In pursuance of Clause fifthly of Notification No. 15 - Pres / 67 , dated the 26th January 1967 , as amended by Corrigendum No. 33 - Pres / 67 , dated 29th April 1967 , and Notification No. 19 - Pres / 68 . dated 11th March 1968 , specifying the conditions of eligibility for the award of " Samar Seva Star 1965 " , Government have decided to specify the following qualifying areas and battle zones :-

Refers to Map INDIA and Adjacent Countries ( 4th Edition ) ( 40 miles ) and May Sheets 78F ( ASSAM , BHUTAN , EAST PAKISTAN and WEST BENGAL ) and 83D ( ASSAM , FAST PAKISTAN . MANIPUR and TRIPURA ) ( 4 inches to 1 mile) . ] . P

( a ) Qualifying Areas for Army

( ii ) Areas WEST of line joining DALHOUSIE- PALAMPUR- MANDI- BILASPUR KALKA- AMBALA- PATIALA - SIRSA- HANUMAN- GARH SURATGARH ANUPGARH BIKANER - JODHPUR- SIROHI MOUNT ABU and including these stations-6th September 1965 to 25th January 1966 (both days inclusive ) .

(iit ) Areas WEST of line joining MOUNT ABU to AHMEDABAD and areas NORTH of line joining AHMEDABAD to JAMNAGAR and including these stations- 6th September 1965 to 25th January 1966 ( both days inclusive) .

( iv) Areas GITALDAH ( LZ 4305 ) and LATHI TILLA ( RH 5024 ) and inclu- ding these stations- 6th September 1965 to 25th January 1966 (both days inclusive ) .

(v) Airfields at AGRA , PALAM , HINDON , BAREILLY , SARSAWA . BARRACKPORE , BAGDOGRA , KALAIKUNDA , HASIMARA and BORJAR ( GAUHATI ) and the operational air defence installations in and around JAIPUR , RAMPURHAT , KALAIKUNDA , BAGDOGRA . JAFFARPORE and DELHI ( for those of the Army personnel engaged in providing signal cover and in the defence of the above airfields and air defence installations )-6th September 1965 to 25th January 1966 (both days inclusive ) .

(b) Battle zones for Army

( 1 ) Areas WEST of line alongside Longitude 77 degree EAST starting from a point on international border of JAMMU and KASHMIR State to an opposite point on its border with HIMACHAL PRADESH (but excluding KHALSI Transit Camp and area Eastward upto Longitude 77 degree EAST ) and thence along boundary of JAMMU and KASHMIR State upto and includingding PATHANKOT- 5th August 1965 to 23rd September 1965 (both days inclusive) .

(ii ) Areas WEST of line joining PATHANKOT-GURDASPUR-BATALA- KAPURTHALA- FEROZPUR- BHATINDA including these stations- upto inter - State boundary PUNJAB / RAJASTHAN and then to HANUMANGARH- SURATGARH and excluding these stations- 6th September 1965 to 23rd September 1965 ( both days inclusive ) .

(iii ) Areas WEST of line joining HANUMANGARH- SURATGARH- ANUPGARH- BIKANER ( excluding these stations ) and thence along road to KOLAYAT- PHALODI-POKARAN - JAISALMER- BARMER- SANCHOR ( including these stations ) upto inter - State boundary RAJASTHAN / GUJARAT - 6th September 1965 to 2nd December 1965 ( both days inclusive ) .

(c ) Qualifying Areas for Navy

(1 ) For ships and aircraft. To Arabian Sea area between the latitude of 15 degree and 25 degree North and Longitude of 60 degree and 74 degree East-6th September 1965 to 25th January 1966 ( both days inclusive) .

( ii) For shore based personnel .-Qualifying areas prescribed for the Army and the Air Force and during the dates prescribed for these two Services .

( 1li ) Naval personnel attached to the Army or the Air Force shall be eligible for the award according to the conditions of eligibility applicable to the Service to which they were attached.

( d) Qualifying Areas for Air Force

( 1) Areas WEST of line alongside Longitude 77 degree EAST starting from a point on international border of JAMMU and KASHMIR State to an opposite point on its border with HIMACHAL PRADESII ( but excluding KHALSI Transit Camp and areas Eastward upto Longitude 77 degree EAST ) and thence along boundary of JAMMU and KASH- MIR State upto and including PATHANKOT- 5th August 1965 to 25th January 1966 ( both days inclusive ) .

( ii) Areas WEST of line joining PATHANKOT-GURDASPUR- BATALA- KAPURTHALA- FEROZEPUR- BHATINDA including these stations upto inter - State boundary PUNJAB / RAJASTHAN and then to HANUMANGARH- SURATGARH and excluding these stations-6th September 1965 to 23rd September 1965 (both days inclusive ) .

( iii ) Areas WEST of line joining HANUMANGARH SURATGARH- ANUP- GARH --BIKANER ( excluding these stations ) and thence along road to KOLAYAT- PHALODI- POKARAN-JAISALMER- BARMER- SANCHOR ( including these stations ) up to inter -State boundary RAJASTHAN / GUJARAT- 6th September 1965 to 2nd December 1965 (both days inclusive ) .

( f ) Qualifying areas and Battle zones for civilians of either sex in all walks of life . The qualifying areas and the battle zones for civilians will be the same as specified above in respect of the personnel of the Army , the Navy and the Air Force .

1967 , जिसके अन्तर्गत " ममर सेवा स्टार 1965 " पदक की पात्रता की शर्तें दी हुई हैं, के पंचम खंड के अनुसरण में मरकार ने निम्नांकित पात्रता क्षेव तथा युद्ध खंडों को उल्लिखित करने का निर्णध किया है: --

( 4 इंच 1 मील) (संदर्भ मानचित्र भारत तथा निकटवर्ती देश ( चौथा संस्करण ) ( 40 मील ) तथा मानचित्र शीट 78 ऐफ ( आसाम, भूटान, पूर्वी पाकिस्तान तथा पश्चिमी बंगाल ) नथा 83 डी ( आसाम , पूर्वी पाकिस्तान. मणिपुर और त्रिपुरा )

(क) यत्र सेना के लिये पात्रता क्षेत्र

( i ) 77 डिगरी पूर्व देशान्तर के साथ रेखा के पश्चिम के क्षेत्र जो जम्मू तथा कश्मीर राज्य की अंतर्राष्ट्रीय सीमा से दूसरी ओर हिमाचल प्रदेश की सीमा तक ( इममें खालमी ट्रांजिट कैम्प तथा पूर्व की ओर 77 डिगरी पूर्व देशान्तर रेखा तक के क्षेत्र सम्मिलिन नहीं होंगे ) और उसके बाद जम्मू तथा कश्मीर की हद के साथ -साथ पठानकोट तक होगी इसमें पठानकोट भी सम्मिलित होगा- 5 अगस्त 1965 मे 25 जनवरी 1966 तक ( दोनों दिन समेत )

1966 तक (दोनों दिन समेत)

( ii ) डलहौजी, पालमपुर , मंडी, बिलासपुर , कालका, अम्बाला, पटियाला, सिरसा, हनुमानगढ़ , सूरतगढ़ , अनूपगढ़ , बीकानेर , जोधपुर, सिरोही, माउंट आबू को जोड़ने वाली रेखा के पश्चिम के क्षेत्र उपरोक्त स्थानों ममेत 6 सितम्बर 1965 से 25 जनवरी

( iii ) माउंट आबू को श्रहमदाबाद से जोड़ने वाली रेखा के पश्चिम के क्षेत्र और अहमदाबाद कोजामनगरसे जोडने वाली रेखा के उत्तर के क्षेत्र उपरोक्त स्थानों समेत 6 सितम्बर 1965 से 25 जनवरी 1966 तक ( दोनों दिन समेत )

( lv ) गीतलदाह (ऐल जेड 4305 ) और लाठी टीला ( आर एन 5024 ) के क्षेत्र , इन स्थानों समेत 6 सितम्बर 1965 से 25 जनवरी 1966 तक ( दोनों दिन समेत)

( v ) आगरा , पालम, हिन्डन , बरेली , सरसावा , बैरकपुर, बागडोगरा , फ्लाईकंडा, हासीमारा और बोरजार (गोहाटी ) के हवाई अडडे और जयपुर , रामपुरहट, अनाईकंडा, जफरपुर तथा दिल्ली में और इर्द- गिर्द संक्रियात्मक वायु रक्षा संस्थान ( उन सैनिकों के लिए जो संकेत सेवा ( सिगनल कवर ) तथा उपरोक्त हवाई अड्डों और वायु रक्षा संस्थानों की रक्षा कर रहे थे ) -6 सितम्बर 1965 से 25 जनवरी 1966 तक (दोनों विन समेत) THE GAZETTE OF INDIA EXTRAORDINARY

(ख ) धन सेना के त्रिर युद्ध अंड

( i ) 77 डिगरी पूर्व देशान्तर के साथ रेखा के पश्चिम के क्षेत्र जो जम्मू तथा कश्मीर राज्य की अन्तर्राष्ट्रीय सीमा से दूसरी ओर हिमाचल प्रदेश की सीमा तक ( इसमें ग्वाल वी ट्रांजिट कैम्प तथा पूर्व की ओर 77 डिगरी देशान्तर तक के क्षेत्र सम्मिलित नहीं होंगे ) और इसके बाद जम्मू तथा कश्मीर राज्य की सीमा के साथ- साथ पठानकोट लक होगी इसमें पठानकोट सम्मिलित होगा -5 अगस्त 1965 में 23 सितम्बर 1965 तक ( दोनों दिन समेत )

( ii ) पठानकोट-गुरदासपुर -बटाला- कपूरथला-फिरोजपुर- भटिन्डा को जोड़ने वाली रेखा के पश्चिम के क्षेत्र-जिसमें ये स्थान भी सम्मिलित होंगे -पंजाब तथा राजस्थान की अन्तर्राज्यीय सीमा तक और उसके बाद हनुमानगढ़ - सूरतगढ़ तक--इन स्थानों कोछोडकर 6 मितम्बर , 1965 से 23 सितम्बर , 1965 तक ( दोनों दिन ममेत ) ।

( iii ) हनुमानगढ़- सूरतगढ़ - अनूपगढ़ - बीकानेर को जोड़ने वाली रेखा के पश्चिम के क्षेत्र (जिसमें ये स्थान मम्मिलित नहीं होंगे ) और उसके बाद कोलायत फलोदी-पोकरन- जैसलमेर -बाड़मेर- संचार को जाने वाली सड़क के साथ - साथ राजस्थान-गुजरात की अन्तर्राज्यीय सीमा तक रेखा के पश्चिम का क्षेत्र ( उपरोक्त स्थानों समेत )-- 6 सितम्बर, 1965 से 2 दिसम्बर , 1965 तक ( दोनों विन समेत ) ।

(ग ) नौसेना के लिये पात्रता क्षेत्र

( i ) जनयानों तथा वायुयानों के लिए

15 डिगरी तथा 25 डिगरी उत्तरी अक्षांतर और 60 डिगरी तथा 74 डिगरी पूर्वी देशांतर के बीच अग्व सागर का क्षेत्र 6 सितम्बर , 1965 से 25 जनवरी , 1966 तक ( दोनों दिन ममेन ) ।

( ii ) तट श्राधारित नौसेना

म्थल सेना और वायसेना के लिए निर्धारित पात्रता क्षेत्र तथा उम दोनों सेनाश्रों के लिए निर्धारित तिथियों के मध्य ।

( iii ) स्थल सेना तथा वायुसेना के साथ सम्बद्ध नौसेनिक , उस विशेष सेना के लिए जिसके साथ वे सम्बद्ध थे निर्धारित पात्रता की शर्तों के अनुसार , मेडल के पात्र होंगे ।

(घ) वायु सेना के लिये पात्रता क्षेत्र

( i ) 77 डिगरी पूर्व देशांतर के साथ रेखा के पश्चिम के क्षेत्र जो जम्मू तथा कश्मीर राज्य की अन्तर्राष्ट्रीय सीमा से दूसरी ओर हिमाचल प्रदेश की सीमा तक ( इसमें खालसी ट्रांजिट कैम्प तथा पूर्व की ओर 77 डिगरी पूर्व देशांतर रेखा तक के क्षेत्र सम्मिलित 6

नहीं होंगे ) और उसके बाद जम्मू सथा कश्मीर की हद के साथ -साथ पठानकोट तक होगी इसमें पठानकोट भी सम्मिलित होगा , 5 अगस्त, 1965 से 25 जनवरी , 1966 तक ( दोनों दिन समेत ) ।

( 11 ) उत्तहो जो पालमपुर- मंडी-विलासपुर-कालका-अम्बाला- पटियाला-सिरमा-हनुमानगढ़- सूरतगढ़ अनूपगढ़- बीकानेर-जोधपुर- सिरोही-मांउर आबू को जोड़ने वाली रेखा के पश्चिम के क्षेत्र उपरोक्त स्थानों समेत 6 सितम्बर , 1965 में 25 जनवरी , 1966 तक ( दोनों दिन ममेत ) ।

( iii ) माउंट आबू को अहमदाबाद से जोड़ने वाली रेखा के पश्चिम का क्षेलं और अह‌मदाबाद कोजामनगर से जोड़ने वाली रेखा के उत्तर के क्षेत्र उपरोक्त स्थानों समेत 6 सितम्बर , 1965 से 25 जनवरी , 1966 तक ( दोनों दिन समेत ) ।

( iv) गीतलदाह ( एल जेड 4305) और लाठी टीला ( आर एच 5024) के क्षेत्र, इन स्थानों समेत 6 सितम्बर , 1965 से 25 जनवरी, 1966 तक ( दोनों दिन समेत ) ।

(V. ) भागरा, पालम, हिन्डन , बरेली , सरसावा , बैरकपुर, बागुओमरा, क्लाईकुडा, हासीमारा और गोहाटी के हवाई अड्डे तथा जयपुर , रामपुरहट , क्लाईकुंडा , बागडोगरा, जफरपुर तथा दिल्ली में श्रीर इर्द- गिर्द संक्रियात्मक वायु रक्षा संस्थान 6 सितम्बर , 1965 से 25 जनवरी , 1966 तक ( दोनों दिन ममेत ) ।

(ङ) बायुसेना के लिए युद्ध खंड

( 1 ) 77 डिगरी पूर्व देशांतर के साथ रेखा के पश्चिम के क्षेत्र जो जम्मू तथा कश्मीर राज्य की अन्तर्राष्ट्रीय सीमा से दूसरी ओर हिमाचल प्रदेश की सीमा तक ( इसमें खालसी ट्रांजिट कैम्प तथा पूर्व की ओर 77 डिगरी देशांतर तक के क्षेत्र सम्मिलित नहीं होंगे ) और उसके बाद जम्मूतथा कश्मीर राज्य की सीमा के साथ -साथ पठानकोट तक होगी इसमें पठानकोट सम्मिलित होगा 5 अगस्त, 1965 से 23 सितम्बर , 1965 तक (दोनों दिन समेत ) ।

( II ) पठानकोट- गुरदासपुर- बटाला- कपूरथला- फिरोजपुर - भटिन्डा को जोड़ने वाली रेखा के पश्चिम के क्षेत्र-जिसमें यह स्थान भी सम्मिलित होंगे-पंजाव तथा राजस्थान की अन्तर्राज्यीय सीमा तक और उसके बाद हनुमानगढ़ -सूरतगढ़ःतक इन स्थानों को छौंडकर-6 सितम्बर , 1965 से 23 सितम्बर, 1965 तक ( दोनों दिन समेत ) ।

( iii ) हनुमानगढ़ - सूरतगढ़- अनूपगढ़- बीकानेर को जोड़ने वाली रेखा के पश्चिम के क्षेत्र (जिसमें ये स्थान सम्मिलित नहीं होंगे ) और उसके बाद कोलायत-फलोदी-पोकरन- जैसलमेर-बाड़मेर- संचोर को जाने वाली सड़क के साथ -साथ राजस्थान- गुजरात की अन्तर्राज्यीय सीमा तक रेखाके पश्चिमके क्षेत्र ( उपरोक्त स्थानों समेत ) ,-- 6 मित्प्तम्वर, 1965 से 2 दिसम्बर , 1965 तक ( दोनों दिन समेत ) ।

( च ) जीवन के समस्त क्षेत्रों में कार्य करने वाले असैनिक स्त्री पुरुषों के लिए पात्रत।

क्षेत्र और युद्ध खंड

असैनिक व्यक्तियों के लिए वही पात्रता क्षेत्र और युद्ध सखंड होंगे जो स्थल सैनिकों नौसैनिकों तथा वायुमैनिकों के लिए निर्धारित किये गये हैं ।
