New Delhi , the 16th August 1969 .
S.O. 3307. In exercise of the powers conferred by section 28 of the Repre- sentation of the People Act , 1950 (43 of 1950 ) , the Central Government , after con- sulting the Election Commission , hereby makes the following rules further to amend the Registration of Electors Rules , 1960 , namely :
1. Short title . These rules may be called the Registration of Electors ( Second Amendment ) Rules , 1900 .
2. Amendment of Form.18 .---In Form 18 appended to the Registration of Elec- tors Rules , 1960 ( hereinafter referred to as the said Rules ) -
( i ) in the first paragraph ,
( a) for the entry " Father's name ( in full ) shall be substituted , namely:- ." , the following entry " Father's / Mother's / Husband's name ( in full ) .. " ;
(b) for the entry " House address ... " , the following entry shall be substituted . namely :-
"House address ( place of ordinary residence ). ." ;
" 2 ** I am a graduate of the ... ( ii) for paragraph 2 , the following paragraph shall be substituted , namely :-- University having passed the degree / diploma examination in the year .

** I am in possession of a diploma / certificatein . which is a qualification equivalentvalent to that of a graduate of a uni- versity in India having passed the examination for the diploma/ certificate in the year Insupport of the above , I submit herewith '; and
( iii ) the first footnote shall be deleted .
3. Amendment of Form 19.-In Form19 appended to the sald Rules , in the first paragraph,
( 1) after the entry " Name ( in full ) shall be inserted , namely : - .", the following entry "Father's / Mother's / Husband's name (in full ) .. " ;
( ii ) for the entry " House address be substituted , namely :- .. " , the following entry shall "House address ( Place of ordinary residence ).

का ० प्रा० 3308.- लोक प्रार्ता धित्व अधिनियम , 1950 ( 1950 का 43) की धारा 28 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए केन्द्रीय सरकार , निर्वाचन आयोग से परामर्श के पश्चात् , निर्वाचक रजिस्ट्रीकरण नियम , 1960 में और आगे संशोधन करने के लिए एतद्वारा निम्नलिखित नियम बनाती है ; अर्थात्:--
1. संक्षिप्त नाम-ये नियम निर्वाचक रजिस्ट्रीकरण ( द्वितीय संशोधन ) नियम , 196 कहे जा सकेंगे ।
2. प्ररूप 18 का संशोधन-निर्वाचक रजिस्ट्रीकरण नियम , 960 ( जिसे समे इसके पश्चात् उक्त नियम कहा गया है ) ये संलग्न प्ररूप 18 में--
( i ) प्रथम पैरा में, -
( क ) " पिता का नाम ( पूरा )
प्रविष्टि के लिए निम्नलिखित प्रविष्टि प्रतिस्थापित की जाएगी, अर्थात्:-
"पिता/माता/ पति का नाम ( पूरा )
(ख ) " घर का पता ..
प्रविष्टि के लिए निम्नलिखित प्रविष्टि प्रतिस्थापित की जायेगी , अर्थात्:- ' घर का पता ( स्थान जहां मामूली तौर से निवास करता है ) ...........

( ii ) पैरा 2 के लिए निम्नलिखित पैरा प्रतिस्थापित किया जाएगा, प्रर्थात्ः-
" 2
डिग्री/डिप्लोमा परीक्षा सन विश्वविद्यालय का स्नातक हूं और मैंने में पास की है ।
या
मिरे पास .. में डिप्लोमा/प्रमाणपत्र है जो अर्हता भारत के विश्वविद्यालय के ऐसे स्नातक की अर्हता के समतुल्य है जिसने डिप्लोमा/प्रमाण- पत्र के लिए परीक्षा सन्........ • में पास की है । उपर्युक्त के समर्थन में मैं इसके साथ पेश करता हूं; और
( iii ) प्रथम पाद- टिप्पण निकाल दिया जाएगा ।
3. प्ररूप 19 का संशोषन उक्त नियम से संलग्न प्ररूप 19 में , प्रथम पैरा में ,
( i) "नाम ( पूरा ) प्रविष्टि के पश्चात् निम्न- लिखित प्रविष्टि अन्तःस्थापित की जाएगी , अर्थात्: -
"पिता/ मा 1/ पति का नाम ( पूरा ) ..,"
( ii) " घर का पता . ,"
प्रविष्टि के लिए निम्नलिखित प्रविष्टि प्रतिस्थापित की जाएगी, अर्थात्:-
"घर का पता ( स्थान जहां मामूली तौर से निवास करता है )
"
