The following Bills were introduced in Lok Sabha on the 25th August , 1969 : -
BILL NO . 73 OF 1969
A Bill to provide for the authorisation of appropriation of moneys out of the Consolidated Fund of India to meet the amounts spent on certain services for the purposes of Railways during the financial year ended on the 31st day of March , 1968 , in excess of the amounts granted for those services and for that year .
BE it enacted by Parliament in the Twentieth Year of the Republic of India as follows : ---
1. This Act may be called the Appropriation ( Railways ) No. 4 Act , Short 1969.

From and out of the Consolidated Fund of India, the sums speci- fied in column 3 of the Schedule amounting in the aggregate to the sum of one crore seventy- one lakhs , thirty - three thousand and sixty -nine rupees shall be deemed to have been authorised to be paid and applied to meet the amount spent for defraying the charges in respect of the ser- vices relating to Railways specified in column 2 of the Schedule during the financial year ended on the 31st day of March , 1968 , in excess of the amounts granted for those services and for that year,
Issue of Rs . 1,71,33 , 069 out of the Consoli- dated Fund of India to meet certain expendi- ture for the year endedon the 31st March, 1988.

Appro- priation.
3. The sums deemed to have been authorised to be paid and applied from and out of the Consolidated Fund of India under this Act shall be deemed to have been appropriated for the services and purposes express- ed in the Schedule in relation to the financial year ended on the 31st day of March ,1968 .

STATEMENT OF OBJECTS AND REASONS
This Bill is introduced in pursuanceursuance of article 114 ( 1) of the Constitu- tion of India, read with article 115 thereof, to provide for the appropria- tion out of the Consolidated Fund of India of the moneys required to meet the expenditure incurred in excess of the grants made by the Lok Sabha for expenditure of the Central Government on Railways for the finan- cial year ended on the 31st day of March , 1968 .

The Chief Justice of India discharging the functions of the President having been informed of the subject matter of the proposed Appropria- tion Bill providing for the appropriation out of the Consolidated Fund of India of the moneys required to meet the expenditure incurred in excess of the Grants made by the Lok Sabha for 1967-68 recommends under clauses ( 1 ) and ( 3 ) of article 117 of Constitution the introduction in and consideration by the Lok Sabha of the Appropriation Bill .

A Bill to authorise payment and appropriation of certain further sums from and out of the Consolidated Fund of India for the services of the financial year 1969-70 .
BE it enacted by Parliament in the Twentieth Year of the Republic of India as follows: -
1. This Act may be called the Appropriation (No. 4) Act, 1969 .
Short title.
2. From and out of the Consolidated Fund of India there may be paid and applied sums not exceeding those specified in column 3 of the Schedule amounting in the aggregate to the sum of thirteen crores , sixty- two lakhs and forty - one thousand rupees towards defraying the several charges which will come in course of payment during the finan- cial year 1969-70 , in respect of the services specified in column 2 of the Schedule .
out of Issue of Rs . 13,62 , 41,000 the Con- solidated Fund of India for 1969-70.
Appro- priation .
3. The sums authorised to be paid and applied from and out of the Consolidated Fund of India by this Act shall be appropriated for the ser- vices and purposes expressed in the Schedule in relation to the said year.

This Bill is introduced in pursuance of article 114 ( 1 ) of the Consti- tution of India, read with article 115 thereof , to provide for the appro- priation out of the Consolidated Fund of India of the moneys required to meet the supplementary expenditure charged on the Consolidated Fund of India and the grants made by the Lok Sabha for expenditure of the Central Government , excluding Railways , for the financial year 1969-70 .

The Chief Justice of India discharging the functions of the President having been informed of the subject matter of the proposed Bill to authorise payment and appropriation of certain further sums from and out of the Consolidated Fund of India for the services of the year ending on the 31st day of March , 1970 , recommends the introduction of the Ap- propriation (No. 4) Bill , 1969 in the Lok Sabha and also recommends to the Sabha the consideration of the Bill under article 117 (1 ) and ( 3 ) of the Constitution read with article 115 thereof .
2. The Bill will be introduced in the Lok Sabha after all the Supple- mentary Demands for Grants for 1969-70 have been voted .
