S.O. 955. Whereas the President has by notification published in the Gazette of India, on the 10th March , 1970 , called upon the elected members of the Legislative Assembly of each State or , as the case may be , the members of the Electoral College of each Union Territory , specified in columncol 1 of the table below to elect the number of member / members specified against that State or Union Territory in column 2 of the said table , to the Council of States: -

Now, therefore , in exercise of the powers conferred by sub - section ( 1 ) of section 39 of the Representation of the People Act , 1951 , the Election Commission hereby appoints with respect to the said election-
( a ) the 17th March , 1970 ( Tuesday ) , as the last date for making nominations;
(b) the 18th March, 1970 nominations ; (Wednesday) , as the date for the scrutiny of
( c) ( 1 ) the 20th March , 1970 ( Friday ) , as the last date for the withdrawal of candidatures except for the State of Jammu and Kashmir ; and ( ii ) the 21st March , 1970 ( Saturday) , as the last date for the withdrawal of candidatures in respect of the State of Jammu and Kashmir ;
(d ) the 28th March , 1970 ( Saturday ) , as the date on which a poll shall , if necessary , be taken; and
( e) the 31st March , 1970 ( Tuesday) , as the date before which the election shall be completed .

एस ० प्रो ० 955: - यतः राष्ट्रपति ने भारत के राजपत्र में 10 मार्च , 1970 को प्रकाशित एक अधिसूचना द्वारा निम्नलिखित सारणी के स्तम्भ ( 1 ) में विनिर्दिष्ट प्रत्येक राज्य की विधान सभा के निर्वाचित सदस्यों अथवा प्रत्येक संघ राज्य क्षेत्र के निर्वाचकगण के सदस्यों से , जैसी भी स्थिति हो , यह अपेक्षा की है कि वे राज्य सभा के लिये उतने सदस्य निर्वाचित करखें जिसने उक्त सारणी के स्तम्भ ( 2 ) में उस राज्य अथवा संघ राज्य क्षेत्र के सामने विनिर्दिष्ट हैं ।

अतः , अब , लोक प्रतिनिधित्व अधिनियम , 1951 की धारा 39 की उपधारा ( 1 ) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए निर्वाचन आयोग उक्त निर्वाचन के बारे में एतद्वारा निम्नलिखित तारीखें नियत करता है:
(क ) नामनिर्देशन की अन्तिम तारीख
(ख) नामनिर्देशनों की संविक्षा की तारीख

18 मार्च , 1970 ( बुधवार)
( i) जम्मूऔर कश्मीर राज्य को छोड़कर अभ्यथिताएं वापस लेने की अन्तिम तारीख 20 मार्च , 1970 ( शुक्रवार )
( ii) जम्मू और कश्मीर राज्य के बारे में अभ्थिताएं वापस लेने की अन्तिम तारीख
(घ) वह तारीख, जिसको यदि आवश्यक हो तो, मतदानहोगा
(४० ) वह तारीख जिसके पूर्व निर्वाचन पूरा कर लियाजायेगा

S.O. 956.- In exercise of the powers conferred by section 21 and sub - section (1) of section 22 of the Representation of the People Act , 1951 , the Election Commission hereby-
(a) designates , in respect of the biennial election to the Council of States to be held in the States or Union Territories specified in column 1 of the table below in pursuance of the President's notification published in the Gazette of India on the 10th March, 1970 , the officer specified against that State or Union Territory in column 2 to be the Returning Officer; and
(b ) appoints in respect of the said election , the officer specified against that State or Union Territory in column 3 to assist the said Returning Officer, [PART 11-

एस ० ओ ० 956--लोक प्रतिनिधत्व अधिनियम , 1951 की धारा 21 तथा धारा 22 की उपधारा ( 1 ) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए निर्वाचन आयोग एतद्वारा
(क ) भारत के राजपत्न में 10 मार्च , 1970 को प्रकाशित राष्ट्रपति की अधिसूचना के अनुसरण में निम्नलिखित सारणी के स्तम्भ 1 में विनिर्दिष्ट राज्यों अथवा संघ राज्य क्षेत्रों से राज्य सभा के लिए होने वाले द्विवार्षिक निर्वाचन के बारे में , उस राज्य अथवा संघ राज्यक्षेत्र के सामने उक्त सारणी के स्तम्भ 2 में विनिर्दिष्ट आफिसर को रिटर्निंग आफिसर पदाभिहित करता है ;
(ख ) उक्त निर्वाचन के बारे में उस राज्य श्रथाव संघ राज्यक्षेत्र के सामने स्तम्भ 3 में विनिविष्ट आफिसर के उक्त रिटर्निंग ऑफिसर की सहायता करने के लिए नियुक्त करता है ।
