SUBJECT. Utilisation of licences for iron and steel items .
No. 12 - ITC ( PN ) /72.-Attention is invited to the Ministry of Foreign Trade Public Notice No. 13 -- ITC ( PN ) / 71 , dated 7th October , 1971 in terms of which project authorities , actual users and exporters holding import licences for iron and steel items issued after 31st March , 1970 are required to send monthly reports regarding placement of orders , actual shipments , etc. in the prescribed proporma to the Joint Plant Committee , 18, Rabindra Sarani , Calcutta.
and Plant 2. It has been noticed that a large number of licence holders for iron steel items have not been furnishing the required reports to the Joint Committee as provided in the aforesaid Public Notice. It has, therefore , been decided that in future ,future, while applying forfor import licences , the importers should send a separate declaration with their import applications to the effect that they have complied with the provisions of the said Public Notice in furnishing reports to the Joint Plan Committee Applications for grant of import licences which are not accompanied by the aforesaid declaration are lieble to be rejected .

विषय लोहा तथा इस्पात मदो के लिए लाइसेसो का उपयोग ।
संख्या 12- आई ० टी ० सी ० पी ० एन ० ) / 72-विदेश व्यापार मन्त्रालय को सार्वजनिक सूचना सख्या. 13 -श्राईटी सी ( पी० एन ) / 71 ' दिनाक 7-10-71 की और ध्यान श्राक्कृष्ट किया जाता है जिसके अनसार उन परियोजना प्राधिकारियो वास्तविक उपयोषताओ और निर्यातको को जिन के पास 3183-1970 के बाद लोहा तथा इस्पात मदो के लिए जारी किए गए लाइसेस है , उन्हे निर्धारित प्रपत्न में आदेश दिए जाने वास्तविक पोतलदान आदि के सम्बन्ध में मासिक रिपोर्ट सयुषत प्लाट समिति ' 18 ' रवीन्द्र सरणि' कलकता को भेजने की आवश्यकता है ।
2. यह बात जानकारी में आई है कि लोहा तथा इस्पात मदो के असभ्या लाइसेस धारियो ने सयुक्त प्लांट समिति को उक्त सार्वजनिक सूचना में दिए गए के अनुसार अपेक्षित रिपोर्ट नही भेजी है । इसलिए ' यह निश्चय किया गया है कि भविष्य में जब वे श्रध्याप्त लाइसेसो के लिए आवेदन कर रहे हो तो उन्हे अपने आयातलाइसेसो के साथ इस सम्बन्ध मे अलग से एक घोषणा पत्र भेजना बाहिए किसयुक्त प्लाट समिति को रिपोर्ट भेजते समय उन्होने उक्त सार्वजनिक सूचना की ददस्थ श्रो का अनुपालन कर लिया है । आयात लाइसेसो के लिए दिए जाने वाले ये आवेदन पत्र जो उक्त घोषणा पत्त के साथ नही है , रद्द कर दिए जाने योग्य है ।
SUBJECT . Import Policy for Established Importers for the licensing period April, 1971 -March 1972 .
No. 13 - ITC ( PN ) /72 .--Attention is invited to the import policy for Estblished Importers as contained in Section IV of the I.T.C Policy ( Red Book -Vol . I ) for the period April 1971 -March 1972 .
2. It has been decided to make the following amendments in the said Section IV :-

65 ( 5 ) ( ii ) ( a) /V In column 4 after the existing remark (4 ) , the following remark shall be added :-
"(5 ) Although quota licences are not valid for the import of parts interchangeable with motor vehicle parts falling under S. No. 293 , 295 & 297 / IV, import ofsuch interchangeable parts will be allowed provided that they do not fallin List I of Appendix 26 and that in case of parts falling in List II of Appendix 26, their import does not exceed the face value limits prescribed therein . Parts specified in List Cin Appendix 4 will , however, be governed by the policy given in Appendix 4. "

74 ( iii ) / V In column 4, after the existing remark (7 ) , the following remark shall be added:-
"(8 ) Quotalicences will not also be valid for the import of items mentioned in List I of Appendix 26. Items mentioned in List II of Appendix 26 will be allowed for import only to the extent of face value limits prescribed therein . These restrictions will apply only to parts interchangeable with motor vehicle parts falling under S. No. 293 , 295 & 297, IV which are not specified in List ' D ' of Appendix 4in respect of which the policy indicated therein will apply."

74( iv) /V The existing remark in column 4 may be renumbered as ( 1 ) and the following remark added thereafter:--
"(2) Quotalicences will not be valid for import of items mentioned in List I of Appendix 26. However , items mentioned in List II of Appendix 26 willbe allowed for import within the face value limits prescribed therein. These restrictions will apply only to parts interchangeable with motor vehicle parts falling under S. Nos . 293 , 295 & 297 / IV. "
3. The concessions allowed in respect of licences pertaining to S. No. 30 (f) ( fil)/II,30 (f) ( iii )/ II , 31 (b)/ II and 65( 5)( ii)(a)/V in this PubliPublic Notice will also be applicable in the case of licences issued prior to the date of this Public Notice .

संख्या 13 -श्र.ई ० टी ० सं०० ( १० एन ० )/ 71.- अप्रैल, 1971 -मार्च, 1972 अवधि के लिए आयात व्यापार नियंत्रण नीति ( रेडबुक बा 1 ) के खंड 4 में सुस्थापित आयातकों के लिए यथा निहित आयात नीति की ओर ध्यान श्राष्कृष्ट किया जाता है ।
2. उक्त खंड में निम्नलिखित संशोधन करने का निश्चय किया गया है:--

कालम 4 , में वर्तमान टिप्पणी ( 7 ) के बाद. नि- म्नलिखित टिप्पणी जोडी जाएगी.-
" ( 8 ) परिशिष्ट 26 की मूवी 1 मे उल्लिखित मदों के आयात के लिए . भी कोटा लाइसेंस वैध नहीं होंगे । परि- शिष्ट 26 की सूची 2 मे उल्लिखित मदों के आयात की अनुमति केवल उसमें निर्धारित अंक्ति मूल्य की सीमा तकी जाएगी । ये प्रतिबन्ध , केवल उन पुत्रों के लिए लागू होंगे जो क्रम 'THE GAZETTE OF INDIA EXTRAORDINARY

कालम 4 में , वर्तमान टिप्पणी को टिप्पणी ( 1 ) के रुप में पुनः संख्याकित की जाए और उसके बाद निम्नलिखित टिप्पणी जोड़ी जाए -
" ( 2 ) कोटा लाइसेंस , परिशिष्ट 26 की सूची 1 में उल्लिखित मदों के आयात के लिए वैध नहीं होंगे । लेकिन , परिशिष्ट 26 की सूची 2 मे उल्लिखित मदों के आयात की अनुमति वहां निर्धारित अक्रित मूल्य सीमाओं के भीतर दी जाएगी । ये प्रतिबन्ध केवल उन्हीं पुर्जी के लिए लागू होंगे जो क्रम सख्या 293 , 295 तथा 297/4 में आगे वाले मोटर गाड़ी के पुर्जे के साथ परस्पर विनिमयशील हों ।
3. इम मार्वजनिक सूचना मे क्रम म ० 30 ( एफ ) ( ) / 2,31 (बी )/ 2,और 65 (5) ( ii ) ( ए ) से सम्बन्धित लाइसेंस के लिए अनुमति रियायत इम सार्वजनिक सूचना की तिथि में पहले जारी किए गए लाइसेंसों के मामले में भी लागू होगी ।
SUBJECT . Import of Tool , Alloy and Special Steels during April , 1971-March 1972 period .
No. 14 - ITC ( PN ) / 72 . Attention is invited to the policy indicated for import of Tool, alloy and special steels in Schedule ' C' in Appendix 41 of the Import Trade Control Policy (Red Book - Vol . I ) for April 1971- March 19721972 period.
2. In view of the current availability of Tool , alloy and special steels from Indigenous production and imports and in order to conserve foreign exchange , it has been decided to reduce the value and quantity of import licences issued to actual users under the import policy for the period April 1971-March 1972 , thick The reduction in value/ quan- tity will be equal to one - third of the value/ quantity of the import licence or the unutilised value/ quantity whichever is less . The unutilised value/quantity for this purpose will be taken as the value/ quantity for which the goods against the import licence have not been shipped or the licence holder has not made any THE GAZETTE OF INDIA EXTRAORDINARY

firm commitment by opening on irrevocable letter of credit , before the date of this Public Notice . The licence holders should not , therefore , make any com- mitments or shipments or open any letter of credit in respect of the one - third of the value / quantity of their licence or the value/quantity unutilised on the date of this Public Notice , whichever is less . This restriction will not apply to the shipments being made in respect of goods for which irrevocable letter of credit has been opened before the date of this Public Notice .
3. The provisions of this Public Notice regarding reduction in value /quantity shall not apply to the licences issued to public sector projects /undertakings and small scale industrial units .

संख्याः 14 आई ० टी० सी० पी ० एन ० ) 171. अप्रैल 1971- मार्च 1972 के लिए आयात व्यापार नियत्रणनीति (रेडबुक -वा ०। ) के परिशिष्ट 41 में अनुसूची 'सी' में औजार मिश्रधातु और विशिष्ट इस्पातों के श्रायात के लिए निर्दिष्ट नीति की ओर ध्यान आकृष्ट किया जाता है ।
2 देशी उत्पाद और आयातों स , श्रौजार मिश्रधातु , और विशिष्ट इस्पापों की वर्तमान उपलब्धि को ध्यान में रखकर और विदेशी मुद्रा को परिक्षत रखने के लिए यह निश्चय किया गया है कि अप्रैल 1971 मार्च 1972 अवधि के लिए आयात नीति के अंतर्गत वास्तविक उपभोक्ताओं को जारी किए गए श्रयात लाइससों के मूल्य और मात्रा जो पूर्वोक्त मदों के श्रायात के लिए हैं उनको घटाया जाय । मूल्य / मात्त्रा में कटौती श्रायात लाइसम के मूल्य मात्त्रा का एक तिहाई, के बराबर या बिना उपयोग किए गए मूल्य । मात्त्र। के बराबर इनमें से जो भी कम हो , यह होगी । इस उद्देश्य के लिए बिन उपयोग किए गए मूल्य/ माता की गणना उस मूल्य/ मात्रा के रूप में की जाएगी जिसके लिए आया लाइसेंस के आधार पर माल का पोत लदान न किया गया हो या जिसके लिए ला सेंसधारी से इ९ . सार्वजनिक सूचना की तिथि से पहले कोई अविनिमेय साख पत्त्र खोल कर पक्का सौदा न किया हो । इसलिए लाइसेंसधारी को अपने लाइसेंस के मूल्य/ मात्त्रा के एक तिहाई या इस सार्वजनिक सूचना की तिथि को बिना उपयोग किए गए मूल्य/ मत्त्रा, इनमें स जोभी कम हो, उसके लिए कोई सौदा या पोतलदान नहीं करना चाहिए या साखपत्त्र नहीं खोलना चाहिए । यह प्रतिबन्ध उस मात्रा के लिए पोतलदान किए जाने के लिए लागू नहीं होगा जिसक लिए इस सार्वजनिक सूचना की तिथि से पहले अविमेय साखपत्त्र खोल लिया गया हो ।
3 मूल्य/ मात्रा में कटौती से संबंधित इस सार्वजनिक सूचना की शर्ते सार्वजनिक क्षेत्र परि- योजनाओं/संस्थानों और लघु उद्योग एककों के लिए जारी किए गए लाइसेसों के लिए लागू नहीं होगे ।
