S.O , 1400.- Whereas a vacancy has been caused in the Council of States by the death of Dr. Khub Chand Baghel , a member elected to the Council of States by the elected members of the Legislative Assembly of the State of Madhya Pradesh , before the expiration of his term of office;
Now , therefore , in pursuance of the provisions of sub- section ( 1 ) of section 147 of the Representation of the People Act, 1951 , the Election Commission hereby calls upon the elected members of the Legislative Assembly of the State of Madhya Pradesh to elect , in accordance with the provisions of the said Act and of the rules and orders made thereunder , a person to fill the vacancy so caused before 26th April , 1969 .

S.O. 1401. In pursuance of the provisions of sub - section ( 1 ) of section 39 of the Representation of the People Act , 1951 , the Election Commission hereby apponts for the election to the Council of States to be held in pursuance of its notification No. 100/ CS - MP/ 2/ 69 ( 1 ) , dated the 7th April , 1969 .--
(a ) the 14th April , 1969 , as the last date for making nominations ;
(b ) the 15th April , 1969 , as the date for the scrutiny of nominations ;
(c ) the 17th April , 1969 , as the last date for the withdrawal of candidatures ;

(d) the 24th April , 1969 , as the date on which a poll shall , if necessary, be taken; and
(e) the 26th April , 1969 , as the date before which the election shall be completed .

5.0 . 1402.- In pursuance of section 56 of the Representation of the People Act , 1951 , the Election Commission hereby fixes the hours from 10.00 A.M. to 4.00 P.M. as the hours during which a poll shall, if necessary , be taken for the election to the Council of States to be held in pursuance of its notification No. 100 / CS - MP /2/ 69 ( 1 ) , dated the 7th April , 1969 .

S.O. 1403. In exercise of the powers conferred by section 21 of the Represen- tation of the People Act , 1951 , the Election Commission , in consultation with the Government of Madhya Pradesh , hereby designates the Secretary , Madhya Pradesh Vidhan Sabha , Bhopal , to be the Returning Officer for the election to the Council of States to be held in pursuance of its notification No. 100 /CS- MP / 2 / 69 ( 1 ) , dated the 7th April , 1969 .

8.O. 1404. In exercise of the powers conferred by sub- section ( 1 ) of section 22 of the Representation of the People Act , 1951 , the Election Commission hereby ppoints the Deputy Secretary , Madhya Pradesh Vidhan Sabha , Bhopal, to assist the Returning Officer for the election to the Council of States to be held in pur- suance of its notification No. 100 / CS - MP/ 2 / 69 ( 1 ) , dated the 7th April , 1969 , in the performance of his functions .

एस ० श्रो० 1405 -यतः मध्य प्रदेश विधान सभा के निर्वाचित सदस्यों द्वारा राज्य सभा के लिए निर्वाचित सदस्य डा ० खूब चंद वघेल की पदावधि के अवसाब से पूर्व मुत्यु हो जाने से राज्य सभा में एक स्थान रिक्त हो गया है ;
अतः , अब, लोक प्रतिनिधित्व अधिनियम , 1951 की धारा 147 की उपधारा ( 1 ) के उपबन्धों के अनुसरण में निर्वाचन श्रायोग मध्य प्रदेश राज्य की विधान सभा के निर्वाचित सदस्यों से एतद्वारा अपेक्षा करता है कि वे ऐसे हुई रिक्ति को भरने के लिए 26 अप्रैल , 1969 से पूर्व, उक्त अधिनियम के भौर तद्वीन बनाए गए नियमों और आदेशों के उपबन्धों के अनुसार एक व्यक्ति निर्वाचित कर दें ।

एस ० बो ० 1406. लोक प्रतिनिधित्व अधिनियम, 1951 की धारा 39 की उप- धारा ( 1 ) के उपबन्धों के अनुसरण में निर्वाचन आयोग अपनी अधिसूचना सं ० 100/ रा ० स०- म० प्र०/ 2/ 69 ( 1 ) , तारीख 7 अप्रैल, 1969 के अनुसरण में राज्य सभा के लिए होने वाले निर्वाचन के बारे में-
14 अप्रैल 1969 ( क) नाम निर्देशन करने के लिए अन्तिम तारीख
(ख) नाम निर्देशनों की संवीक्षा की तारीख 15 1969 (ग ) अभ्यथिता वापस लेने की अन्तिम तारीख 17 अप्रैल 1969 (घ ) वह तारीख जिसको यदि आवश्यक हो, तो मतदान होगा 24 अप्रैल 1969 तथा
अप्रैल 1969 (ङ) वह तारीख जिसके पूर्व निर्वाचन समाप्त कर दिया जाएगा 26 एतद्वारा नियत करता है ।

एस ० ओ ० 1407. लोक प्रतिनिधित्व अधिनियम , 1951 की धारा 56 के अनुसरण में निर्वाचन आयोग अपनी अधिसूचना सं ० 100/ रा० स ० -म ० प्र०/ 2/ 69 ( 1) , तारीख 7 अप्रैल , 1969 के अनुसरण में राज्य सभा के लिए होने वाले निर्वाचन के लिए 10 बजे पूर्वाक्ष से 4 बजे अपराह्न तक का समय उस समय के रूप में एतद्वारा नियत करता है जिसके दौरान यबि भावश्यक हो तो , मतदान होगा ।

एस ० प्रो० 1408 लोक प्रतिनिधित्व अधिनियम , 1951 की धारा 21 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए निर्वाचन आयोग , मध्य प्रदेश सरकार के परामर्श से अपनी अधि- सूचना सं ० 100 / रा ० स० म० प्र ०/ 2/ 69 ( 1 ) , तारीख 7 अप्रैल , 1969 के अनुसरण में राज्य सभा के लिए होने वाले निर्वाचन के लिए मध्य प्रदेश विधान सभा, भोपाल के सचिव को रिटर्निंग भ्राफिसर के रूप में एतद्वारा पदाभिहित करता है ।

एस ० श्रो० 1409 लोक प्रतिनिधित्व अधिनियम , 1951 की धारा 22 की उप धारा ( 1 ) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए निर्वाचन आयोग अपनी अधिसूचना सं ० 100 / रा ० स ० - म ० प्र ०/ 2/ 69 ( 1 ) , तारीख 7 अप्रैल , 1969 के अनुसरण में राज्य सभा के लिए होने वाले निर्वाचन के लिए रिनिंग आफिसर को उसके कृत्यों के पालन में सहायता करने के लिए मध्य प्रदेश विधान सभा के उप -सचिव की एतद्वारा नियुक्ति करता है ।
