G.S.R.1102.—In exercise of the powers conferred by section 3 of the Essential Commo- ditied Act, 1955(10 of 1955), t he Central Government hereby makes the following Order further to amend the Delhi Roller Mills W h at Products (Ex-mill and Retail) Price Control Order, 1965, namely:—
1. (1) This Order may be called the Delhi Roller Mills Wheat Products (Ex-mill and Retail) Price Control (Amendment) Order, 1969.
(2) It shall come into force on the 4th May, 1969.

"G.SR. 1103.—Whereas the Central Government is of the opinion that it is necessary and expedient so to do for securing the equitable distribution and •availability at fair prices of roller mill wheat products:
Now, therefore, in exercise of the powers conferred by section 3 of the Essential Commodities Act, 1955 (10 of 1955), the Central Government hereby mokes the following Order, namely:—
1. Short title, extent and commencement.—(1) This Order may be called the Roller Mills Wheat Products (Ex-mill) Price Control Order, 1969.
(2) It extends to the States of Andhra Pradesh, Assam, Bihar, Gujarat, Kerala, Madhya Pradesh, Tamil Nadu, Maharashtra, Mysore, Orissa, Punjab, Rajastiian, Uttar Pradesh, West Bengal and Haryana and the Union territories of Himachal Pradesh, Goa, Daman and Diu and Chandigarh.
(3) It shall come into force, on the 4th May, 1969.
2. Definitions.—In this Order, unless the context otherwise requires,—
(a) "roller mill" means a flour mill in which disintegration of wheat is done
by grooved steel or iron rollers worked by power;
(b) "wheat products" means suji (or rawa), maida, wholemeal atta,
resultant atta, or bran, produced in a roller mill.
3. Maximum ex-mill prices of wheat products.—(1) No owner or other person in charge of a roller mill shall sell, or offer for sale, ex-mill, any of the wheat products specified in column (1) of Table I annexed to this Order, at a price exceeding the price specified in the corresponding entry in columns (2), (3), (4), (5) or (6) thereof in respect of the States or Union territories mentioned theiein,
(2) For the purposes of sub-clause (1), the prices specified are—•
(i) exclusive of the pro rata amount of octroi or terminal tax, if any, paid by the mill in respect of wheat used in the manufacture of the wheat product;
(ii) exclusive of any purchase tax or sales tax naid or payable by the mill, in respect of the wheat used in the manufacture of any wheat pro- duct, or in respect of any wheat product;
(iii) for the net weight (inclusive of the cost of the bag), but where such wheat products are sold in cloth bags in quantities of 40 kilograms net, 20 kilograms net and 10 kilograms net, and 5 kilograms net, a sum of 70 paise, 37 paise, 19 palse and 10 paise respectively towards the cost of the cloth Ibag may be charged in addition to the said prices.
4. Maximum ex-mill prices of wheat products packed in polythene baffs.— Notwithstanding anything contained in clause 3, the owner or other person referred to in that clause may sell or offer for sale, ex-mill, any of the wheat products specified in column (1) of Table II annexed to this Order, packed in polythene bags in quantities of 1 kilogram (net weight) and 2 kilograms (net weight) at a price not exceeding the price specified in the corresponding enjry in columns (2), (3), (4), (5) or (6) thereof in respect of the States or Union terri- tories mentioned therein.
5. Sales at mills' depots by sole selling agents.—The maximum ex-mlll prices referred m clause 3 or clause 4 shall also apply to sales, other than sales direct to consumers, at mill depots and to sales by sole-selling agents of a roller mill.
6. Repeals and saving.—The Roller Mills Wheat Products (Price Control) o
