Attention is invited to the remarks egainst 8. No. 290/ IV in Scotion II of the Deport Trade Control Policy ( Red Book) for the period April 1967 March 1968 , wherein it is stated that the import policy for actual users will bo announced later .

Import Policy for raw materials , components and spares required for the manufacture of radio receivers , transistor radio receivers , ampli- fiers , oår radion and wierophones April 167 - March 68 period .
Valve type Radio Receivers , transistor radio receivers including low- priced radio regeivors .
(a)
Existing SSI Units .
Applications from the existing SSI units manufacturing valve type radios , transistor radio receivers , including cheap radio eccivere will be considered for grant of actual user licences for the mport of radio components . Import lioonces will be issued for the value paloulated at a paok value of Rs . 4/- 0.1.f. per radio set , based on their actual production of such radios during twelve months from 1.4.1966 to 31.3.1967 , indreased by 15% thereof , or for the value equal to 25% of the import liconce issued to the unit for radio components under the liberalisod import policy for April 1966 March 1967 , whichever is less . The licences , will bo valid for the import of the following components only , subject to value imit indiontod against eachs-

2. Import licences for radio compoponts issued under thie policy onn also bo utilised for the import of components required for the servicing of radio receivere , upto 20% of the face value of the licence within the overall face value .
The applications for licences should also be accompanied by a certificate of Chartered Accountant or of the concerned State Dirootor of Industries , indionting the number of radio sets produced by the applicant unit during 12 months from 1.4.1966 to 31.3.1967 . Tho certificato should separately indicate the number of sets produced in each category as under s-

4. The following additional information should be furnished by the applicant in the form of a statement along with the import applications-
1) Value of import licence for radio oomponents received for April 1966 March 1967 period.

11) List of components along with quantities for which orders have been placed for import or which have been imported, against the licence mentioned at ( i ) above .
111) The quantities of each type of imported components which have been actually utilised for the manufacture of radio receivars upto the date of application .
iv) The quantity of es.oh type of imported components lying in stook on the date of application .
(b) New Unites
Applications for grant of import licences for the import of radio omponents as are pemissible to the existing units under the provisiona f this policy will also be considered from those SSI Units who were in otual production of valve type radio receivers/ transistor radio receivers the 31st March 1967 but who had not been granted licences for the import f components in the past . Such units should apply to the regional Coonsing authority concerned through the concomed State Director of dustries . The applications should also be supported by a statement lowing the production of radio sets during the year 1966-67 in the rofome given below : -

*. The applications should reach the concerned State Director of adustries on or before the 31st January , 1968 after which no application 11 be considered. Import licences will be issued on the basis of the scommendation of the sponsoring authorities concerned.

Import cences will be issued for the value calculated at a pack value of -25/- 0.1.f. per amplifier based on the actual production of lifiers during twelve months from 1.4.1966 to 31.3.1967 . The Dort licences , whore issued , will be valid for the import of the tlowing compononts only , subject to the value limit indicated against

11. Applications for import of componenta will be considered from S.S.I. Units manufacturing car radios , whose manufacturing programmea have been approved by the State Directors of Industries . Import licences will be issued for the value calculated at a pack value of B.40 /-o.i.f . per car radio based on the actual production of car radios during twelve months from 1-4-1966 to 31-3-1967 . The import licences , where issued , will be valid for the import of the following components only , subject to the value limit indicated against each:-

Applications for import of components will be considered from SSI Units manufacturing microphones , whose manufacturing programmes have been approved by the State Directors of Industries . Import licences will be issued for the value calculated at a pack value of Rs 4-50 0.1.f. per microphone based on the actual production of microphones during twelve monthe from 1.4.1966. to 31-3-1967 . The import licences , where issued , will be valid for the import of the following components only1-

15- Import licences for microphones issued under this policy will also be valid for import of components required for the servicing of components , upto 24 percent of the face value of the licence within the overall value of the licence .
16. The applications for licences should also be accompanied by a certificate of Chartered Accountant or of the concerned State Director of Industries indicating the number of microphones produced by the applicant unit during twelve months from 1.4.1966 to 31-3-1967 .

for the period April ' 67-March 68 may be deemed to have been amended accordingly .

Applications for import licences under this policy should be made to the regional licensing authorities concerned in the presoribed fom and manner . The existing units i.e. those who obtained import licences for the period April 1966-March 1967 should make applications direct to the licensing authorities concerned , after utilising the previous set of licences for raw materials , components and spares to the extent of 90 % by way of opening letter of credit or 60 percent by way of actual importation or 70 percent by way of shipment . The application should be accompanied by evidence showing utilisation of the previous set of licences in the form of original or photostat of the Exchange Control or Customs copy of the licence ( s) , as the case may be .
19.
New units ie those who did not obtain import licences for April 66-March 67 should apply through the State Directors of Industries .

Import licences issued under this policy shall be subject to the following condition , inter- alias-
"The licensee shall furnish half yearly production returns showing his actual production of Radio receivere/Amplifiers/ Car radios/Microphones during the half yeare ending September 1967 , March 1968 and so on , in the proformae attached ( Appendix I/ II/ III/ IV) to this Public Notice duly certified by a Chartered Accountant or by the concerned State Directors of Industries . Industries , the D.C. ( SSI) , New Delhi and the Government of India , Ministry of Defence , ( Department of Defence Supplies) , New Delhi . The return for each half year shall be furnished so se to reach the authorities concerned not later than 45 days after the end of the half year to which it pertains .
