NOTIFICATIONS
New Delhi, the 17th November 1966
SO. 3514.—Whereas sub-section (1) of section 11 of the Punjab Reorganisation Act, 1966 provides that as soon as may be after the. 1st November, 1966, bye- elections shall be held to fill the two vacancies existing on that date in the seats allotted to the State of Haryana in the Council of States;
Now, therefore in exercise of the powers conferred by sub-section (1) of sec- tion 147 of the Representation of the People Act, 1951, the Election Commission hereby calls upon the elected members of the Legislative Assembly of Haryana to elect before the 10th December, 1966, in accordance with the provisions of the said Act and of the Rules and Orders made thereunder, a person to fill the first of the said vacancies and separately, another person to fill the second of the said vacancies.

S.O, 3515.—In exercise of powers conferred by sub-section (1) of section 39 of the Representation of the People Act, 1951. the Election Commission hereby appoints, for each of the elections to the Council of States to be held in pursuance of its notification No. 100/HN/CS/Bye/66 0 ), dated the 17th November, 1966,—
(a) the 24th November, 1966. as the last date for making nominations; (b) the 2Gth November, 1966. as the date for the scrutiny of nominations; (c) the 29th November, 1966, as the last date for the withdrawal of candi- datures;
1594 T HE GAZKTTE OV INDIA EXTRAORDINARY [PART II-Sfic. 3(ii)} S.O. 3516.—In exercise of the powers conferred by section 21 of the Representa-tion of the People Act, 1951, the Election Commission, in consultation with the Government of Haryana, hereby designates the Secretary, Haryana Vidhan Sabha to be the Returning Officer for each of the elections to the Council of States to be held in pursuance of the Election Commission's notification No. 100/HN/CS/ Bye/66(1), dated the 17th November, I960.

S.O. 3517,—In exercise of the powers conferred by sub-section (1) of section 22 of the Eepresentation of the People Act, 1051, the Election Commission hereby appoints Chaudhry Partap Singh, Superintendent, Haryana Vidhan Sabha Secre- tariat, to assist the Returning Officer for the elections to the Council of States to be held in pursuance of the Election Commission's notification No. 100/HN/CS/ Bye/66 (1). dated the 17th November, 1966, in the performance of his functions.

S.O. 3518.—In exercise of the powers conferred by section 56 of the Representa- tion of the People Act, 1961, the Election Commission hereby fixes Lhe hours from 12.00 A.M. to 4 P.M. as the hours during which the poll shall, if necessary be taken for either election to the Council of States to be held in pursuance of its notification No. lOO/HN/CS/Bye/66(l), dated the 17th November, 1966.
