New Delhi , the 28th January 1970
S.O. 381. Whereas a vacancy has occurred in the House of the People by reason of the death of Shri Humayun Kabir , a member elected to that House from 13 - Basirhat parliamentary constituency in the State of West Bengal ;
Now , therefore , in pursuance of the provisions of sub - section ( 1 ) of section 149 of the Representation of the People Act 1951 ( 43 of 1951 ) , the Election Com- mission hereby calls upon the said constituency to elect before the 6th March , 1970 in accordance with the provisions of the said Act and of the Rules and Orders made thereunder , a person to fill the said vacancy.

एस ० श्रो ० 381.-यतः पश्चिमी बंगाल राज्य में के 13 - बसीरहट संसदीय निर्वाचन क्षेत्र से लोक सभा के लिए निर्वाचित सदस्य श्री हुमाऊं कबीर की मृत्यु हो जाने से लोक सभा में एक स्थान हो गया है;
श्रतः , अब लोक प्रतिनिधित्व अधिनियम , 1951 ( 1951का 43. ) की धारा 149 की उपधारा ( 1 ) के उपबन्धों के अनुसरण में निर्वाचन आयोग उक्त निर्वाचन क्षेत्र से एतद्वारा अपेक्षा

करता है कि वे ऐसे हुई रिक्त को भरने के लिए 6 मार्च , 1970 से पूर्व, उक्त अधिनियम , के और सद्धीन बनाए गए नियमों और श्रादेशों के उपबन्धों के अनुसार एक व्यक्ति निर्वाचित कर दें ।

S.O. 382. In pursuance of the provisions of section 30 of the Representation of the People Act, 1951 ( 43 of 1951 ) , the Election Commission hereby appoints , with respect to the bye - election to be held in 13 -Basirhat parliamentary constitu in the State of West Bengal in pursuance of its notification No. 100 / WB-HP/2/ 69 ( 1 ) , dated the 28th January , 1970-
(a) the 4th February , 1970 ( Wednesday) as the last date for making nominations;
(b) the 5th February , 1970 ( Thursday ) , as the date for the scrutiny of nominations;
(c) the 7th February , 1970 ( Saturday ) , as the last date for the withdrawal of candidatures ;
(d) the 1st March , 1970 ( Sunday ) , as the date on which a poll shall , if neces- sary, be taken ; and
(e) the 6th March , 1970 ( Friday ) , as the date before which the election shall be completed.

एस ० पी० 382.-लोक प्रतिनिधित्व अधिनियम , 1951 ( 1951 का 43 ) की धारा 30 के उपबन्धों के अनुसरण में निर्वाचन आयोग अपनी अधिसूचना सं ० 100/लो० सं ० पं ० ब ०/ 2 / 69 ( I ) तारीख 28 जनवरी , 70 के अनुसरण में पश्चिमी बंगाल राज्य में के 13-बसीरहट संसदीय निर्वाचन क्षेत्र में होने वाले उप - निर्वाचन के बारे में -
( क) नामनिवेशन करने के लिए अन्तिम तारीख 4 फरवरी, 1970 ( बुधबार)
(ख ) मामनिर्देशनों की संवीक्षा की तारीख
5 फरवरी , 1970 ( गुरुवार)
(ग) अभ्यर्थित्ता वापस लेने की अन्तिम तारीख 7 फरवरी , 1970 ( शनिवार)
( घ ) वह तारीख जिसको यदि श्रावश्यक हो, तो मत- दान होगा ; तथा
1 मार्च, 1970 ( रविवार)
( क ) वह तारीख जिसके पूर्व निर्वाचन समाप्त कर दिया 6 मार्च , 1970 ( शुक्रवार) जाएगा एतद्वारा नियत करता है ।

In pursuance of section 56 of the Representation of the People Act, 1951 ( 43 of 1951 ) , the Election Commission hereby fixes the hours from 7.30 Α.Μ. to 4.30 P.M. as the hours during which a poll shall , if necessary , be taken for the election to the House of thethe people from 13 -Basirhat13 -Basirhat parliamentary constituency, to be held in pursuance of its notification No. 100 / WB - HP / 2 / 69 ( 1 ) , dated the 28th January , 1970 .

निर्वाचन के लिए 7.30 बजे पूर्वाह्न से 4.30 बजे अपराह्न तक का समय उस समय के रूप में एतद्वारा नियत करता है जिसक दौरान यदि आवश्यक हो तो , मतदान होगा ।
