S.R.O. 6 - E . In exercise of the powers conferred by sub - section ( 1 ) of section 2 of the Armed Forces ( Emergency Duties ) Act , 1947 ( 15 of 1947 ) , read with section 3 of the Goa , Daman and Diu ( Laws ) Regulation , 1962 ( 12 of 1962 ) , the Central Government hereby declares every service connected with the supply of water or electricity in the Union territory of Goa, Daman and Diu , to be a service of vital importance to the community .
