Central, EXCISES
New Delhi, the 14th, December 1966
G.S.R. 1922.—In exercise of the powers conferred by sub-rule (1) of rule 8 of the Central Excise Rules, 1944, read with sub-section (3) of the Additional Duties of Excise (Goods of Special Importance) Act, 1957 (58 of 1957), the Central Gov- ernment, being satisfied that the present scarcity conditions in the States of Bihar and Uttar Pradesh are in the nature of a major calamity, hereby exempts cotton fabrics donated till the 30th June, 1967, for relief work In those States from the whole of excise duty and additional duty of excise leviable thereon and also the excise duty on cotton yarn contents thereof;
Provided that—
(a) it is certified by the manufacturer of such goods on the relevant clear- ance documents that the goods are intended to be donated to any of the following officers of the Governments of the States of Bihar and Uttar Pradesh for relief work in those States, namely: —
