S.O. 3612. Whereas a vacancy has been caused in the Council of States by the death of Shri Ram Singh , a member elected to the Council of States by the elected members of the Legislative Assembly of the State of Uttar Pradesh , before the expiration of his term of office;
Now, therefore , in pursuancepursuance of the provisions of sub - section ( 1 ) of section 147 of the Representation of the People Act , 1951 , thethe Election Commission hereby calls upon the elected members of the Legislative Assembly of the State of Uttar Pradesh to elect, in accordance with the provisions of the said Act and of the rules and orders made thereunder . a person to fill the vacancy so caused before the 25th September , 1969 .

S.O. 3613. In pursuance of the provisions of sub - section ( 1 ) of section 39 of the Representation of the People Act , 1951 , the Election Commission hereby appoints for the election to the Council of States to be held in pursuance of its notifica- tion No. 100/CS- UP/4/ 69 ( 1 ) , dated the 3rd September , 1969-
(a ) the 10th September , 1969 ( Wednesday ) , as the last date for making nominations;
(b ) the 11th September, 1969 ( Thursday ) , as the date for the scrutiny of nominations ;
(c ) the 13th September , 1969 ( Saturday ) , as the last date for the withdrawal of candidatures ;

(d ) the 20th September , 1969 ( Saturday ) , as the date on which a poll shall , if necessary , be taken ; and
(e) the 25th September , 1969 ( Thursday ) , as the date before which the election shall be completed .

In pursuance of section 56 of the Representation of the People Act , 1951 , the Election Commission hereby fixes the hours from 10:30 a.m. to 3.30 p.m. as the hours during which a poll shall , if necessary , be taken for the election to the Council of States to be held in pursuance of its notification No. 100 / CS - UP/ 4/ 69 (1 ) , dated the 3rd September , 1969 ,

S.O. 3615. In exercise of the powers conferred by section 21 of the Representa- tion of the People Act , 1951 , the Election Commission , in consultation with the Government of Uttar Pradesh , hereby designates the Secretary , Vidhan Mandal , Uttar Pradesh , Lucknow , to be the Returning Officer for the election to the Council of States to be held in pursuance of its notification No. 100 / CS - UP/4/69 ( 1 ) , dated the 3rd September , 1969 .

S.O. 3616. In exercise of the powers conferred by sub - section ( 1 ) of section 22 of the Representation of the People Act . 1951. the Election Commission hereby appoints the Secretary , Vidhan Sabha , Uttar Pradesh , Lucknow , to assist the Returning Officer for the election to the Council of States to be held in pursuance of its notification No. 100/ CS - UP/ 4 / 69 ( 1 ) , dated the 3rd September , 1969 , in the performance of his functions .

एस ० श्रो० 3617.-यतः उत्तर प्रदेश विधान सभा के लिए निर्वाचित सदस्य श्री राम सिंह , की अपनी पदावधि के अवसान से पूर्व मृत्यु हो जाने से राज्य सभा में एक स्थान रिक्त हो गया है;
अतः, अब , लोक प्रतिनिधित्व अधिनियम , 1951 की धारा 147 की उपधारा ( 1 ) के उपबन्धों के अनुसरण में निर्वाचन आयोग उत्तर प्रदेश राज्य की विधान सभा के निर्वाचित सदस्यों से एतद्वारा अपेक्षा करता है कि वे ऐसे हुई रिक्ति को भरने के लिए 25 सितम्बर , 1969 से पूर्व , उक्त अधिनियम के और तद्वीन बनाए गए नियमों और आदेशों के उपबन्धों के अनुसार एक व्यक्ति निर्वाचित कर दें ।

(क) नामनिर्देशन करने के लिए अन्तिम तारीख 10 सितम्बर , 1969 ( बुधवार )

(ग ) अभ्यथिताएं वापस लेने की अन्तिम तारीख 13 सितम्बर , 1969 ( शनिवार)
20 सितम्बर , 1969 ( शनिवार) (घ) वह तारीख जिसको यदि आवश्यक हो, तो मतदान होगा तथा
( ङ) बह तारीख जिसके पूर्व निर्वाचन ममाप्त कर दिया जाएगा
25 सितम्बर, 1969 ( बृहस्पतिवार) एतद्वारा नियत करता है ।

एस ० ओ ० 3619 .--लोरु प्रतिनिधित्व अधिनियग , 1951 की धारा 56 के अनु- मरण में निर्वाचन आयोग अपनी अधिसूचना सं ० 100 रा ० भ ० ३० प्र० / 4 / 69 ( 1 ) , तारीख 3 सितम्बर , 1969 के अनुसरण में राज्य सभा के लिए होने वाले निर्वा ग्न के लिए 10.30 बजे, पूर्वान्ह से 3.30 बजे श्रपराल तक का समय उरा समय के रूप में एतद्वारा नियत करता है जिसके दौरान यदि आवश्यक हो तो , मतदान होगा ।

एस ० श्रो० 3621.--लोक प्रतिनिधित्व अधिनियम , 1951 की धारा 22 की उपधारा ( 1 ) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए निर्वाचन आयोग अपनी अधिसूचना सं ० 100/ रा ० स०- उ ० प्र ०/4/ 69 ( 1 ) तारीख 1 सितम्बर , 1969 के अनुसरण में राज्य सभा के लिए होने वाले निर्वाचन के लिए रिनिंग आफिसर की उमके कृत्यों के पालन में सहायता करने के लिए, सचिव , विधान सभा, उत्तर प्रदेश , लखनऊ की एतद्वारा नियुक्ति करता है ।
