New Delhi , the 7th March 1969
S.O. 930 -Whereas a vacancy has been caused in the Council of States by the death of Shri Anu Singh a member elected to the Council of States by the elected members of the Legislative Assembly of the State of Punjab , before the expiration of his term of office ,
Now, therefore, in pursuance of the privisions of sub- section ( 1 ) of section 147 of the Representation of the People Act , 1951 , the Election Commission hereby calls upon the elected members of the Legislative Assembly of the State of Punjab to elect , in accordance with the provisions of the said Act and of the rules and orders made thereunder , a person to fill the vacancy so caused before the 28th March, 1969 .

8.O. 931.-In pursuance of the provisions of sub - section ( 1 ) of section 39 of the Representation of the People Act , 1951 , the Election Commission hereby ap- points for the election to the Council of States to be held in pursuance of its noti- fication No 100 / CS - PB / 1 / 69 ( 1 ) , dated the 7th March , 1969.-
(a) the 14th March , 1969 , as the last date for making nominations ;
(b) the 15th March , 1969 , as the date for the scrutiny of nominations;
( c) the 17th March , 1969 , as the last date for the withdrawal of candidatures;
(d) the 26th March, 1969 , as the date on which a poll shall , if necessary, be taken; and
(e) the 28th March , 1969 , as the date before which the election shall be completed.

8.0 . 932. In pursuance of section 56 of the Representation of the People Act, 1951, the Election Commission hereby fixes the hours from 10.00 A.M. to 3.00 P.M. as the hours during which a poll shall , if necessary , be taken for the election to the Council of States to be held in pursuance of its notification No. 100 / CS - PB /1 / 69 (1 ) , dated the 7th March , 1969 .

S.O. 933. In exercise of the powers conferred by section 21 of the Represen- tation of the People Act , 19h1 , the Election Commission , in consultation with the Government of Punjab , hereby designates the Secretary , Punjab Vidhan Sabha Secretariat , to be the Returning Officer for the election to the Council of States to be held in pursuance of its notification No. 100 /CS - PB / 1 / 69 ( 1 ) , dated the 7th March , 1969 .

S.O. 934. In exercise of the powers conferred by sub - section ( 1 ) of section 22 of the Representation of the People Act , 1951 , the Election Commission hereby appoints the Deputy Secretary , Punjab Vidhan Sabha Secretariat , to assist the Returning Officer for the election to the Council of States to be held in pursuance of its notification No. 100 / CS - PB / 1 / 69 ( 1 ) , dated the 7th March , 1969 , in the per- formause of his functions .

ए१० प्रो ० 935.--यतः पंजाब विधान सभा के निर्वाचित सदस्यों द्वारा राज्य सभा के लिए निर्वाषित सदस्य श्री अनूप सिंह की पदावधि के श्रवसान से पूर्व मृत्यु हो जाने से राज्य सभा में एफ स्थान रिक्त हो गया है;
अतः , अब, लोक प्रतिनिधित्व अधिनियम, 1951 की धारा 147 की उपधारा ( 1 ) के उपबन्धों के अनुसरण में निर्वाचन आयोग पंजाब राज्य की विधान सभा के निर्वाचित सदस्यों से एतद्- द्वारा अपेक्षा करता है कि वे ऐसे हुई रिक्ति को भरने के लिए 28 मार्च , 1969 से पूर्व , उक्त अधिनियम के और तद्धीन बनाए गए नियमों और श्रादेशों के उपबन्धों के अनुसार एक व्यक्ति निर्वाचित कर दें ।

एस ० प्रो ० 936. लोक प्रतिनिधित्व अधिनियम , 1951 की धारा 39 की उपधारा ( 1 ) के उपबन्धों के अनुसरण में निर्वाचन आयोग अपनी अधिसूचना सं ० 100/ रा ० स ० -पंजाब/ 1/69 (1) , तारीख 7 मार्च , 1969 के अनुसरण में राज्य सभा के लिए होने वाले निर्वाचन के बारे में-
(क) नामनिर्देशन करने के लिए अन्तिम तारीख-14 मार्च, 1969;
(ख) नामनिर्देशनों की संवीक्षा की तारीख-15 मार्च, 1969 ;
(ग ) अभ्याथिता वापस लेने की अन्तिम तारीख-17 मार्च , 1969 ;

( घ ) वन तारीख जिसको यदि आवश्यक हो, तो मतदान होगा- 26 मार्च , 1969 ; तथा (ङ) वह तारीख जिसके पूर्व निर्वाचन समाप्त कर दिया जाएगा- 28 मार्च, 1969 एतद्वारा नियत करता है।

ए५० श्रो ० 937.-लोक प्रतिनिधित्व अधिनियम , 1951 की धारा 56 के अनुसरण में निर्वाचन आयोग अपनी अधिसूचना सं ० 100/ रा ० स० -पंजाब/ 1/ 69 ( 1 ) , तारीख 7 माचं , 1969 के अनुसरण में राज्य सभा के लिए होने वाले निर्वाचन के लिए 10 बजे पूर्वाह्न से 3 बजे अपराह्न तक का समय उस समय के रूप में एतद्वारा नियत करता है जिसके दौरान यदि भावश्यक हो तो , मतदान होगा ।

एज ० पो ० 938.-लोक प्रतिनिधित्व अधिनियम , 1951 की धारा 21 द्वारा प्रवत्त शक्तियों का प्रयोग करते हुए निर्वाचन आयोग , पंजाब सरकार के परामर्श से, अपनी अधिसूचना सं ० 100 / रा ० स ० -पंजाब/ 1 / 69 ( 1 ) , तारीख 7 मार्च , 1969 के अनुसरण में राज्य सभा के लिए होने वाले निर्वाचन के लिए पंजाब विधान सभा सचिवालय के सचिव को रिनिंग भाफिसर के रूप में एतद्वारा पदाभिहित करता है ।

एस ० प्रो ० 939.-लोक प्रतिनिधित्व अधिनियम , 1951 की धारा 22 की उप-धारा ( 1 ) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए निर्वाचन आयोग अपनी अधिसूचना सं ० 100 / रा ० स ० -पंजाब/ 1/ 69 ( 1 ) , तारीख 7 मार्च , 1969 के अनुसरण में राज्य सभा के लिए होने वाले निर्वाचन के लिए रिटर्निंग आफिसर को उसके कृत्यों के पालन में सहायता करने के लिए पंजाब विधान सभा सचिवालय के उप-सचिव की एतद्वारा नियुक्ति करता है ।
