S.R.O. 5-E.In exercise of the powers conferred by sub - section ( 1 ) of section 2 of the Armed Forces ( Emergency Dutles ) Act , 1947 ( 15 of 1947 ) , the Central Government hereby declares every service connected with the supply of water and electricity in the Union territory of Himachal Pradesh to be a service of vital importance to the community .
