New Delhi , the 10th September 1969
S.O. 3733. Whereas a vacancy has been caused in the Council of States by the death of Shri S. S. Vasan , a member elccted to the Council of States by the elected members of the Legislative Assembly of the State of Tamil Nadu , before the expiration of his term of office;
Now, therefore , in pursuance of the provisions of sub - section ( 1 ) of section 147 of the Representation of the People Act , 1951 , the Election Commission hereby calls upon the clected members of the Legislative Assembly of the State of Tamil Nadu to elect , in accordance with the provisions of the said Act and of the rules and ordersders made thereunder, a person to fillfill the vacancy so caused before the 30th September , 1969 .

S.O. 3734. In pursuance of the provisions of sub - section ( 1 ) of section 39 of the Representation of the People Act , 1951 , the Election Commission hereby ap points for the election to the Council of States to be held in pursuance of its notification No. 100 CS - TN 5/69 ( 1 ) , dated the 10th September , 1969
( a) the 17th September , 1969 ( Wednesday ) as the last date for making nominations;
(b) the 18th September , 1969 ( Thursday ) , as the date for the Scrutiny of nominations;
( c) the 20th September , 1969 ( Saturday ) , as the last date for the withdrawal of candidatures :

( d ) the 27th September , 1969 ( Saturday ) , as the date on which a poll shalı , if necessary , be taken ; and
(e ) the 30th September , 1969 ( Tuesday ) , as the date before which the elec. tion shall be completed .

S.O. 3735.-In pursuance of section 56 of the Representation of the People Act , 1951 , the Election Commission hereby fixes the hours from 10.00 a.m. to 3.00 p.m. as the hours during which a poll shall , if necessary , be taken for the election to the Council of States to be held in pursuance of its notification No. 100 CS - TN/ 5 / 69 ( 1 ) , dated the 10th September , 1969 .

S.O. 3736. In exercise of the powers conferred by section 21 of the Representa- tion of the People Act , 1951 , the Election Commission , in consultation with the Government of Tamil Nadu , hereby designates the Secretary , Tamil Nadu Legisla- tive Assembly Department , Madras , to be the Returning Officer for the election to the Council of States to be held in pursuance of its notification No. 100/ CS- TN 5/69 ( 1 ) , dated the 10th September , 1969 .

In exercise of the powers conferred by sub - section ( 1 ) of section 22 f the Representation of the People Act , 1951 , the Election Commission hereby ppoints the Assistant Secretary ( Bills ) , Tamil Nadu Legislative Assembly De- partment, to assist the Returning Officer for the clection to the Council of States be held in pursuance of its notification No. 100 CS - TN 5/69 ( 1 ) , dated the 10th September , 1969 , in the performance of his functions .

एस ० श्रो ० 3738 यतः तमिल नाडु विधान सभा के निर्वाचित सदस्यों द्वारा राज्य सभा के लिए निर्वाचित सदस्य श्री एस ० एस ० वासन की पदावधि के अवसान से पूर्व मृत्यु हो जाने से राज्य सभा में एक स्थान रिक्त हो गया है ;
अतः, अब लोक प्रतिनिधित्व अधिनियम, 1951 की धारा 147 की उपधारा ( 1 ) के उपबन्धों के अनुसरण में निर्वाचन आयोग तमिल नाखु राज्य की विधान सभा के निर्वाचित सदस्यों से एतद्वारा अपेक्षा करता है कि वे ऐसे हुई रिक्ति को भरने के लिए 30 सितम्बर , 1969 से पूर्व , उक्त अधिनियम के और तद्धीन बनाए गए नियमों और आदेशों के उपबन्धों के अनुसार एक व्यक्ति निर्वाचिप्त कर दें ।

एस ० ओ ० 3739.-लोक प्रतिनिधित्व अधिनियम , 1951 की धारा 39 की उपधारा ( 1 ) के उपबन्धों के अनुसरण में निर्वाचन आयोग अपनी अधिसूचना सं 100/रा ० स० -त० ना ०/ 5/ 69 ( 1) , तारीख 10 सितम्बर , 1969 के अनुसरण में राज्य सभा के लिए होने वाले निर्वाचन के बारे में--
(क ) नामनिदशन करने के लिए अन्तिम तारीख 17 सितम्बर , 1969 ( बुधवार)

( ग ) अभ्यथिताएं वापिस लेने की अन्तिम तारीख - 20 सितम्बर , 1969 ( शनिवार) (घ ) वह तारीख जिसको यदि आवश्यक हो, तो मतदान होगा- 27 सितम्बर , 1969 (शनिवार ) ; तथा
( ङ ) वह तारीख जिसके पूर्व निर्वाचन समाप्त कर दिया जाएगा 30 सितम्बर , 1969 (मंगलवार ) एतद्वारा नियत करता है ।

एस ० प्रो ० 3740.-लोक प्रतिनिधित्व अधिनियम, 1951 की धारा 56 के अनुसरण में निर्वाचन आयोग अपनी अधिसूचना सं ० 100/ रा ० स ० त ० ना ० / 5 / 69 ( 1 ) तारीख , 10 सितम्बर , 1969 के अनुसरण में राज्य सभा के लिए होते वाले विचिन के लिए 10 बजे पूर्वाह्न से 3 बजे अपराल तक का समय उस समय के रूप में एतद्वारा नियत करता है जिसके दौरान यदि आवश्यक हो तो, मतदान होगा ।

एस ० श्रो० 3741.-लोक प्रतिनिधित्व अधिनियम , 1951 की धारा 21 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए निर्वाचन आयोग , तमिल नाडु सरकार के परामर्श से, अपनी अधिसूचना सं ० 100 / रा ० स ० त० ना ०/ 5/ 69 ( 1 ) , तारीख 10 सितम्बर , 1969 के अनुसरण में राज्य सभा के लिए होने वाले निर्वाचन के लिए तमिल नाडू विधान सभा विभाग , मद्रास के सचिव को रिटर्निंग आफिसर के रूप में एतवद्वारा पदाभिहित करता है ।

एस ० ओ० 3742 लोक प्रतिनिधित अधिनियम , 1951 की धारा 22 की उप- धारा ( 1 ) द्वारा प्रदत्त शक्तियों का प्रयोग करो हुए निश्शेनन आयोग पपनो अधिसूचना सं ० 100/ रा ० स ० - त ०ना ०/ 5 / 69 ( 1 ) , तारीख 10 सितम्बर , 1969 के अनुसरण में राज्य सभा के लिए होने वाले निर्वाच। के लिए रिाग आफिसर को उसके कृत्यों के पालन में सहायता करने के लिए तमिल नाडु विधान सभा विभाग के सहायक सवित्र ( वित्रेयक ) का एतद्वारा नियुक्ति करता है ।
