3.0 . 958.-Whereas a vacancy has been caused in the Council of States by the resignation of Shri Rizaq Ram , a member elected to the Council of States by the elected members of the Legislative Assembly of the State of Haryana , before the expiration of his term of office;

Now , therefore , in pursuance of the provision of sub - section ( 1 ) of section 147 of the Representation of the People Act, 1951 , the Election Commission hereby calls upon the elected members of the Legislative Assembly of the State of Haryana to elect , in accordance with the provisions of the saidsaid Act and of the rules and orders made thereunder , a person to fill the vacancy so caused before the 31st March , 1970 .

एस ० ओ ० 958:-यत्तः हरयाणा विधान सभा के निर्वाचित सदस्यों द्वारा राज्य सभा के लिए निर्वाचित सदस्य श्री रिजक राम के त्याग -पत्र दे दिये जाने से राज्य सभा में एक स्थान रिक्त हो गया है ;

अतः , अब , लोक प्रतिनिधित्व अधिनियम, 1951 की धारा 147 की उप- धारा ( 1 ) के उपबन्धों के अनुसरण में निर्वाचन आयोग हरयाणा राज्य की विधान सभा के निर्वाचित सदस्यों से एसद्वारा अपेक्षा करता है कि वे ऐसे हुई रिक्ति को भरने के लिए 31 मार्च , 1970 से पूर्व , उक्त अधिनियम के और तदधीन बनाए गए नियमों और आदेशों के उपबन्धों के अनुसार एक व्यक्ति निर्वाचित कर दें ।

S.O. 959.In pursuance of the provisions of sub - section ( 1 ) of section 39 of the Representation of the People Act, 1951 , the Election Commission hereby appoints for the election to the Council of States to be held in pursuance of its notification No. 100/ CS- HN / 1 / 70 ( 1 ) , datedted the 10th March , 1970 :-

(a) the 17th March , 1970 ( Tuesday ) , as the last date for making nominations ;

(b) the 18th March , 1970 ( Wednesday) , as the date for the scrutiny of nominations ;

necessary , be taken ; and (d) the 28th March , 1970 ( Saturday) , as the date on which a poll shall , if (e) the 31st March , 1970 ( Tuesday ) , as the date before which the election shall be completed .

एस ० श्रो ० 959. लोक प्रतिनिधित्व अधिनियम, 1951 की धारा 39 की उपधारा ( 1 ) के उपबन्धों के अनुसरण में निर्वाचन आयोग अपनी अधिसूचना सं ० 100/ रा ० म ० - हर ०/ 1 / 70 ( 1 ) तारीख 10 मार्च, 1970 के अनुसरण में राज्य सभा के लिए होने वाले निर्वाचन के बारे में -

-17 मार्च, 1970 ( मंगलवार) (क ) नामनिर्देशन करने के लिए अन्तिम तारीख

(ख ) नामनिर्देशन की संवीक्षा की तारीख

-18 मार्च , 1970 ( बुधवार )

( ग ) अभ्यथिताएं वापस लेने की अन्तिम नारीख -20 मार्च , 1970 ( शुक्रवार )

(घ) वह तारीख जिसको यदि आवश्यक हो , तो मत- दान होगा ; तथा

-28 मार्च , 1970 ( शनिवार)

( ङ ) वह तारीख जिसके पूर्व निर्वाचन समाप्त कर दिया जाएगा

-31मार्च, 1970 ( मंगलवार )

एमदद्वारा नियत करता है ।

In pursuance of section 56 of the Representation of the People Act, 1951 , the Election Commission hereby fixes the hours from 11.00 A.M. to 3.00 P.M. as the hours during which a poll shall , if necessary , be taken for the election to the Council of States to be held in pursuance of its notification No. 100 / CS- HN / 1/70 (1 ) , dated the 10th March , 1970 .

एस ० प्रो ० 960.- लोक प्रतिनिधित्व अधिनियम , 1951 की धारा 56 के अनुसरण मैं निर्वाचन आयोग अपनी अधिसूचना सं ० 100/ रा ० स ० - हर ० / 1/ 70/ ( 1 ) , तारीख 10 मार्च, 1970 के अनुसरण में राज्य सभा के लिए होने वाले निर्वाचन के लिए 11 बजे पूर्वाह्न से 3 बजे अपराह्न तक का समय उस समय के रूप में एतद्वारा नियत करता है जिसके दौरान यदि आवश्यक हो तो, मतदान होगा ।

In exercise of the powers conferred by section 21 of the Representa- tion of the People Act , 1951 , the Election Commission, in consultation with the Government of Haryana , hereby designates Secretary, Haryana Vidhan Sabha, to be the Returning Officer for the election to the Council of States to be heldeld in pursuance of its notification No. 100 / CS- HN / 1 / 70 ( 1 ) , dated the 10th March, 1970 . in

एस ० प्रो ० 961: - लोक प्रतिनिधित्व अधिनियम , 1951 की धारा 21 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए निर्वाचन आयोग , हरयाणा सरकार के परामर्श से , अपनी अधिसूचना सं ० 100 / रा ० स ० - हर ०/ 1/ 70 ( 1 ) तारीख 10 मार्च, 1970 के अनुसरण में राज्य सभा के लिए होने वाले निर्वाचन के लिए ह्रयाणा विधान सभा, के सचिव को रिर्निंग आफिसर के रूप में एतद्वारा पदामिहित करता है ।

In exercise of the powers conferred by sub - section ( 1 ) of section 22 of the Representation of the People Act , 1951 , the Election Commission hereby appoints Deputy Secretary , Haryana Vidhan Sabha, to assist the Returning Officer for the election to the Council of States to be held in pursuance of its notification No. 100 / CS - HN / 1 / 70 ( 1 ) , dated the 10th March , 1970 , in performance of his functions .
