6.O. 4430.- Whereas for the development of export trade of India, certain proposals for subjecting Mangadan K to quality control and inspection prior to export, were published as required by sub - rule ( 2 ) of rule 11 of the Export (Quality Control and Inspection ) Rules , 1964 , at pages 627-628 of the Gazette of India-Part II- Section 3 Sub - section ( ii ) Extraordinary , dated the 9th May, 1969, under the notification of the Government of India in the late Ministry y of Commerce No. S.O. 1803 , dated the 9th May , 1969 ;
And whereas objections and suggestions were invited till the 8th June, 1969, from all personsrsons likely to be affectedffected thereby;
And whereas the said Gazette notification was made available to the public . on the 9th May , 1969 ;
And whereas the objections and suggestions received from the public on the said draft have been considered by the Central Government ;
Now, therefore , in exercise of the powers conferred by section 6 of the Export (Quality Control and Inspection ) Act , 1963 ( 22 of 1963 ) , the Central Govern- ment hereby makes the following amendments to the notification of the Gov- ernment of India in the late Ministry of Commerce No. S.O. 2842 , dated the 23rd September , 1966 read with the notification No. S.O. 3232, dated the 11th September, 1967 , namely:-

In the said notification-
(a) in paragraph 4
(1) the word ' fifteen' shall be omitted;
(il) items 1.4 to 1.15 shall be renumbered respectively as items 1.5 to 1.16 and before item 1.5 as so renumbered , the following item shall be inserted, namely :-
"1.4 Mangadan K" ;
(b) in ANNEXURE I-Specifications for Coir Yarn-
(1) in the Table under paragraph 2.1.1 , under columns 1 , 2 and 3 after the variety of yarnarn "Aratory"" Aratory " and the entries relating thereto ,the the variety " Mangadan - K " and its related entries " 3 " and " I " shall be inserted respectively ;
(il) in the Table under paragraph 2.2.1 , entries 4 to 15 shall respectively be renumbered as entries 5 to 16, and before entry 5 as so re- numbered, the following shall be inserted, namely:-
"4 Mangadan K 14 18 13 15" ;
( iii) in the Table under paragraph 2.2.2 , under columns 1.2 and 33 after the variety of yarn , " Aratory " and the entries relating thereto, the variety "Mangadan - K " and its related entries " 4 and 3 " shal be inserted respectively ;
(iv) in the Table under paragraph 2.2.3 , under columns 1 and 2 after the variety of yarn "Aratory " and the entry relating thereto , the variety "Mangadan -K" and its related entry " 0.5" shall be inserted;
( c) in ANNEXURE II- Definitions of different varieties of Coir Yarn--
paragraphs 1.4 to 1.15 shall be renumbered respectively as para- graphs 1.5 to 1.16 and before paragraph 1.5 as so renumbered, the following paragraph shall be inserted , namely:-
"1.4 Mangadan -K
Wheel spun yarn , spun from long, or medium stapled coir fibres extracted from retted as well as partly retted husks and of colour ranging from natural bright to slight reddish brown and bluish grey, containing varying amounts of pith and sand , fibres not teased pro- perly, appearance not as good as Anjengo - M , hard twisted but a little less hard than Anjengo - M , hairy , not as regular in twist as Anjengo - M, the scorages ranging from 10 to 15" .

8.0. 4431. In exercise of the powers conferred by section 17 of the Export (Quality Control and Inspection ) Act . 1963 ( 22 of 1963 ) , the Central Govern- ment hereby makes the following rules , further to amend the Export of Coir Yarn ( Inspection ) Rules , 1966, namely: -
1. Short title and commencement . ( 1 ) These rules may be called the Export of Coir Yarn ( Inspection ) Second Amendment Rules , 1969 .
In the Export of Coir Yarn ( Inspection) Rules , 1966 , in the ANNEXURE-
Items 4 to 15 shall be re - numbered resrectively as items 5 to 16 and before item 5 as so re- numbered, the following item shall be inserted, namely:-
"4 Mangadan -K",

80. 4432. In exercise of the powers conferred by section 7 of the Export (Quality Control and Inspection ) Act , 1963 (22 of 1963 ) , the Central Government hereby makes the following amendment to the notification of the Government of India in the late Ministry of Commerce No. S.O. 8134, dated the 4th Septem- ber, 1968, namely:-
In the said notification-
1. in the Explanation-
(1) the word "fifteen" shall be omitted ,
( ii) items 4 to 15 shall be re - numbered respectively as items 5 to 18 and before item 5 as so re-numbered, the following item shall be inserted, namely:-
"4. Mangadan -K. "
