New Delhi , the 24th January 1969
5.0. 377. In exercise of the powers conferred by section 109 of the Gold ( Control ) Act , 1968 (45 of 1968 ) , the Central Government , being of the opinion that it is necessary in the public interest so to do , hereby exempts every licensed dealer , refiner or other person who lends money on the hypothecation , pledge , mortgage or charge of any article or orna- ment , or both , and who is required by sub - section (4 ) or sub - section (7 ) , as the case may be , of section 16 of the said Actto make a further declaration , from making further declarations in respect of each acquisition , or parting with , of ownership , possession , custody or control of articles or ornaments , or both , on the hypothecation , pledge , mortgage or charge of which any money was lent or advanced by him:
Provided that no such exemption shall be available unless such licensed dealer , refiner or other person makes , on or before the tenth day of January , April , July and October of each year , a consolidated quarterly declaration as to the quantity , description and other prescribed particulars of any article or ornament , or both , on the hypothecation , pledge , mortgage or charge of which each such loanloan or advance was madeade byby himhim during the proceding quarter ending on the last day of December , March , June and September respectively.
