ORDER
New Delhi , the 9th September 1966
G.S.R. 1882. In exercise of the powers conferred by section 3 of the Essential Commodities Act , 1955 ( 10 of 1955 ) , the Central Government hereby makes the following Order to amend the Foodgrains ( Prohibition of Use in Manufacture of Starch) Order , 1966 , namely :-
1. This Order may be called the Foodgrains ( Prohibition of Use in Manufacture of Starch) Amendment Order , 1966 .
2. In the Foodgrains ( Prohibition of Use in Manufacture of Starch ) Order , 1966 , after clause 4, the following clause shall be inserted , namely:--
"4A. Manufacture of Starch out of Demaged / Deteriorated Moodgrains.- Notwithstanding anything contained in clauses 3 and 4, no person shall use damaged or deteriorated foodgrains in the manufacture of starch except under and in accordance with a permit issued by the Central or State Government or an officer authorized by such Gov- ernment, and unless such foodgrains have been certified by the said authority as unfit for human consumption ." .
