No. 114-ITC PV>'67 — UfMrijn is invited to the Import Policy for Registered Exporters contained in part "B", Section III of the Import Trade Control Policy Book (Red Book) for the year \iril-i9 JT-Mirch 1968 issued under the Ministry of Commerce Public Notice No. 32-ITC (PN)/67 dat-d 1-5-T967, as amended from time to time.

2. In accordance with the provisions contained in para 18 ot" the aforesaid policy, the Regis- tered Exporters of items other than gem and jewellery and exposed cinematographic films are required to submit, among other documents, the following documents along with the applications for grant of replenishment licences to establish the fact of export:—

(a) Shipping bill duly authenticated by Customs (except ir> case of exports by post oj-

V. P. P.);

(b) Hill of lading/airway bill duly attested by the Shipping Company/Airway Company

(Postal receipt in case of export by postj;

(C) Invoice; duly attested by the negotiating banks.

3. It has been represented on behalf of the exporters that the production of the above-men- tioned documents entails an avoidable waste of time and energy on their part and that .some means should be found to obtain certification of the exports effected by them from the Authorised Dealers in foreign Exchange, through whom their shipping documents have necessarily to pass in accor- dance with the foreign Exchange Regulations. The position lias accordingly been reviewca by the Government and it has been decided that in respect 01' exports made on or after 1-10-1967. •md on which replenishment licences are to be claimed, the Registered Exporters should get such exports certified by the Authorised XDcaler in 1'oreign Exchange in the process of passing tl.eii shipping documents through him. for this purpose, the following procedure has been laid down:—

(i) Simultaneously with handing over his shipping document* to the Authorised Dealei in Foreign Kxchange, the exporter should present to the latter in triplicate declcta- tions as in Form 1 for exports made on outright sale basis and in Form 2 lor ex- ports on consignment basis. The specimen Forms, 1 and 2 arc given at Anntiure I and II to this Public Notice;

(ii) The Bank will certify and countersign the declaration after necessary verification with reference to the shipping documents. The document will then serve as a bank certificate;

(iii) Thereafter the Bonk will pass on one copy of the certificate along with a copy of the • invoice to the licensing authority named in the declflration-"tt""-cettific"te, one copj to the exporter, and retain the third copy for its own record;

(iv) The exporter at the time of submitting his application for grant ul" import reple- nishment licence in accordance with the prescribed time schedule. Hill quote in the application, which will be commodity group-wise, the number and date of the certificates issued by the Bank for each of the shipments covered in ih~ application.

4.
