New Delhi , the 13th August 1968
8.R.O. 16E -In exercise of the powers conferred by section 184 of the Navy Act , 1957 ( 62 of 1957 ) , the Central Government hereby makes the following regulations further to amend the Naval Ceremonial , Conditions of Service and Miscellaneous Regulations 1964 , namely :-
1. These regulations may be called the Naval Ceremonial , Conditions of Ser- vice and Miscellaneous ( Fifth Amendment ) Regulations 1968 .
2. In the Naval Ceremonial , Conditions of Service and Miscellaneous Re- gulations 1964 , in Regulation 247 , in the proviso to sub - regulation (3 ) ,—
(1) for clauses ( a) , ( b ) and ( c ) , the following clauses shall be substituted, namely:-
" (a) Chief Engine -Room Artificers , Chief Ordnance Artificers , Chief Electrical Artificers , Chief Shipwright Artificers , Chief Aircraft Artificers , Chief Mechanicians , Chief Aircraft Mechanicians and Chief Electrical Mechanicians shall rank and command over all other ratings of these eight branches . " Chief " ratings within one of these branches shall rank and command between themselves according to seniority in " Chief " rating . " Chief " ratings of two or more of these branches shall rank and command between themselves by seniority as Chief Petty Officer . Where " Chief " ratings of any of these eight branches are together with Chief Petty Officers of other branches they will rank and command according to seniority as Chief Petty Officer .

(b) Engine- Room Artificers , Ordnance Artificers , Electrical Artificers Shipwright Artificers and Aircraft Artificers of a particular class shall rank and command over all Engine -Room Artificers , Ordnanca Artificers , Electrical Artificers , Shipwright Artificers and Aircraft Artificers of a lower class . Within one of these branches , sailors of the same class shall rank and command according to their seniority in that class." ;

एस ० धार० श्रो० 16 ई - नौसेना अधिनियम , 1957 ( 1957 का 62 ) की धारा 184 द्वारा प्रदत्त शक्तियों के कार्यान्वय में केन्द्रीय सरकार एतद् द्वारा नौसेना समारोह, धषा के उपबन्ध तथा विनियमों, 1964 को और आगे संशोधित करने के लिए निम्नलिखित विनियम बनाती है , अर्थात्:-
1 इन विनियमों को नौसेना समारोह, सेवा के उपबन्ध तथा त्रिविधि ( पांचा संशोधन) विनियम 1968 के नाम से जाना जाय ।
2. नौसेना समारोह, सेवा के उपबन्ध तथा विविध विनियम 1964 में विनियम 247 में उप-विनियम ( 3 ) के उपबन्ध में
( i) (क ) , (ख ) और ( ग ) धाराओं के स्थान पर निम्नलिखित धाराए प्रतिस्थापित की जाय , अर्थात्:-
( क ) चीफ़ इंजन रूम श्रर्टिफिसरों , चीफ़ श्रर्डनेन्स आर्टिफिसरों , चीफ़ इलैक्ट्रिकल श्रार्टिफिसरों , चीफ़ शिपराइट श्राटिफिसरों , चीफ़ एरिक्राफ्ट आर्टिफिसरों, चीफ़ मैकेनीशियनों, चीफ़ एयरक्राफ्ट मैकेनीशियनों तथा चीफ़ इलैक्ट्रीवल मैली- शियनों का रैंक तथा कमांड इन आठ ब्रान्चों के अन्य सभी नौसैनिकों स ऊपर रहेगा । इनमें से किसी भी एक ब्रान्च के भीतर चीफ नौसेनिकों का रैंक तथा कमांड श्रापस में " चीफ़ " नौसेनिक के रूप में वरीयता के अनुशार होगा दो या दो से अधिक ब्रान्चा के "चीफ " नौसैनिकों का रैक तथा कमांड आपस में चीफ़ पैटी अफसर के रूप में वरीयता के अनुसार होगा । जहां इन ग्राठ ब्रान्चों में से किसी ब्रान्च के भी "चीफ़ " नौसेनिक किसी अन्य ब्रांच के चीफ पैटी अफसरों के साथ हों वहां उनका रैंक तथा कमांड चीफ़ पैटी अफसर के रूप में वरीयता के अनुसार होगा ।
( ख) किसी विशेष श्रेणी के इंजन -रूम आर्टिफिसरों, श्रार्डनेन्स आर्टिफिसरों , इले- क्ट्रिकल श्राटिफिसरों , शिपराइट आर्टिफिसरों तथा एयर काफ्ट आर्टिफिसरों का रैंक तथा कांड निम्न श्रेणी के समस्त चंजन - रूम आर्टिफिसरों, आर्थनेन्स Se

प्रार्टिफिसरों, इलैक्ट्रिकल भार्टिफिसरों, सिपराइट पार्टिफिसरों तथा एयर काफ्ट प्राटिफिसरों से ऊपर रहेगा । इनमें से किसी भी एक ब्राम्य के भीतर एक श्रेणी के नौस निकों का रैंक तथा कमांड उस श्रेणी में उनकी मरीयता के अनुसार होगा ।
(ii ) धारा ( घ ) के स्थान पर ( ग ) लिखवी जाय ।
