38o THE GAZETTE OF INDIA EXTRAORDINARY [PAHT II-r-SEc. 1Reosoni for the enactment
Under the Bihar Contingency Fund Act, 1950 (Bihar Act XIX of 1950) as amended by the Bihar Contingency Fund (Amendment) Act, 1960 (Bihar Act V of 1960), the permanent corpus of the Bihar Contingency Fund is four crores rupees. The amount available in the Fund has proved to be inadequate on account of the State being affected by floods on a large scale than was anticipated in the Budget for the current financial year. It is, therefore, essential to augment temporarily the permanent corpus of the Bihar Contingency Fund for the financial year 1969-70 only so that relief work is not hampered for lack of provision of funds.
2. The present legislation seeks to meet this object.
3. As it is not practicable to refer the present legislation to the Consultative Committee of Parliament 'on Bihar legislation, it has been decided, in view of the urgency of the matter, to enact the present legislation as a President's Act without such reference.
