
( 1 ) Collector of a District in Orissa ;
( ii ) any other officer of the Government of the State of Orissa duly authorised by the State Government to receive such donation; and (b) the goods are sent direct from the factory to any such officer .
