New Delhi , the 5th May 1970
No. 48 /1 /CI/ 70 . The following paragraph published in the Lok Sabha Bulletin-Part II , dated the 4th May , 1970 is hereby published for general infor- mation : -
"No. 1674
Direction by the Speaker Under the Rules of Procedure of Lok Sabha In pursuance of Rule 389 of the Rules of Procedure and Conduct of Business in Lok Sabha ( Fifth Edition ) , the Speaker has issued the following direction : -
'124A . Maintenance of order within Parliament House Estate.-( 1 ) The Watch and Ward Officer of Lok Sabha shall be responsible for maintaining order within the compound of the Parliament House Estate and shall take all necessary steps to ensure that no obstruction or hinderance 18 caused to Members of Parliament in that area , in coming to or going from, the Parliament House .
(2) In order to keep the area and passages within the Parliament House Estate free and open for Members of Parliament without any obstruction or hinderance , the following activities are prohibited within the area of the Parliament House Estate : -
(1) holding of any public meeting ;
( 11 ) assembly of five or more persons ;

( iii) carrying of fire arms , banners , placards , lathies , spears , swords, sticks , brick-bats;
(iv) shouting of slogans;
(v) making of speeches etc .;
(vi ) processions or demonstrations ;
(vii) picketing or dharna;
(viii ) any other activity or conduct which may cause or tend to cause any obstruction or hinderance to Members of Parliament .
(3 ) The Watch and Ward Officer of Lok Sabha may , subject to the instructions or permission of the Speaker , request the police to assist him in main- taining order in the Parliament House Estate as and when considered necessary . '

संख्या 48 / 1/ सी I / 70 .-निम्नलिखित पैरा जो दिनांक 4 मई 1970 के लोक सभा समा- चार -भाग 2 में प्रकाशित हुआ था, एतद्वारा सामान्य जानकारी के लिए प्रकाशित किया आता है:
"संख्या 1674
लोक- सभा के प्रक्रिया निवमों के अधीन अध्यक्ष द्वारा बिए गए निवेश
लोक-सभा के प्रक्रिया तथा कार्य संचालन सम्बन्धी नियमों ( पांचवां संस्करण ) के नियम 389 के अनुसरण में अध्यक्ष ने निम्नलिखित निदेश दिया है:-
' 124. क- संसद् भवम सीमा क्षेत्र में व्दवरथा बनाए रसता ( 1 ) लोक-सभा का सुरक्षा तथ। प्रतिपालन अधिकारी ( वाच एंड वार्ड भ्राफिसर ) संसद् भवन के सीमा क्षेत्र में व्यवस्था बनाए रखने के लिए उत्तरदायी होगा और वह यह सुनिश्चित करने के लिए हर सम्भव कार्यवाही करेगा कि संसद् सदस्यों को संसद् भवन में भाने प्रथवा वहां से जाने में कोई बाधा अथवा अड़चन हो ।
( 2) संसद् भवन का सम्पूर्ण क्षेत्र और सभी मार्ग संसद् सदस्यों के लिए किसी बाधा अथवा अड़चन से मुक्त और खुले रखने के लिए संसद् भवन सीमा क्षेन में निम्नलिखित गति- विधियां निषिद्ध हैं:-
(एक) सार्वजनिक सभा का आयोजन ;
(दो) पांच अथवा इससे अधिक व्यक्तियों का एकत्र होना ;

(तीन ) आग्नेय अस्त्र, झण्डे, इस्तिहार , लाठियां , भाले , तलवारें, डंडे , इंट-पत्थर, आदि ले कर चलना ;
(चार) नारे लगाना ;
(पांच) भाषण माबि देना ;
(छः ) मलूस अथवा प्रदर्शन ;
(सात ) प्रवेशरोधन अथवा धरना ;
(पाठ) कोई अन्य गतिविधि अथवा आचरण जिससे संसद् सदस्यों के लिए बाधा अथवा अड़चन उपस्थित हो अथवा होने की आशंका हो ।
( 3) लोक -सभा का सुरक्षा तथा प्रतिपालन अधिकारी , अध्यक्ष के अनुदेशों अथवा भनुश के अन्तर्यंत , संसद् भवन सीमाक्षेत्र में व्यवस्था बनाए रखने के लिए पुलिस से , जब भी आवश्यक हो, सहायता के लिए प्रार्थना कर सकता है । '
[लोक-सभा के प्रक्रिया तथा कार्य संचालन सम्बन्धी नियमों के अधीन अध्यक्ष द्वारा दिए गए निदेशों ( दूसरा सस्करण ) के निवेश 124 के पश्चात् अम्तःस्थापित किया जायेगा । ]
