G.S.R. 2241.—In exercise of the powers conferred by clauses (1) of article 258 of Constititution the President. with the consent of the State Governments concerned. hereby authorities the District Collectors/Deputy Commissioners in the States of Andhra Pradesh. Haryana. Kerala. Madhya Pradesh. Punjab. Rajasthan, Nagaland. Uttar Pradesh and the Director of Handloorns in the State of Madras, to perform, within their respective jurisdic- tions, the duties of a Collector under the Produce CESS Act, 1966 and the rules made thereunder, in respect of Cotton consumed in any mill with a view to producing or manu- facturing any goods therefrom,
