सं ० 8/ 2/ 70-६० डब्ल्यू०-सचिवालय प्रशिक्षण विद्यालय , गृह मंत्रालय द्वारा भारतीय राजपत्र ( गजट आफ इंडिया ) में 25 अप्रैल 1970 को प्रकाशित नियमों के अनुसार बम्बई, कलकत्ता, दिल्ली, मद्रास , नागपुर और विदेशों में स्थित कुछ चुने हुए भारतीय दूतावासों में केन्द्रीय सचिवालय आशुलिपिक सेवा ग्रेड III में अस्थायी जगहों को भरने के लिए प्रतियोगिता परीक्षा क्षेगा जो 22 सितम्बर 1970को आरम्भ होगी ।

स्कूल अपने निर्णय से उक्त निर्दिष्ट परीक्षा के केन्द्रों और परीक्षा की तारीखों में परिवर्तन कर सकता है । परीक्षा में बैठने के लिए स्वीकृत उम्मीदवारों को सूचित किया जाएगा कि उन्हें कहां , किस समय और किन तारीखों को उपस्थित होना है ।

(2) (क ) इस परीक्षा के आधार पर भरी जाने वाली के ० स ० आ० से ० के ग्रेड III में खाली जगहों की संख्या लगभग एक सौ ( 100 ) है ।

( ख) अनुसूचित जातियों और अनुसूचित आदिम जातियों के उम्मीदवारों के लिए उतनी खाली जगहें आरक्षित की जाएंगी, जितनी भारत सरकार द्वारा नियत की गई हैं ।

( 3) जो उम्मीदवार परीक्षा में बैठना चाहे , उसे सहायक निदेशक ( परीक्षा स्कंध ) सचिवालय , प्रशिक्षण विद्यालय , पोस्ट बैग 2, वैस्ट ब्लाक नं ० 1, रामकृष्णपुरम्, नई दिल्ली-22 को निर्धारित फार्म में आवेदन भेजना चाहिए । आवेदन पत्र के फार्म और परीक्षा के पूरे ब्यौरे डाक से एक रुपए की फीस, जो सहायक निदेशक ( परीक्षा स्कंध ) , सचिवालय प्रशिक्षण विद्यालय , वैस्ट ब्लाक 1 , रामकृष्णपुरम्, नई दिल्ली-22 के नाम मनीआर्डर से भेजी जाए , देकर प्रशिक्षण विद्यालय से प्राप्त किए जा सकते हैं । मनीआर्डर कूपन पर उम्मीदवार का नाम और पता और उस परीक्षा का नाम जिसके लिए आवेदन पत्र का फार्म चाहिए, मोटे अक्षरों में लिखा होना चाहिए । मनीआर्डर के स्थान पर पोस्टल आर्डर चैक, रुपयों के नोट स्वीकार नहीं किए जाएंगे । ये फार्म प्रशिक्षण विद्यालय के कार्यालय के काउंटर ( Counter ) से नकद अदायगी करके भी प्राप्त किए जा सकते हैं । एक रुपए की यह रकम किसी भी स्थिति में वापस नहीं की जाएगी ।

( 4) यह आवेदन पत्र 8 जून 1970 को या उससे पहले महायक निदेशक ( परीक्षा स्कंध ) सचिवालय प्रशिक्षण विद्यालय , पोस्ट बैग सं ० 2, वैस्ट ब्लाक 1 , रामकृष्णपुरम्, नई दिल्ली-22 में पहुंच जाना चाहिए । इसके साथ अनुबंध- II में दी गई 'उम्मीदवारों को हिदायतें' के अनुसार सभी आवश्यक प्रमाण-पत्त्र आदि लगे होने चाहिए । इस तारीख के बाद आने वाले किसी भी आवेदन पत्त्र पर विचार नहीं किया जाएगा ।

फिर भी विदेशों में रहने वाले तथा अण्डमान और निकोबार द्वीप-समह में रहने वाले उम्मीदवारों के आवेदन पत्र 22 जून 1970 तक स्वीकार किए जाएंगे । ( यह उन व्यक्तियों पर ही लागू होगा जो आवेदन पत्र भेजने के समय वास्तव में विदेश में या अण्डमान और निकोबार द्वीप समूह में रह रहे हों । )

टिप्पणी-जो उम्मीदवार अपने आवेदन पत्न या आवेदन पत्ता के लिए प्रार्थनाएं देरी से भेजेंगे तो वे व्यक्ति अपनी जोखिम पर ही ऐसा करेंगे ।

5. आवेदन-पत्र के साथ निर्धारित फीस ( अनुबंध I देखें) पोस्टल आर्डर से भेजनी चाहिए ।

जिस आवेदन-पत्र के साथ निर्धारित फीस का क्रास किया गया भारतीय पोस्टल आर्डर नहीं होगा, उसे सरकारी तौर से वेख कर ही अस्वीकृत कर विया आएगा । यह नियम ऐसे पूर्वी पाकिस्तान विस्थापित व्यक्तियों और बर्मा और लंका से प्रत्यावर्तित मूल भारतीय निवासियों पर लागू नहीं होगा जो क्रमशः पहली जनवरी 1964 , पहली जून 1963 और पहली मवम्बर 1964 को या इसके पश्चात् भारत में आ गए हैं और जिन्होंने अनुबंध-1 के पैराग्राफ 3 के अनुसार निर्धारित फीस से छूट मांगी है ।

प्रत्येक पोस्टल आर्डर को इस प्रकार क्रास करना अनिवार्य

उम्मीदवारों को ज्ञात होना चाहिए कि पोस्टल आर्डर को क्रास किए बिना या निदेशक, सचिवालय प्रशिक्षण विद्यालय, रामकृष्णपुरम् (वितरण ) डाक घर नई विल्ली-22 पर अदा करें लिखे बिना भेजना सुरक्षित नहीं है । आवेदन-पत्त्र के कालम 23 में पोस्टल आर्डर के पूरे ब्यौरे वर्ज कर देने चाहिएं ।

6. आवेदन पत्त्र के बारे में सभी पत्त्रादि सहायक निदेशक (परीक्षा स्कंध) सचिवालय प्रशिक्षण विद्यालय , पोस्ट बैग सं ० 2, वैस्टब्लाक 1 , रामकृष्णपुरम्, नई दिल्ली-22 को भेजे जाने चाहिएं और उनमें निम्नलिखित ब्यौरे दिए जाने चाहिएं :--

( 1) परीक्षा का नाम ।

(2) परीक्षा का महीना और वर्ष ।

(3 ) अनुक्रमांक सं० ( यदि उम्मीदवार को सूचित किया गया हो) ।

(4) उम्मीदवार का नाम (स्पष्ट अक्षरों मे ) ।

( 5) आवेदन पत्त्र में दिया गया पता ।

जिन पत्त्रादि में यह ब्यौरा नहीं दिया गया होगा, उन पर ध्यान नहीं दिया जा सकेगा । सचिवालय प्रशिक्षण स्कूल के साथ इस परीक्षा के विषय में किए गए प्रत्येक पत्त्र के लिफाफे या पत्न आदि के साथ उम्मीदवारों को सबसे ऊपर " ग्रेड III आशुलिपिक परीक्षा 1970" लिख देना चाहिए ।

नई दिल्ली-22 में अदायगी योग्य क्रास किए गए पोस्टल आर्डर के द्वारा की जानी चाहिए । विद्यालय अन्य प्रकार से की गई अदायगी स्वीकार नहीं करेगा ।

( 2 ) यदि स्कूल किसी आवेदन पत्र पर एक बार विचार कर ले और उम्मीदवार को उसके निर्णय की सूचना दे दी गई हो कि उन्हें परीक्षा में दाखिल कर लिया गया है और यदि उम्मीदवार विद्यालय को दी गई फीस को लौटाने के लिए आवेदन पत्न भेजें तो न तो उस पर कोई विचार ही किया जाएगा और न ही इस फीस को किसी और परीक्षा या चुनाव के लिए आरक्षित किया जाएगा । फिर भी यदि विद्यालय ने किसी उम्मीदवार को या तो परीक्षा में वाखिल न किया हो या परीक्षा में दाखिल करने के लिए निर्णय की सूचना न दी हो और इससे पहले विद्यालय उम्मीद- वार को अपनी उम्मीदवारी वापस लेने के लिए अनुमति दे देता है, तो उसे 2 रु ० (अनुसूचित जाति और अनुसूचित आदिम जातियों के उम्मीदवारों को 0.75 पैसे ) वापिस कर दिए जाएंगे ।

( 3 ) विद्यालय यदि अपनी स्वेच्छा से, यदि वह इस बात से संतुष्ट हो जाए कि उम्मीदवार पूर्वी पाकिस्तान से वास्तविक विस्था- पित व्यक्ति है और भारत में 1 जनवरी 1964 को या उसके पश्चात् वापिस आया है या बर्मा से वास्तविक प्रत्यावर्तित (रिपैट्रिएट ) व्यक्ति है और पहली जून 1963 को या उसके पश्चात् भारत में आया है या लंका से वास्तविक प्रत्यार्तिस व्यक्ति है और भारत में 1 नवम्बर 1964 को या उसके पश्चात् वापिस आया है, और इस स्थिति में नहीं है कि वह परीक्षा के लिए निर्धारित फीस दे सके तो ऐसे उम्मीदवार को निर्धारित फीस देने से मुक्त कर सकता है ।

अनुबंध-II

उम्मीदवारों को हिवाय तें

1. नोटिस के पैरा 3 के अनुसार इस परीक्षा से संबंधित नोटिस , नियमावली, आवेदन-पत्त्र का फार्म और अन्य कागज़ सचिवालय प्रशिक्षण विद्यालय के कार्यालय से मिल सकते हैं । उम्मीद- वारों को चाहिए कि वे आवेदन-पत्न भरने या निर्धारित फीस अदा करने से पहले उन्हें सावधानी से पढ़ कर देख लें कि वे परीक्षा में बैठ भी सकते हैं या नहीं । निर्धारित शर्तों में छूट नहीं दी जा सकती है ।

आवेदन- पत्र भेजने से पहले उम्मीदवारों को नोटिस के पैरा 1 में दिए गए केन्द्रों में से किसी एक को परीक्षा देने के लिए अन्तिम रूप से जुन लेना चाहिए । सामान्यतः चुने हुए स्थान को बदलने की किसी प्रार्थना पर विचार नहीं किया जाएगा ।

ऐसे उम्मीववार को, जो किसी विषेश स्थित भातीय मिशन से परीक्षा देना चाहता हो, उसे अपने पसग्व- क्रम से वो अम्य भारतीय मिशनों (वह जिस देश में स्थित है उससे भिन्न देशों में स्थित मिशन) के नाम भी विकल्प केन्द्रों के रूप में वेने चाहिएं । विद्यालय अपने मिर्णय से, बताए गए इन तीन मिशनों में से उम्मीदवार को किसी एक में परीक्षा घेने के लिए कह सकता है ।

2. आवेदन पत्न और पावती कार्ड को उम्मीदवार अपने हाथ से भरें और सभी प्रश्नों के उत्तर/ इन्दराज लाइन लगा कर या बिन्दुओं द्वारा न देकर शब्दों द्वारा दें । आवेदन-पत्त्र और पावती कार्ड सहायक निदेशक, सचिवालय प्रशिक्षण विद्यालय ( परीक्षा स्कंध ) पोस्ट बैग सं ० 2 , रामकृष्णपुरम् , वैस्ट ब्लाक-1 , नई दिल्ली- 22, को सीधे भेजे जाने चाहिएं जिससे कि वह नोटिस में निर्धारित अन्तिम तारीख से पूर्व पहुंच सकें ।

नोटिस में निर्धारित तारीख के बाद प्राप्त हुए किसी भी आवेदन-पत्र पर विचार नहीं किया जाएगा ।

जो उम्मीदवार सरकारी नौकरी में हो, उसे अपना आवेदन पत्र के ० स ० लि ० से ० के संवर्ग से संबंधित विभाग के कार्यालय के अध्यक्ष की मार्फत भेजना चाहिए जो आवेदन-पत्न के अंत में दिए पृष्ठांकन को भर कर विद्यालय को भेज देंगे । यदि कोई ऐसा उम्मीव- वार अपना आवेदन-पत्न अपने नियोक्ता की मार्फत भेजता है और वह विद्यालय में देर से पहुंचता है तो उस पर विचार नहीं किया जाएगा, भले ही नियोक्ता को यह अन्तिम तारीख से पहले प्रस्तुत किया गया हो ।

3. उम्मीदवारों को चेतावनी दी जाती है कि वे आवेदन-पत्न भरते समय कोई भी झूठा ब्यौरा न दें और न ही किसी तथ्य को छिपाएं ।

4. उम्मीदवार को अपने आवेदन-पत्र के साथ निम्नलिखित प्रमाण-पत्र आदि अवश्य भेजने चाहिएं:-

(i ) निर्धारित फीस का क्रास किया हुआ भारतीय पोस्टल आर्डर , निदेशक , सचिवालय प्रशिक्षण विद्यालय , राम- कृष्णपुरम् ( वितरण ) , डाकघर नई दिल्ली-22 पर देय हों । ( देखें अनुबंध I ) ।

( ii ) आयु का प्रमाण-पत्र ।

( iii ) उम्मीदवार के हाल ही के पासपोर्ट-आकार ( लगभग 7 सें ० मी ० × 5 सें ० मी० ) के फोटो की दो एक ही जैसी प्रतियां । ऊपर ( i) , ( ii ) और ( iii ) में दिए गए प्रमाण-पत्त्र आदि का ब्यौरा इस प्रकार है :-

सभी पोस्टल आर्डरों पर जारी करने वाले पोस्टभास्टर के हस्ताक्षर और जारी करने वाले डाकघर की स्पष्ट मुहर लगी होनी चाहिए । सभी पोस्टल आर्डर क्रास किए जाने चाहिएं और इस प्रकार भरे जाने चाहिएं:

"निदेशक , सचिवालय प्रशिक्षण विद्यालय , रामकृष्णपुरम् (वितरण ) डाक घर नई दिल्ली-22 में अदा करें । "

किसी अन्य ठाक घर पर देय पोस्टल आर्डर किसी भी हालत में स्वीकार नहीं किए जाएंगे । विरूपित या विक्कृत पोस्टल आर्डर भी स्वीकार नहीं किए जाएंगे ।

नोट : -जो उम्मीदवार आवेदन -पत्न भेजते समय विदेश में रह रहे हों, वे निर्धारित फीस की रकम को ( 8 रुपए के बराबर और अनुसूचित जातियों तथा अनुसूचित आदिम जातियों के उम्मीदवारों के लिए 2 रुपए ) भारत के हाई कमिश्नर, राजदूत या प्रतिनिधि में से, उस धेश में जो भी हो, उसके कार्यालय में जमा करा दें और उस PART III- SEC . 1 ]

कार्यालय से कहें कि वे (L- II Miscelleneous ) लेखा शीर्ष में जमा कर दें ( ऐ ० जी ० सी ० आर ० नई दिल्ली में समायोजित) । उम्मीदवार को उस कार्यालय की रसीद अपने आवेदन पत्र के साथ भेजनी चाहिए ।

( 2) आयुका प्रमाण-पत्र-विद्यालय सामान्यतः जन्म की वह तारीख स्वीकार करता है जो मैट्रिकुलेशन के प्रमाण पत्न या माध्यमिक शालान्त प्रमाण पत्त्र ( सै ० स्कूल ली० स ० ) या किसी भारतीय विश्वविद्यालय द्वारा मैट्रिकुलेशन के बराबर मान्य प्रमाण पत्त्र या विश्वविद्यालय के मैट्रिक पास छात्नों के रजिस्ट्रर के ऐसे उद्धरण, जो विश्वविद्यालय के समुचित प्राधिकारी द्वारा प्रमाणित किया गया हो, में दी गई हो । हिदायत के इस भाग में आए "मैट्रिकु- लेशन प्रमाण पत्त्र" शब्दों में इन सभी वैकल्पिक प्रमाण पत्नों को सम्मि- लित किया जाए ।

इस प्रकार उम्मीदवारों को भली भांति समझ लेना चाहिए किआयु के प्रमाण के रूप में मैट्रिकुलेशन प्रमाण पत्र हर हालत में भेजना आवश्यक है और आवेदन पत्न के साथ विद्यालय को अनिवार्यतः इसकी मूल प्रति और उसके साथ एक प्रतिलिपि भेजी जानी चाहिए ।

कई बार मैट्रिकुलेशन या उसके बराबर के प्रमाण पत्र में जन्म की तारीख नहीं होती या आयु के केबल पूरे वर्ष और महीने ही दिए होते हैं । ऐसी स्थिति में उम्मीदवार को मैट्रिकुलेशन या उसके बराबर के प्रमाण पत्र के अतिरिक्त उस संस्था के हैडमास्टर/प्रिंसिपल से लिए गए प्रमाण पत्र की मूल प्रति और उसके साथ एक प्रति- लिपि भेजनी चाहिए जिससे उसने मैट्रिकुलेशन या उसके बराबर की परीक्षा पास की हो । इस प्रमाण पत्र में उस संस्था के दाखिला- रजिस्टर में दर्ज की गई वास्तविक आयु या उसकी जन्म की तारीख लिखी होनी चाहिए ।

उम्मीदवारों को चेतावनी दी जाती है कि यदि आवेदन पत्न के साथ इन हिदायतों में निर्धारित आयु का पूरा प्रमाण नहीं दिया गया तो उनका आवेदन पत्प्न अस्वीकृत किया जा सकता है । उन्हें यह भी चेतावनी दी जाती है कि यदि आवेदन पत्त्र में लिखी हुई जन्म की तारीख मैट्रिकुलेशन प्रमाण-पत्र में लिखी हुई आयु से भिन्न हो और उसके लिए कोई कारण न बताया गया हो तो आवेदन-पत्न अस्वीकृत किया जा सकता है ।

टिप्पणी 1 जिस उम्मीदवार के पास पढ़ाई पूरी करने का माध्य- मिक शालांत प्रमाण -पत्न ( कम्पलीटेड सेकण्डरी स्कूल लीविंग सर्टिफिकेट ) हो उसे इस प्रमाण पत्र की मूल प्रति और उसके साथ आयु-संबंधी इन्दराजों वाले पृष्ठ की प्रति भेजनी चाहिए ।

टिप्पणी 2-उम्मीदवार यह भली भांति जान ले कि किसी परीक्षा में बैठने के लिए जन्म की तारीख एक बार लिख भेजने और उसके विद्यालय द्वारा स्वीकृत हो जाने के बाद किसी अगली परीक्षा में उसमें कोई परिवर्तन करने की अनुमति सामान्यतः नहीं दी जाएगी ।

टिप्पणी -ऐसे विस्थापित उम्मीदवार, जिनके मैट्रीकुलेशन के प्रमाण-पत्न की मूल प्रति पाकिस्तान में खो गई हो, संबंधित विश्वविद्यालय से वे मैट्रिकुलेशन प्रमाण-पत्र की नकल मंगवा कर भेज सकते हैं । यदि वे संबंधित विश्वविद्यालय से प्रमाण पत्न की नकल न मंगवा सकें तो उन्हें विश्वविद्यालय के उम गज़ट का उद्धरण भेजना चाहिए , जिसमें उनका परीक्षा परिणाम प्रकाशित हुआ हो । इस उद्धरण में जन्म की तारीख लिखी होनी चाहिए और यह रजिस्ट्रार या हैडमास्टर द्वारा प्रमाणित होनी चाहिए ।

टिप्पणी 4-ओ उम्मीदवार पहले से ही स्थायी सरकारी नौकरी में हो, उनकी सेवा पुस्तक के इन्दराज ही जम्म की तारीख और शैक्षिक योग्यता के प्रमाण के रूप में तब तक स्वीकार किए जाएंगे , जब तक कि उससे मैट्रिक का मूल प्रमाण पत्र प्राप्त न हो जाए ।

( 3) फोटो की वो प्रतियां-उम्मीदवार को अपने हाल ही में लिए गए पासपोर्ट आकार ( लगभग 7 सें ० मी० × 5 सें ० मी० ) के फोटो की दो एक ही जैसी प्रतियां भेजनी चाहिए । इनमें से एक तो आवेदन पत्र के साथ पहले पृष्ठ पर चिपका देनी चाहिए और दूसरी आवेदन पत्न के साथ अच्छी तरह नत्थी कर देनी चाहिए । प्रत्येक फोटो के ऊपर उम्मीदवार के स्याही में हस्ताक्षर होने चाहिएं ।

5. उम्मीदवारों को चेतावनी दी जाती है कि यदि उनका आवेदन-पश्न अधूरा या गलत भरा हुआ होगा या उसके साथ ऊपर 4(1) , 4 ( 2 ) और 4 ( 3 ) में लिखे प्रमाण पत्त्र आदि में से कोई एक भी न लगा होगा और न ही उसके न होने का समुचित कारण दिया गया होगा, तो आवेदन पश्न अस्वीकार किया जा सकता है, और इसके विरुद्ध कोई अपील नहीं सुनी जाएगी । यदि कोई प्रमाण-पत्तवि आवेदन पत्र के साथ न भेजा गया हो परन्तु उसके म भेजने का कारण लिख दिया गया हो , तो उसे आवेदन पत्र भेजने के बाद ही शीघ्र भेज देना चाहिए और हर हालत में आवेदन पत्त भेजने की अन्तिम तारीख से 15 दिन के भीतर विद्यालय के कार्यालय में अवश्य पहुंच जाना चाहिए अन्यथा आवेदन-पत्न अस्वीकृत किया जा सकता है ।

उम्मीदवारों को यह भी घेतावनी दी जाती है कि जो भी प्रमाण-पत्त्र आदि वे प्रस्तुत करें, उनकी किसी भी प्रविष्टि में वे कभी भी कोई शुद्धि या परिवर्तन न करें और न उनमें किसी अन्य प्रकार का फेर -बदल करें और न ही फेर - बदल किए गए प्रमाण- पत्त्र आदि प्रस्तुत करें । यदि कोई अशुद्धि हो अथवा ऐसे वो या अधिक प्रमाण-पत्नों में कोई अणुद्धि या असंगति हो तो उस असंगति के बारे में अलग से स्पष्टीकरण देना चाहिए ।

6. यदि कोई उम्मीदवार किसी अनुसूचित जाति या अनु- सूचित आदिम जाति का होने का दावा करें, तो उसे अपने दावे के समर्थन में उस जिले के, जिसमें उसके माता-पिता ( या जीवित माता या पिता ) आमतौर से रहते हों, जिला अधिकारी या उप- मंडल अधिकारी ( सब - डिवीजनल आफिसर ) या किसी ऐसे अधि- कारी से नीचे दिए गए फार्म में प्रमाण- पत्र लेकर उसकी मूल प्रति तथा एक अतिरिक्त प्रतिलिपि प्रस्तुत करनी चाहिए , जिसे संबंधित राज्य सरकार ने यह प्रमाण- पत्र जारी करने के लिए सक्षम अधि- कारी के रूप में नामित किया हो, यदि उम्मीदवार के माता और पिता दोनों की मृत्यु हो गई हो , तो यह प्रमाण-पत्र उस जिले के 462

अधिकारी से लिया जाना चाहिए जहां उम्मीदावर अपनी शिक्षा से भिन्न किमी और प्रयोजन में आमतौर पर रहता है ।

दिल्ली संघ राज्य क्षेत्र का उम्मीदवार उक्त प्रमाण -पत्र किसी एडीशनल डिस्ट्रिक्ट मजिस्ट्रेट या प्रथम श्रेणी के वृत्तिक (स्टाइपेंड्री) मैजिस्ट्रेट या रेवेन्यू एसिस्टेंट से भी लेकर प्रस्तुत कर सकता है ।

7. ( 1 ) यदि कोई उम्मीदवार पूर्व पाकिस्तान से विस्थापित होने के कारण अनुबंध I के पैराग्राफ 3 के अधीन निर्धारित फीस से छूट चाहता हो तो उसे दण्डकारण्य परियोजना के ट्रांजिट केन्द्रों के कैम्प कमाण्डेन्ट से या रिलीफ कैम्प कमाण्डेंट से या उस इलाके के जिला मजिस्ट्रेट से , जहां वह उस समय रह रहा हो, मूल प्रभाण- पत्र और उसकी एक प्रतिलिपि इस बात के लिए प्रस्तुत करना चाहिए कि वह पूर्वी पाकिस्तान का वास्तविक विस्थापित व्यक्ति है और पहली जनवरी 1964 को या उसके पश्चात् भारत में आया है । उसे जिला अधिकारी या सरकारी राजपत्रित अधिकारी या संसद् सदस्य या सदस्य राज्य विधान मंडल से इस आशय का प्रमाण-पत्तन लेकर भी मूल रूप में भेजना चाहिए कि वह निर्धारित फीस देने में असमर्थ है ।

( 2 ) यदि कोई उम्मीदवार श्री लंका से प्रत्यातित (रिपेट्रिएट ) भारतीय मूल निवासी के रूप में अनुबंध 1 के पैरा- ग्राफ 3 के अधीन निर्धारित फीस से छूट पाना चाहे तो उसे लंका स्थित भारतीय हाई कमीशन से इस आशय का प्रमाण-पत्र लेकर मूल रूप में और उसकी एक प्रतिलिपि भेजनी चाहिए कि वह भारतीय नागरिक है और अक्तूबर 1964 के भारत- श्रीलंका करारनामे के अधीन पहली नवम्बर 1964 को या उसके बाद भारत आया है । उसे जिला अधिकारी या सरकारी राजपत्रित अधिकारी या संसद् सदस्य या सदस्य राज्य विधान मंडल से इस आशय का प्रमाण-पत्र लेकर भी मूल रूप में भेजना चाहिए कि वह निर्धारित फीस देने में असमर्थ है ।

( 4) यदि कोई उम्मीदवार जो पूर्वी पाकिस्तान का विस्थापित व्यक्ति हो और जो नियम 5 ( 2 ) या 5 ( 3 ) के अधीन आयु की रियायत पाना चाहे तो उसे दण्डकारण्य परियोजना के ट्रांजिट कैम्पों के कैम्प कमांडेन्ट अथवा सहायता शिविरों के कैम्प कमांडेंट से या जिस इलाके में वह फिलहाल रहा रहा है उस इलाके के जिला मजिस्ट्रेट से इस आशय का प्रमाण-पत्र भेजना चाहिए कि वह पूर्वी पाकिस्तान का वास्तविक विस्थापित व्यक्ति है और पहली जनवरी 1964 या उसके पश्चात् भारत आया है ।

( 5) यदि उम्मीदवार पांडिचेरी संघ राज्य का निवासी हो और नियम 5 ( 4 ) के अधीन आयु में रियायत पाना चाहता है तो उसे उस शैक्षिक संस्था के प्रधानाचार्य से जिसमें वह पढ़ा हो, इस आशय का प्रमाण-पत्र लेकर उसे मूल रूप में और उसकी एक प्रति के साथ भेजना चाहिए कि किसी न किसी समय उसकी शिक्षा फैच भाषा के माध्यम से हुई है ।

( 6) यदि उम्मीदवार श्रीलंका का प्रत्यार्तित निवाही हो और नियम 5 ( 5 ) या 5 ( 6 ) के अधीन आयु में रियायत पाना चाहे तो उसे लंका से स्थित भारतीय हाई कमीशन से इस आशय का प्रमाण - पत्र लेकर मूल रूप में और उसकी प्रतिलिपि के साथ भेजना चाहिए कि यह भारतीय नागरिक है और अक्तूबर 1964 में किए गए भारत -लंका समझौते के अधीन पहली नवम्बर 1964 को या उसके बाद भारत आया है ।

( 7) यदि उम्मीदवार गोआ, दमन और वियु के संघ राज्य का निवासी हो और नियम 5 ( 7 ) के अधीन आयु की रियायत पाना चाहे तो उसे इसके समर्थन में निम्नलिखित प्राधिकारियों में से किसी एक से इस आशय का प्रमाण- पत्न लेकर मल रूप में और उसकी एक प्रतिलिपि के साथ भेजना चाहिए:--

( 1) सिविल प्रशासन के निदेशक ।

( 2) कन्सेल्होस के प्रशासक ।

( 7) जो उम्मीदवार केन्या, उगांडा और तान्जनिया गण- राज्य संघ ( भूतपूर्व तांगनियका और जंजीबार ) से आया हो और नियम 5 ( 8 ) के अधीन आयु में रियायत पाना चाहे तो उसे उस इलाके के जिला मजिस्ट्रेट से जिसमें वह फिलहाल रह रहा हो, इस आशय का प्रमाण- पत्र लेकर मूल रूप में उसकी एक प्रतिलिपि के साथ भेजना चाहिए कि वह उपर्युक्त देशों का वास्तविक प्रवासी है ।

( 9 ) यदि उम्मीदवार भारतीय मूल निवासी होते हुए बर्मा का प्रत्यातित व्यक्ति होने के कारण आयु में रियायत पाना चाहे 1 उसे नियम 5 ( 9 ) या 5 ( 10 ) के अधीन भारतीय राज दूतावास रंगून से उसे जारी किए गए पहचान प्रमाण-पल को मूल रूप में और उसकी एक प्रतिलिपि इस आशय से भेजनी चाहिए कि वह भारत का नागरिक है और पहली जून 1963 को या उसके बाद भारत आया है या उसे जहां वह रह रहा है उस इलाके के जिला मजिस्ट्रेट से प्रमाण-पत्र लेकर इस आशय से भेजना चाहिए कि वह धर्मा का वास्तविक प्रत्यातित व्यक्ति है और 1 जून 1963 को या उसके बाद भारत आया है ।

( 10) यदि उम्मीदवार सैनिक सेवा में अंगहीन हो गया हो और नियम 5 ( 11 ) या 5 ( 12 ) के अधीन आयु में रियायत पाना चाहे तो निम्नलिखित निर्धारित फार्म में महानिदेशक, पुनर्वास, रक्षा मंत्रालय से प्रमाण-पत्त्र लेकर मूल रूप में और उसकी एक प्रतिलिपि सहित इस आशय से भेजनी चाहिए कि वह किसी विदेशी शत्रु देश के साथ संघर्ष में या अशांतिग्रस्त इलाके में सैनिक सेवा करते समय विकलांग हुआ और परिणामस्वरूप निर्मुक्त हुआ ।

उम्मीदवार द्वारा प्रस्तुत किए जाने बाले प्रमाण-पत्र काफार्म

प्रमाणित किया जाता है कि यूनिट के श्री जिनकी रैंक संख्या है, विदेशी शत्रु देश के साथ संघर्ष में/ अशान्तिग्रस्त क्षेत्र में फौजी कार्यवाही के दौरान विकलांग हो गया था और उस विकलांगता के परिणामस्वरूप उसे मुक्त किया गया ।

8. ऊपर के पैरा 4 ( II ) , 6 और 7 में उल्लिखित प्रमाण पत्त्र मूल रूप में उनकी प्रतिलिपियों के साथ अवश्य भेजे जाने चाहिए । स्कूल मूल प्रमाण पत्नों के बिना इन प्रमाण -पत्रों की साक्ष्यांकित (ऐटेस्टेड) या किसी और प्रकार की प्रतिलिपियां स्वीकार नहीं करता ।

ऊपर के पैरा 4 ( II ) 6 और 7 के अनुसार भेजे गए सभी मूल प्रमाण-पत्नों को उम्मीदवार के आवेदन -पत्र के परिणाम की सूचना देते समय लौटा दिया जाएगा । उम्मीदवारों को सलाह दी जाती है कि अपने प्रमाण-पत्नों को विद्यालय को भेजने से पहले वे उनकी साध्यांकित प्रतिलिपियां अपने पास रख लें । स्कूल इन प्रमाण-पत्नों को उस तारीख से पहले नहीं लौटा सकता जिस तारीख को कि आवेदन -पत्र के परिणाम की सूचना दी जाए- भले ही प्रमाण पत्ल्लों की आवश्यकता किसी भी काम के लिए क्यों न हो और स्कूल साक्ष्यांकित प्रतिलिपियां भी नहीं भेज सकता ।

9. आवेदन पत्न देर से प्रस्तुत करने पर यह तर्क स्वीकार नहीं किया जाएगा कि आवेदन-पत्न का फार्म ही अमुक तारीख को भेजा गया था । आवेदन-पत्त्र के फार्म को भेजा जाना ही स्वतः इस बात का सूचक नहीं होगा कि प्रपत्न पाने वाला परीक्षा में बैठने का पात्र हो गया है ।

10. यदि परीक्षा के लिए भेजे गए आवेदन - पत्न के मिलने की आखिरी तारीख से पंद्रह दिन के भीतर उम्मीदवार को अपने' आवेदन की पावती (एक्नासेजमेंट ) न मिले तो उसे पावती प्राप्त करने के लिए विद्यालय से तत्काल सम्पर्क करना चाहिए ।

11. इस परीक्षा में दाखिल होने वाले प्रत्येक उम्मीदवार को उसके आवेदन पन्न के परिणाम की सूचना यथाशीघ्र दे दी जाएगी । किन्तु यह नहीं कहा जा सकता कि परिणाम कब सूचित किया जायेगा । परन्तु यदि परीक्षा के शुरू होने की तारीख से एक महीने पहले तक उम्मीदवार को अपने आवेदन-पत्न के परिणाम के बारे 464

में विद्यालय से कोई सूचना न मिले तो परिणाम की जानकारी के लिए उसे विद्यालय मे तत्काल सम्पर्क करना चाहिए । यदि उम्मीदवार ने ऐसा नही किया तो उसे अपने मामले में विचार किए जाने के अधिकार से वंचित कर दिया जाएगा ।

12. उम्मीदवार परीक्षा में सम्मिलित होने के लिए कोई भी यात्रा भत्ता पाने के अधिकारी नही होंगे ।

13. आवेदन-पत्र के बारे में पत्त्रावि भेजना आवेदन-पव के विषय मे मभी पत्रादि महायक निदेशक ( मचिवालय प्रशिक्षण विद्यालय , पोस्ट बैग सं ० 2 , वैस्ट ब्लाक नं ० 1 , रामकृष्णपुरम् नई दिल्ली-22 को भेजने चाहिएं और उनमें नीचे लिखा ब्यौरा अवश्य देना चाहिए: ---

( 2) परीक्षा का महीना और वर्ष ।

( 3) रोल नम्बर ( यदि उम्मीदवार को सूचित किया गया हो )

(4) उम्मीदवार का नाम ( पूरा तथा बड़े अक्षरों में )

( 5) आवेदन -पत्त्र में दिया गया पत्र- व्यवहार का पता

ध्यान में जिन पनादि में यह ब्यौरा नहीं होगा उन पर ध्यान नही दिया जाएगा ।

14 पते में परिवर्तन उम्मीदवारों को इस बात का ध्यान

रखना चाहिए कि उनके आवेदन- पत्त्र में दिए गए पनों पर भेजे गए पत्रादि, आवश्यकता होने पर , बदले हुए पते पर मिल जाया करें । पते में कोई भी परिवर्तन होने पर विद्यालय को उसकी सूचना उप- र्युक्त पैरा 13 में उल्लिखित ब्यौरा के साथ तत्काल दी जानी चाहिए । विद्यालय ऐसे परिवर्तनों पर ध्यान देने का पूरा- पूरा प्रयत्न करता है, किन्तु इस विषय में वह कोई जिम्मेदारी स्वीकार नही कर मकता ।

सं ० 6/4/69 ई०1 ( बी ० ) -भारत के राजपत्र दिनांक 1 नवम्बर, 1969 , में प्रकाशित स्पेशल क्लास रेलवे अप्रेंटिसेज परीक्षा , 1970, से सम्बद्ध संघ लोक सेवा आयोग के नोटिस संख्या 6/ 4/ 69- ई०-1 ( बी० ) में निम्नलिखित संशोधन किए जाएं ।

(i) पृष्ठ संख्या 1094 , कालम- II, पैरा-7 के उप-पैरा की चौथी पंक्ति के अन्त में " रेलवे " शब्द जोड़ दिया जाए ।

(ii ) पृष्ठ संख्या 1100 , कालम -11 , पैरा -9 की प्रथम पंक्ति मे " 4 ( i ) " के स्थान पर" 4 ( ii ) पढ़ा जाए ।

नाग चन्द मलिक , गया हो, आयु- सीमा में छूट दी जा सकती है । ऊपरी आयु-सीमा में पूर्वी पाकिस्तान से आए विस्थापित लोगों तथा बर्मा और श्रीलंका से प्रत्यावर्तित एवं कीनिया , उगांडा और संयुक्त गणराज्य टंजनिया के पूर्वी अफ्रीकी देशों से आए लोगों के कुछ वर्गों को 45 वर्ष की आयु तक छूट दी जा सकती है । अनुसूचित जातियों तथा अनुसूचित आदिम जातियों के उम्मीदवारों के लिए ऊपरी आयु-सीमा में 5 वर्ष की छूट दी जा सकती है । विशिष्ट परिस्थितियों को छोड़कर अन्य लोगों को किसी प्रकार की छूट नही दी जाएगी और यह छूट किमी भी स्थिति में 3 वर्ष से अधिक नहीं होगी । अन्य दृष्टियों मे मुयोग्य उम्मीदवारों को, आयोग यदि चाहे तो योग्यताओं में छूट प्रदान कर सकता है । केवल उन पदों को छोड़कर जिनके संबंध में ऐसा वेतन न देने का उल्लेख किया गया हो, विशेषतया योग्य एवं अनुभवी उम्मीदवारों को उच्च प्रारम्भिक वेतन दिया जा मकता है ।

आवेदन-प्रपत्र और विवरण सचिव , संघ लोक सेवा आयोग , पोस्ट बाक्स संख्या 186 , नई दिल्ली , से प्राप्त किए जा सकते हैं । प्रपत्त्र के लिए अनुरोध करते समय पद का नाम , विज्ञापन संख्या एवं पद- संख्या अवश्य लिखें, और साथ ही प्रत्येक पद के लिए कम से कम 23-10सें ० मी ० आकार का अपना पता लिखा हुआ टिकट गहन लिफाफा भेजना चाहिए । लिफाफे पर उस पद का नाम लिखा होना चाहिए जिसके लिए आवेदन-प्रपत्र मांगा जा रहा है । आयोग1-1-64 को या उसके बाद पूर्वी पाकिस्तान से आए हुए ऐसे विस्थापित तथा 1 जून , 1963 , और 1 नवम्बर, 1964 कोया उसके बाद क्रमशः बर्मा और श्रीलंका में प्रत्यावर्तित व्यक्तियों का शुल्क माफ कर सकता है जो यथार्थतः निर्धन हों । प्रत्येक पद के लिए अलग -अलग शुल्क के साथ अलग-अलग आवेदन -पत्र भेजना चाहिए । विदेशों में रहने वाले उम्मीदवार आवेदन-प्रपत्र न मिलने पर , सादे कागज पर आवेदन कर सकते हैं और स्थानीय भारतीय दूतावास में शुल्क जमा कर सकते हैं । यदि आवश्यक समझा गया तो उम्मीदवारों को साक्षात्कार के लिए उपस्थित होना पड़ेगा । रु० 8.00 ( अनुसूचित जातियों एवं अनुसूचित आदिम जातियों के लिए रु ० 2.00 ) के रेखांकित किए हुए भारतीय पोस्टल आर्डर महित, आवेदन-पत्र स्वीकार करने की अन्तिम तारीख 25 मई , 1970 ( विदेशों तथा अंडमान एवं निकोवार, लकादिव , मिनिक्वाय , एवं अमिनदिवि द्वीपसमूहों में रहने वाले आवेदकों के लिए 8 जून , 1970 ) है । खजाना रसीद स्वीकार नहीं की जाएगी ।

क्रम संख्या 1 तथा 3 के पद स्थायी हैं । क्रम-संख्या 7, 9 तथा 10 के पद अस्थायी हैं किन्तु उन के स्थायी कर दिए जाने की संभावना है । क्रम -संख्या 5 तथा 6 के पद अस्थायी हैं किन्तु उनके अनिश्चित काल तक चलते रहने की संभावना है । क्रम -संख्या 4 तथा 8 के पद अस्थायी हैं किन्तु उनके चलते रहने की संभावना है । क्रम-संख्या 2 का पद अस्थायी है ।

A copy each of the Notice, the Rules , the Applica- tion Form and other papers relating to the Examination is obtainable from the office of the Secretariat Training School in accordance with para 3 of the Notice . Candi- dates should consult them carefully to see if they are eligible before filling in the application form or paying the prescribed fee . The conditions prescribed cannot be relaxed .

CANDIDATES MUST NOTE THAT IT IS NOT SAFE TO SEND POSTAL ORDERS WHICH ARE NEITHER CROSSED NOR MADE PAYABLE TO THE DIRECTOR, SECRETARIAT TRAINING SCHOOL AT R. K. 2. The application form , and the acknowledgement card must be completed in the candidates' own hand- writing. All entries/ answers should be in words and not by dashes or dots . The completed application form and the acknowledgement card should be sent to the Assistant Director ( Examinations Wing ) , Secretariat Training School ( Ministry of Home Affairs ) , Post Bag No. 2 , West Block - 1 R.K. Puram , New Delhi - 22 , so as to reach him by the last date prescribed in the notice.

Communications not giving these particulars may not be attended to promptly . In all correspondence with the Secretariat Training School concerning this examination candidates should invariably superscribe their envelopes and correspondence with the words "Grade III Stenographers' Examinations , 1970. 2. Once an application has been considered by the School and their decision admitting a candidate to the examination communicated to him , no claim for a re- fund of the fee paid to the School will be entertained , nor can the fee be held in reserve for any other ex- amination held by the School. If, however , a candi- date is either not admitted to the examination by the School or before communicating their decision admit- ting him to the examination , they permit a candidate to withdraw his candidature , a refund of Rs . 2 ( 75 paise in the case of Candidates belonging to the Scheduled Castes or the Scheduled Tribes ) will be made to him .

NOTE : Candidates residing abroad at the time of submitting their applications should deposit the am- ount of the prescribed fee ( the equivalent of Rs . 8 , Rs . 2 in the case of candidates belonging to the Sche- duled Castes or the Scheduled Tribes ) in the office of the India's High Commissioner , Ambassador, or Rep- resentatives as the case may be , in that country , who should be asked to credit the amount to the account head L - II Miscellaneous ( adjustable by the Accountant General , Central Revenues , New Delhi ) . The candi- dates should forward the receipt from that office with the application .

(ii ) Certificate of Age. The date of birth ordinarily accepted by the school is that entered in the Matriculation Certificate or in the Secondary School Leaving Certificate, or in a Certificate recognised by an Indian University as equivalent to Matriculation or in an extract from a Register of Matriculates maintain- ed by a University , which extract must be certified by the proper authority of the University . The expres- sion Matriculation Certificate in this part of the in- structions must be understood as including these alter- native certificates .

Candidates will thus understand that the Matricu- lation Certificate is required in all cases as evidence of age, and it must invariably be sent to the School in original , with a copy thereof , together with the application.

Sometimes the Matriculation or equivalent Certifi- cate does not show the date of birth , or only shows the age by completed years or completed years and months . In such cases a candidate must send, in ad- dition to the Matriculation or equivalent certificate, an original certificate, together with a copy thereof , from the Headmaster /Principal of the institution from where he passed the Matriculation or equivalent ex- amination, showing the date of his birth or his exact age as recorded in the Admission Register of the institution.

Candidates are warned that unless complete proof of age as laid down in these instructions is sent with an application , the application may be rejected, Fur- ther, they are warned that if the date of birth stated in the application is inconsistent with the age shown in the Matriculation Certificate and no explanation is offered, the application may be rejected.

NOTE 1. A candidate who holds a completed Sec- ondary School Leaving Certificate need submit with the original a copy of only the page containing entries relating to age .

NOTE 2. CANDIDATES SHOULD NOTE THAT ONCE A DATE OF BIRTH HAS BEEN CLAIMED AND ACCEPTED BY THE SCHOOL FOR THE PURPOSE OF ADMISSION TO AN EXAMINATION , NO CHANGE WILL ORDINARILY BE ALLOWED AT A SUBSEQUENT EXAMINATION,

NOTE 3. Displaced persons , who have lost their original Matriculatiotificate from the University con Matriculation Certificate in Pakistan , should dup they are unable to obtain the duplicate cerned. If Matriculation Certificate from the University . they should submit an extract from the University Gazette in which their results were published showing their date of birth and certified by the Registrar or the Headmaster.

NOTE 4. In the case of candidates who are already in permanent Government Service the entries in their Service Book may be accepted as proof of the date of birth pending submission of the original Matriculation Certificate.

( iii ) Two Copies of Photograph .-A candidate must submit to identical passport size ( 7 cm.x5 cm , appro- ximately) copies of his recent photograph, one of which should be pasted on the first page of the application form and the second copy should be firmly attached with the application form . Each copy of the photograph should be signed in ink on the front by the candidate .

5. Candidates are warned that if an application is incompletely or wrongly filled in or is not accam- panied with any one of the documents mentioned under paragraph 4 ( 1 ) , 4 ( ii ) and 4 ( iii ) , above without a re- sonable explanation for its absence having been given , the application is liable to be rejected and no appeal against its rejection will be entertained. Any docu- ments not submitted with the application but expla- nation for the absence of which has been given , should be sent after the submission of the application and in any case they must reach the School office within 15 days of the last date for receipt of applications, other- wise the application is liable to be rejected.

Candidates are also warned that they should in no case correct or alter or otherwise tamper with any entry in the documents submitted by them , nor should they submit a tampered document , If there is any inaccuracy or any discrepancy between two or more such documents, an explanation regarding the discre- pancy may be submitted separately.

6. A candidate who claims to belong to one of the Scheduled Castes or the Scheduled Tribes should sub- mit in support of his claim a certificate , in original , with a copy thereof, in the form given below from the District Officer or the Sub -Divisional Officer or any other officer of the District in which his parents (or surviving parent) ordinarily reside, who has been designated by the State Government concerned as competent to issue such a certificate . If both his par- ents are dead, the officer signing the certificate should be of the district in which the candidate himself ordi- narily resides otherwise than for the purpose of his own education .

A candidate from the Union Territory of Delhi may submit such a certificate also from the additional Dis- trict Magistrate or a 1st Class Stipendiary Magistrate or the Revenue Assistant ,

( LX) A candidate claiming age concession as repatri- ate of Indian origin from Burma under Rule 5 ( ix ) or 5 ( x ) should produce in original , together with a copy thereof, the identity certificate issued to him by the Embassy of India , Rangoon , to show that he is an Indian Citizen who has migrated to India on or after 1st June, 1963 , or a certificate from the District Magi- strate of the arca in which he may be resident to show that he is a bona fide repatriate from Burma and has migrated to India on or after 1st June , 1963 .

7. ( i) A displaced person from East Pakistan secking remession of the prescribed fee under paragraph 3 of Annexure I should produce a certificate, in original , together with a copy thereof , from the Camp Com- mandent of the Transit Centres of the Dandakaranya Project, or the Camp Commandant of the Relief Camps , or the District Magistrate of the area in which he may for the time being be resident, to show that he is a bona fide displaced person from East Pakistan and has migrated to India on or after 1st January 1964. He should also produce a certificate , in original , from a District Officer or a Gazetted Officer of Government or a Member of the Parliament or State Legislature to show that he is not in a position to pay the prescribed fee.

( x) A candidate disabled while in the Defence Services , claiming age concersion under Rule 5 ( xi ) or 5 ( xii ) should produce in original , together with a copy thereof, a certificate in the form prescribed below . from the Director General , Resettlement , Ministry of Defence, to show that he was disabled while in the Defence Service in operations during hostilities with any foreign country or in a disturbed area and releas- ed as a consequence thereof .

A candidate must be permanent or temporary regu- larly appointed officer of the Lower Division Grade or Upper Division Grade of the Central Secretariat Clerical Service, who satisfies the following condi- tions.-

(a) Length of Service . He should have, on the 1st January , 1970 , rendered not less than three years' approved and continuous service in the Lower Division Grade or Upper Division Grade of the Central Secre- tariat Clerical Service or in any equivalent grade .

THE CERTIFICATES FORWARDED IN ACCORD- ANCE WITH PARAGRAPHS 4 ( ii ) , 4 ( iii ) 6 AND 7 ABOVE WILL BE RETURNED WHEN THE RESULT OF THE APPLICATION IS COMMUNICATED , CAN- DIDATES ARE ADVISED TO KEEP ATTESTED COPIES OF THEIR CERTIFICATES BEFORE SUB- MITTING THEM TO THE SCHOOL . THE SCHOOL CANNOT RETURN THE CERTIFICATES EARLIER THAN THE DATE OF COMMUNICATION OF THE RESULT OF THE APPLICATION FOR WHATEVER PURPOSE THEY MAY BE REQUIRED NOR CAN THEY SUPPLY ATTESTED COPIES .

(b) Age. He should not be more than 40 years of age on 1st January , 1970. The upper age limit will be relaxable in the case of candidates belonging to Scheduled Castes and Scheduled Tribes and certain other categories of Government servants as notified by Government from time to time .

9. The fact that an application form has been sup- plied on a certain date will not be accepted as an ex- cuse for the late submission of an application . The supply of an application form does not ipso facto make the receiver eligible for admission to the examination .

The fee for the Examination will be Rs . 8 ( Rs . 2 in the case of candidates belonging to Scheduled Castes and Scheduled Tribes ) .

10. If a candidate does not receive an acknowledge- ment of his application within a fortnight from the last date of receipt of applications for the examination , he should at once contact the school for the acknow- ledgement .

Full particulars and application form for the Ex- amination can be had from the Assistant Director , Examinations Wing , Secretariat Training School , Post Bag No. 2 , West Block 1 , R. K. Puram , New Delhi - 22 , by remitting Re . 1 by Money Order or on cash pay- ment at the counter of the School. Candidates must state clearly on the Money Order coupon " Grade III Stenographers , Examination 1970 " and also give their name and full postal address in Block capitals . Postal orders or cheques or currency notes are not acceptable in lieu of Money Orders ,

11. Every candidate for admission to this exami- nation will be informed, at the earliest possible date, of the result of his application . It is not , however , possible to say when the result will be communicated . But if a candidate does not receive from the School a communication regarding the result of his application one month before the commencement of the exami- nation , he should at once contact the School for the result . Failure to comply with this provision will de- prive the candidate of any claim to consideration .

12. Candidates are not entitled to receive any Travel- ling Allowance from the School for attending the ex- amination.
