New Delhi , the 29th August 1970
G.S.R. 1264. In pursuance of rule 20 read with clause ( 1 ) of sub - rule ( 2 ) of rule 13 of the Indian Foreign Service , Branch ' B ' ( Recruitment , Cadre , Seniority and Promotion ) Rules , 1964, the Central Government in the Ministry of External Affairs , hereby makes , in consultation with the Union Public Service Commis- sion , the following regulations to amend the Integrated Grade 11 and III of the General Cadre of the Indian Foreign Service , Branch ' B' ( Limited Departmental Competitive Examination ) Regulations , 1966 , namely :-
1. ( 1 ) These regulations may be called the Integrated Grade II and III of the General Cadre of the Indian Foreign Service , Branch ' B ' ( Limited Depart- mental Competitive Examination ) ( Amendment ) Regulations , 1970.
(2 ) They shall come into force on the date of their publication in the Official Gazette.

2. In the Integrated Grade II and III of the General Cadre of the Indian oreign Service , Branch 'B ' ( Limited Departmental Competitive Examination ) egulations , 1966 ,-
( i ) in sub - regulation ( i ) of regulation 2; after clause ( c ) the following clause shall be inserted , namely :-
" ( d ) " Scheduled Castes " and " Scheduled Tribes " shall have the same meanings as are assigned to them by clauses ( 24 ) and ( 25 ) respec- tively of article 366 of the Constitution of India. " ;
( ii ) in item (4 ) of regulation 4, for Note 1 , the following Note shall be substi- tuted , namely :-
"NOTE 1. All officers belonging to Grade IV of the General Cadre or Grade II of the Cypher Sub - Cadre or Grade II of the Stenographers ' Sub- Cadre who are on deputation to ex - cadre posts with the approval of the competent authority other than those who have been appointed to ex - cadre posts or to another Service on ' transfer ' and do not hold a lien on any post in the Indian Foreign Service , Branch 'B' snall be eligible to be admitted to the examination , if they fulfil the aforesaid conditions . " ;
( iii) in regulation 7 for sub - regulation ( i ) , the following shall be substituted , namely:-
" ( 1 ) After every examination. candidates shall be arranged by the Com- mission in the order of merit as disclosed by the aggregate marks finally awarded to each canc date ; and in that order so many candi- dates as are found by the Coma'ssionto be qualified by the exami- nation shall be recommended for nclusion in the Select List of the Integrated Grade II and III of te General Cadre of the Indian Foreign Service , Branch 'B ' up to the required number :
Provided that any candidate belonging to the Scheduled Castes and the Scheduled Tribes , who though not quaffled by the standard prescrib- ed by the Commission, is declared by them to be suitable for inclusion in the Select List of the Integrated Grade II and III of the General Cadre of the Indian Foreign Service , Branch 'B ' , with due regard to the maintenance o ' efficiency of administra- tion, shall be recommended for inclusion therein up to the number reserved for members of the Scheduled Castes and the Scheduled Tribes , as the case may be . "

जी० ए ५० आर ० 1264 भारतीय विदेश सेवा शाखा 'ख' ( भरती , संवर्ग, वरीयता , पदोन्नत्)ि नियम 1964 के नियम 13 उनियम ( 2 ) को धारा ( 1 ) के साथ पठित नियम 20 के अनु- पालनामें केन्द्रीय सरकार , विदेश मंत्रालय , संघ लोक सेवा आयोग के ग्रामर्श में, इसके द्वारा भारतीय विदेश सेवा शाखा 'ख ' के सामान्य संवर्ग वेः एकीकृन वर्ग -दो और तीन के ( मीमिति विभागीय प्रति- योगिता परीक्षा ) विनियम 1966 में सशोधन करने के लिए निम्नलिखित विनियम बनाती है :--
1. ( 1 ) इनर्वािनयमों को भारतीय विदेश से शाखा' ' के सामान्य सवर्ग के एकीकृत वर्ग-दशे आर तोन ( सोमिन, विभागीय प्रतियोगिता परोक्षा ) मशोधन ) विनियम 1970 को मंज्ञा दी जाएगी ।

( 2 ) ये मरकारी राजपव में प्रक। शिन होने की नारीख से लाम् हो जाएंगे ।
2. ' भारतीय ब्रिदेण सेवा शाखा 'ख' के मामान्य सवर्ग के एकीकृत वर्ग -दो और तीन (मीमित विभागीय प्रतियोगिता परीक्षा ) विनियम 1966 में,
(1) विनियम 2 के उअनियम ( 1 ) में धाग (ग ) के आद निम्नलिखित धारा जोड़ी जाएगी , यथाः-
" ( घ) " प्रनुसूचित जातियों" नथा " अनुसूचिन श्रादिम जातियों " का अर्थ वही होगा जो उन्हें भारत के सविधान के अनुच्छेद 366 की धारा ( 24 ) और ( 25 ) मे क्रमशः दिए गए है ।";
( 2) विनियम 4 की मद मख्या ( 4) में टिप्पण । के स्थान पर निम्नलिखित टिप्पण रखा जाएगा गथा
"टिप्पण 1: नामान्य सवर्ग के वर्ग-चार प्रथवा बीजक उय मर्ग के वर्ग II अनवा आशुलिपिक उप- संवर्ग के जर्न-दो के ऐसे सभी अधिकार्ग जो मक्षम अधिकारी को अनुमति में दही संवर्ग बाहय पदों पर प्रनि- नियुक्त है , उन्हें छोड़ कर जो कि मवर्ग या बाह्य पदों पर ग्रथवा किनी अन्य मेना मे 'स्थानान्तरण' पर नियुन थिए गए है और जिनका भारतीय विदेश मंत्रा शाखा 'ख'किनी पदर ग्रहणाधिकार नहीं है, इम परीक्षा में बैठने केके योग्य होंगे. अनवे उनि करने हानेको । "
(3) नियम 7 में उप-नियम ( 1) गिजा जाएगा , यथाः-
" (1 ) रक्षा के बाद संघ लोक सेवा आयोग उम्मीदवारों के नामों को उनकी उम योग्यता के अनुरुप क्रमबद्ध करेगा जो प्रत्येक उम्मीदवार की अन्तिम रूप में दिए गए पूर्णाकों के आधार पर होना हो; और इस क्रम में संघ लोक सेवा आयोग जिन उम्मीदवारों को परीक्षा में योग्य पाएगा उन्हे भारतीय विदेश सेवा शाखा 'ख ' के गामान्य मवर्ग के एकीकृत वर्ग-दो और तीन की चयन सूची में अपेक्षित संख्या तक शामिल करने करने की सिफारिज करेगा ।
यह भी व्यवन्या है कि फिरो अनुसूचित जाति श्रथा अनुसूचिन आदिम जाति का कोई ऐसा उम्मीदवार, जो मंथ लोक मंत्र। अध्योग द्वारा निर्धारित स्तर पर चाहे योग्य न ठहरना होलेकिन जिसे उसने प्रशासन का दक्षना बनाए रखने का मन्चित ध्यान रखते हुए भारतीय विदेश सेवा शाखा 'ख' के समान्य संवर्ग के एक वर्ग-दो और तीन की चयन सूचा में शामिल किए जाने के उपयुक्त घोषित किया हो , अनुसूचित जातियों औ श्रनुसूचित आदिम जातियों के लिए, जैमी भी स्थिति हो , यथानिश्चित संख्या में शामिन्न का जाने की कारिश , करेंगा ।

RULES
New Delhi , the 29th August 1970
G.S.R. 1265. The rules for limited departmental competitive examination for inclusion in the Select List for the Integrated Grades II and III of the General Cadre of the Indian Foreign Service Branch ' B ' to be held by the Uvion Public Service Com יומיותרות April , 1971 are hereby published for general information .
2 The autober of per.ons to be selected for inclusion in the Select - List will be, specified in the Notice issued by the Commission . Reservations sha'l be made for cand dates belonging to the Scheduled Castes and the Scheduled Tribes in respect of vacancies as may be fixed by the Government .

Scheduled Castes/ Tribes mean any of the Castes/ Tribes mentioned in the Scheduled Castes/ Tribes Lists ( Modifications ) Order , 1956, read with Scheduled Castes and Scheduled Tribes Order ( Amendment ) Act , 1956 , the Constitution (Jammu and Kashmir) Scheduled Castes Order , 1956 , the Constitution ( Andaman and Nicobar Islands ) Scheduled Tribes Order , 1969 , the Constitution ( Dadra and Nagar Haveli ) Scheduled Castes Order , 1962 , the Constitution ( Dadra and Nagar Haveli ) Scheduled Tribes Order, 1962 , the Constitution ( Pondicherry ) Scheduled Castes Order ,Order , 1964, the Constitution ( Scheduled Tribes ) ( Uttar Pradesh ) Order , 1967 , the Constitution ( Goa, Daman and Diu ) Scheduled Castes Order , 1968 , and the Constitution ( Goa, Daman and Diu ) Scheduled Tribes Order , 1968 .
3. ( 1 ) The examination will be conducted by the Union Public Service Com- mission in the manner prescribed in the Appendix to these Rules ,
( ii ) The dates on which and the places at which the examination will be held shall be fixed by the Commission .
4. Any permanent or temporary officer of the Indian Foreign Service , Branch 'B' belonging to Grade IV of the General Cadre , or Grade II of the Cypher Sub- cadre, or Grade II of the Stenographers ' Sub - cadre , 1st 1971, nation: -- shall be eligible to appear at the exami-
(1) Length of Service. He should have rendered a continuous service of not less than five years in any one , or as the case may be , more than one of the following posts in Indian Foreign Service , Branch 'B ' , namely:-
( i ) Grade IV of the General Cadre ;
( ii) Grade II of the Cypher Sub - Cadre;
( iii) Grade II of the Stenographers ' Sub- Cadre;
( 2) Age-( a )-He should not be more tahn 40 years of age , le .. he must not have been born earlier than 1st January , 1931 .
Provided that-
( i ) any candidate born earlier than 1st January, 1931 but not earlier than 1st January, 1930 , who had rendered a continuous service of not less than five years on the 1st January , 1970 ;
( ii ) any candidate born earlier than 1st January , 1930 but not earlier than 1st January , 1929, who had rendered a continuous service of not less than five years on the 1st January , 1969 ; and
( iii ) any candidate born earlier than 1st January , 1929 but not earlier than 1st January, 1928 , who had renderedrendered a continuous service of not less than five years on the 1st January , 1968 ,
in any one , or as the case may be , more than one of the grades mentioned above , shall also be eligible for admission to the examination to be held in 1971 as a special case , This relaxation would be admissible for the examination to be held in 1971 only .
(b) The age limit prescribed above will be further relaxable :
(1) upto a maximum of five years if a candidate belongs to a Scheduled' Caste or a Scheduled Tribe;
( 11 ) Up to a maximum of three years if a candidate is a bona fide displaced person from East Pakistan and has migrated to India on or after 1st January , 1964 ;
(iii ) Up to a maximum of eight years if a candidate belongs to a Scheduled Caste or a Scheduled Tribe and is also a bona fide displaced person from East Pakistan and has migrated to India on or after 1st Janu- ary, 1964;
( iv) Up to a maximum of three years if a candidate is a resident of ther Union Territory of Pondicherry and has received education through the medium of French at some stage;
(v) Up to a maximum of three years if a candidate is a bona fide repatriate of Indian Origin from Ceylon and has migrated to India on or after 1st November, 1964 under the Indo - Ceylon Agreement of October, 1964;

(vi) Up to a maximum of eight years if a candidate belongs to a Schedulde Caste or a Scheduled Tribe and is also a bona fide repatriate of Indian Origın from Ceylon and has migrated to India on or after 1st November , 1964 , under the Indo Ceylon Agreement of October , 1964;
(vin) Up to a maximum of three years if a candidate is a resident of the Union Territory of Goa , Daman and Diu ,
(vin ) Up to a mximum of three years if a candidate is of Indian Origin and has migrated from Kenya , Uganda and the United Republic of Tanzania ( formerly Tanganyıka and Zanzibar ) ,
( ix) Up to a maximum of three years if a candidate is a bona fide repatri- ate of Indin Origin from Burma and has migrated to India on or after 1st June , 1963 ;
(x) Up to a maximum of eight years if a candidate belongs to a Scheduled Caste or a Scheduled Tribe and is also a bona fide repatriate of Indian Origin from Burma and has migratedto India on or after 1st June, 1963 ;
(xi) Up to a maximum of three years in the case of Defence Service per- sonnel disabled in operations during hostilities with any foreign country or in a disturbed area , and released as a consequence thereof;
(xii ) Up to a maximum of eight years in the case of Defence Services per- sonnel , disabled in operations during hostilities with any foreign country or in a disturbed area , and released as a consequence thereof , who belong to the Scheduled Caste or the Scheduled Tribe
SAVE AS PROVIDED ABOVE THE AGE LIMIT PRESCRIBED IN NO CASE BE RELAXED .
NOTE 1 -Officers belonging to Grade IV of the General Cadre or Grade II of the Cypher Sub- cadre , or Grade II of the Stenographers ' Sub - cadre , who are on deputation to ex - cadre posts with the approval of the competent authority shall be eligible to be admitted to the examination , if otherwise eligible 1
This however , does not apply to a person who has been appointed to an ex- cadre post or to another Service on ' transfer ' and does not have a hen on any post in the Indian Foreign Service Branch 'B '
NOTE 2 -ASsistants of the Central Secretariat Service and Stenographers of the Central Secretariat Stenographers ' Service who are on deputation to the Indian Foreign Service Branch ' B ' shall not be eligible for admission to the examination
5 No candidate shall be permitted to compete more than three times at the examına hon This restriction will apply with effect from the examination held in 1967
NOTF -A candidate shall be deemed to have competed at the examination if he actually appears in any one or more subjects .
6 The decision of the Commission as to the eligibility or otherwise of a candi- date for admission to the examination shall be final
7 No candidate will be admitted to the examination unless he holds a certificat of admission from the Commission
8 A candidate who is or has been declared by the Commission guilty of impers nation or of submitted fabricated document or documents which have been tampe ed with or of making statements which are incorrect or false or of suppressi material information or otherwise resorting to any other irregular or impro means for obtaining admission to the examination or of using or attempting use unfair means in the examination hall , or of misbehaviour in the examinat hall , may , in addition to rendering himself hable to criminal prosecution ,
(a) be debarred permanently or for a specified period
(1) by the Commission , from admission to any examination or appear at any Interview held by the Commission for selection of candid and
( ii ) by the Central Government from employment under them .
(b) be liable to disciplinary action under the appropriate rules [PART II-

9. Any attempt on the part of a candidate to obtain support for his candidature by any means may be held by the Commission to be a conduct which would dis- qualify him for admission to the examination .
10. Candidates must pay the fee prescribed in Annexure I to the Commission's Notice.
11. After the examination , candidates will be arranged by the Commission in the order of merit as disclosed by the aggregate marks finaly awarded to each candidate and in that order so many candidates as are found by the Commission to be qualified by the examination shall be recommended for inclusion in the select list of the Integrated Grade II and III of the General Cadre of the Indian Foreign Service , Branch ' B ' up to the required number .
Provided that any candidate belonging to the Schedule Castes or the Scheduled Tribes, who though not qualified by the standard prescribed by the Commission . Is declared by them to be suitable for inclusion in the Select List of the IntegratedInt Grade II and III of the General Cadre of 1.F.S ( B ) with due regard to the main- tenance of efficiency of administration , shall be recon.mended for inclusion therein up to the number reserved for members of the Scheduled Castes and the Schedule Tribes , as the case may he
NOTE 1. Candidates should clearly understand that this is a competitive and not a qualfying examination . The number of person to be included in the Select List for the Integrated Grade II and III of the General Cadre of the Indian Foreign Service , Branch 'B ' on the results of the examination is entirely within the compe- tence of Government to decide . No candidate will , therefore , have any claim for inclusion in the Serect List on the basis of his performance in the examination as a matter of right .
NOTE 2. The form and manner of communication of the result of the examina- tion to the individual candidates shall be decided by the Commission in their discre- tion and the Commission will not enter into correspondence with them regarding the result .
12. Success in the examination confers no right to selection unless Government are satisted , after such enquiry as may be considered necessary , that the candidate is eligible and suitable in all respects for selection ,
Provided that the decision as to ineligibility for selection in the case of any candidate recommended for selection by the Commission shall be taken in consulta- tion with the Commission .
13. A candidate , who , after applying for admission to the examination or after appearing at it , resigns his appointment in Grade IV of the General Cadre/ Grade II of the Cypher Sub - cadre /Grade II of the Stenographers ' Sub - cadre of Indian Foreign Service , Branch ' B' , or otherwise quits the service or severs his connection with it , or whose services are terminated by his Department , or who is appointed to an ex - cadre post or to another Service on ' transfer ' and does not have a llen on any post in the Indian Foreign Service , Branch ' B' will not be eligible for appointment on the results of this examination .
This , however , does not apply to a person who has been appointed on deputa- tion to an ex - cadre post with the approval of the competent authority .
APPENDIX
The examination shall be conducted according to the following plan: ---
PartI. Written examination carrying a maximum of 450 marks in the subjects shown in para 2 below .
Part II . Evaluation of record of service of such of the candidates as may be 'ded by the Commission in their discretion , carrying a maximum of 150 marks .

2. The subjects of the written examination in Part I, The time allowed and the maximum marks allotted to each paper will be as under :

3. The syllabus for the examination will be as shown in the attached schedule .
Where knowledge of Rules , orders , instructions etc. , is required , candidates will be expected to be conversant with amendments issued up to the date of Notification of this examination .
4. All question papers must be answered in English.
5. Candidates must write the papers in their own hand . In no circumstances will they be allowed the help of scribe to write the answers for them .
6. The Commssion have discretion to fix qualifying marks in any or all of the subjects at the examination .
7. Marks will not be allotted for mere superficial knowledge .
8. Deduction up to 5 per cent of the maximum marks in the written subjects will be made for illegibie handwriting .
9. Credit will be given for orderly , effective and exact expression , combinç with due economy of works in all subjects of the examination .
SCHEDULE
Syllabus of the Examination
( 1 ) Noting and Drafting . Precis Writing .
In adlition to question requiring candidates top opere Notes and Drafts on specific problems , passages may also be set for summary or precis .
(2) Procedure and Practice in Government of India Secretariat-- and attached offices:-
This is intended to be an intensive and detailed test in methods and procedure of work in Government of India Secretariat and Attached Offices . Some guidance on the subject can be obtained from-
( i ) Manual of Office Procedure current at the time of the , Notification ;
( ii ) Chapter 7 of " Notes on Office Procedure " issued by the Secretariat Training School ; and
( iii) Instructions issued by the Cabinet Secretariat regarding presentation of cases to Cabinet .
(3) General Knowledge of the Constitution of India and Machinery of Govern- ment; Practice and Procedure in Parliament .
NOTE : Knowledge of the following will be expected:

( i) the main principles of the Constitution of India;
( ii) Rules of Procedure and Conduct of Business in the Lok Sabha and the Rajya Sabha and
( iii ) the organisation of the machinery of the Government of India-designa- tion and allocation of subject between Ministries , Departments , and Attached and Subordinate Offices and their relation inter se .
(4) General Financial and Service Rules ,
(5) General Knowledge .
The following books are rcommended : -
( 1 ) Fundamental and Supplementary Rules ( A.G.P. & Ts . compilation) .
( li ) C.S.R. ( Pension position only ) .
( iii) The Central Civil Services ( Conduct ) Rules , 1964 .
( iv) The Central Civil Services ( Classification , Control and Appeal ) Rules , 1965.
( v) Compilation of the General Financial Rules (Revised and Enlarged ) 1963 .
( vi ) Compilation of the Delegation of Financial Power Rules , 1958 ( with Government of India Decision) and the Delegation Orders , dated the 1st June , 1962 .
The paper will cover subjects of interest and importance at the present day . Questions will be set to test knowledge of the broad and salient features of the Five Year Plans and the Community Development Schemes , as also , intelligent awareness of current affairs both national and international which an educated person may be expected to have . Candidate's answers are expected to show their intelligent understanding of the questions and not detailed knowledge of any text books , reports , etc.

ओ ० एस ० आर ० 1265 भारतीय विदेश सेवा शाखा-ख के सामान्य संवर्ग के एकीकृत वर्ग II और III की चयन सूची में सम्मिलिखित किए जाने के लिए संघ लोक सेवा आयोग द्वारा अप्रैल, 1971 में ली जाने वाली सीमित विभागीय प्रतियोगिता परीक्षा के नियम यहा मर्वसाधा- रण की सूचना के लिए प्रकाशित किये जा रहे है ।
2. चयन सूची मे सििलत किये जाने वाले व्यक्तियों की संख्या संघ लोक सेवा आयोग द्वारा जारी किए जाने वाले नोटिस में बतायी जाएगी । सरकार अनुमूचित जातियों और अनुसूचित श्रादिम जातियों के लिए जितने रिक्त पदों का निश्चय करेगी उनका आरक्षण कर दिया जाएगा ।

अनुसूचित जातियों/ आदिम जातियों का अर्थ है -अनुसूचित जाति/ आदिम जाति सूचियां ( संशोधन ) आदेश 1956 , अनुसूचित जाति एवं अनुसूचित आदिम जाति आदेश ( संशोधन ) अधिनियम 1956 , संविधान ( जम्मू और काशमीर ) अनुसूचित जाति श्रादेश , 1956 , संविधान ( अंडमान और निकोबार द्वीप समूह ) अनुसूचित आदिम जातियां आदेश , 1959 , संविधान ( दादरा और नागर हवेली ) अनु- सूचित जातियां श्रादेश , 1962, सविधान ( दादरा और नागर हवेली ) अनुसूचित श्रादिम जातियां आदेश 1962 , संविधान ( पांडिचेरी ) अनुसूचित जातियां आदेश , 1964, संविधान ( अनुसूचित आदिम जातियां ) ( उत्तर प्रदेश ) श्रादेश , 1967, संविधान ( गोआ , दमन और दियू ) अनुसूचित जातियां आदेश , 1968 , संविधान (गोश्रा , दमन और दियु ) अनुसूचित श्रादिम जातियां आदेश , 1968 ।
3. ( i ) संघ लोक सेवा आयोग यह परीक्षा इन नियमों के परिशिष्ट में निर्धारित तरीके से लेगा ।
(ii) जिन तारीखों को और जिन जगहों पर यह परीक्षा होगी वे संघ लोक सेवा आयोग द्वारा निश्चित की जाएगी ।
4. भारतीय विदेश सेवा, शाखा 'ख ' का कोई भी ऐसा स्थायी अथवा अस्थायी अधिकारी जो सामान्य संवर्ग के वर्ग IV में हो अथवा बीजांक उप - संवर्ग के वर्ग II मे या आशुलिपिक उप-संवर्ग के वर्ग II में हो और जो पहली जनवरी , 1971 को नीचे लिखी शर्तें पूरी करता हो वह इस परीक्षा में सम्मिलित हो सकेगा :--
( 1 ) सेवा काल-उसने भारतीय विदेश सेवा, शाखा " ख " में निम्नलिखित किसी एक अथवा एक से अधिक पदों पर जैसी भी स्थिति हो कम से कम 5 वर्ष की सेवा की हो : -
(i) सामान्य संवर्ग के वर्ग IV में ;
(ii) बीजांक उप- संवर्ग के वर्ग II मे ;
( iii) आशुलिपिक उप -संवर्ग के वर्ग II में ,
(2) श्रायु-(क) उसको आयु 40 वर्ष से अधिक नहीं होनी चाहिये अर्थात् उसका जन्म पहली जनवरी , 1931 से पूर्व का नही होना चाहिये । लेकिन :--
( i ) कोई उम्मीदवार जिसका जन्म पहली जनवरी , 1931 से पूर्व का हो लेकिन 1 जनवरी , 1930 से पहले का नही और जिसने 1 जनवरी , 1970 तक कम से कम 5 वर्ष निरंतर सेवा की हो ।
( ii ) कोई उम्मीदवार जिसका जन्म पहली जनवरी , 1930 से पूर्व हुआ हो लेकिन 1 जनवरी , 1929 से पूर्व नही, और जिसने 1 जनवरी , 1969 तक कम से कम 5 वर्ष निरंतर सेवा की हो; और
( iii ) कोई उम्मीदवार जिसका जन्म पहली जनवरी , 1929 से पूर्व हुआ हो लेकिन 1 जनवरी, 1928 से पूर्व नही और जिसने 1 जनवरी , 1968 तक कम से कम 5 वर्ष निरंतर सेवा की हो ,
किसी एक अथवा, जैसी भी स्थिति हो , उल्लिखित एक से अधिक वर्गों में सेवा कीहो , उसे भी 1971 में होने वाली परीक्षा में विशेष मामले के रूप THE GAZETTE OF INDIA EXTRAORDINARY

में बैठने दिया जाएगा; यह छूट सिर्फ 1971 में होने वाली परीक्षा के लिये की होगी ।
(ख) ऊपर निर्धारित श्रायु सीमा मे और भी छूट दी जाएगी जो इस प्रकार हैः-
(i ) अगर कोई उम्मीदवार अनुसूचित जाति अथवा अनुसूचित आदिम जाति का है तो अधिकतम छूट 5 वर्ष की होगी ;
( ii ) अगर कोई उम्मीदवार पूर्व पाकिस्तान का प्रमाणित विस्थापित व्यक्ति हैं और 1 जनवरी , 1964 से अथवा उसमे पूर्व भारत आ गया हो तो उने अधिकतम 3 वर्ष की छूट दी जाएगी ;
( iii ) अगर कोई उम्मीदवार अनुसूचित जाति अथवा अनुसूचित श्रादिम जाति का है और पूर्व पाकिस्तान का प्रमाणित विस्थापित व्यक्ति भी है और 1 जनवरी , 1964 को अथवा उससे पूर्व भारत आ गया है तो उसे अधिक- तम 8 वर्ष की छूट दी जाएगी ;
( iv) अगर कोई उम्मीदवार पांडिचेरी संघ प्रदेश का निवासी है और अगर उसने किसी स्तर पर फैच के माध्यम से शिक्षा पाई है तो उने अधिकतम 3 वर्ष की छूट दी जाएगी ;
(v ) अगर कोई उम्मीदवार श्रीलंका प्रमाणित देश प्रत्यावर्ती है श्रौर भारतीय मूल का है तथा एक नवम्बर , 1964 को अथवा उसने पूर्व अक्तूबर, 1964 के भारत-श्रीलंका करार के अधीन भारत आ गया है तो उसे अधिकतम 3 वर्ष की छूट दी जाएगी ;
( vi ) अगर कोई उम्मीदवार अनुसूचित जाति अथवा अनुसूचित आदिम जाति का है और श्रीलका का भारत मूल का प्रमाणित देश प्रत्यावर्ती है जो अक्तू- बर, 1964 को भारत - श्रीलंका करार के अन्तर्गत 1 नवम्बर, 1964 को अथवा उसके बाद भारत आ गया है उसे अधिकतम 8 वर्ष की छूट दी जाएगी ।
(vii ) अगर कोई उम्मीदवार गोश्रा , दमन और दियु संघ प्रदेश का निवासी है तो उसे अधिकतम 3 वर्ष की छूट दी जाएगी ।
(viii ) अगर कोई उम्मीदवार भारत मूल का है और कीनिया , उगांडा तथा संयुक्त तंजानिया गणराज्य ( जो पहले टांगानिका और जजीबार कहलाते थे ) से आया है तो उसे अधिकतम 3 वर्ष की छूट दी जाएगी ;
(ix) अगर कोई उम्मीदवार बर्मा का भारत मूल का प्रमाणित देश प्रत्यावर्ती है और 1 जून , 1963 को अथवा उसके बाद भारत आ गया है तो उसे अधिकतम 3 वर्ष की छूट दी जाएगी ;
(x) अगर कोई उम्मीदवार अनुसूचित जाति अथवा अनसूचित आदिम जाति का है तथा बर्मा का भारत मूल का प्रमाणित देश प्रत्यावर्ती भी है और 1 जनवरी , 1963 को अथवा उसके बाद भारत आ गया है तो उसे अधिकतम 8 वर्ष की छूट दी जाएगी ;

( xi ) अगर कोई उम्मीदवार किसी दूसरे देश के साथ श्रथवा किसी गड़बड़ी वाले इलाके में लडाई के समय कार्रवाई में अपाहिज हो गया हो और रक्षा मेवा का कर्मचारी है और परिणामतः उससे मुक्त कर दिया गया है तो उसे भी अधिकतम सीन वर्ष की छूट दी जाएगी ;
(xii ) अगर कोई उम्मीदवार ऐमा रक्षा सेवा कर्मचारी है जो किसी दूसरे देश अथवा किसी गड़बड़ी वाले इलाके मे लड़ाई के दौरान कार्रवाई में अ पाहिज हो गया है और परिणामतः मुक्त कर दिया गया है और जो अनुसूचित जाति अथवा अनुसूचित श्रादिम जाति का भी है उसे अधिकतम 8 बर्ष की छूट दी जाएगी ।
ऊपर जो बताया गया है उसके अतिरिक, किसी और स्थिति में निर्धारित सीमा में ढील नहीं दो आ सकती ।
नोट 1-सामान्य सवर्ग के वर्ग IV के अधिकारी अथवा बीजांक उर -संवर्ग के वर्ग II अथवा आशुलिपिक उप-संवर्ग के वर्ग II के ऐसे अधिकारी भी, जो सक्षम प्राधिकारी की अनुमति से संवर्ग वाहय वर्गों पर प्रतिनियुक्त हैं , अगर अन्यथा योग्य होंगे तो इम परीक्षा में बैठ सकेंगे ।
लेकिन यह किसी ऐमी व्यक्ति पर लागू नही होगा जो किसी संवर्ग बाहय पद पर नियुक्त हो अथवा "स्थानान्तरण " पर किसी दूसरी सेवा में हो और भारतीय विदेश सेवा , शाखा ( ख ) में किमी पद पर उसका ग्रहणाधिकार न हो ।
नोट 2- केंन्द्रीय सचिवालय सेवा के सहायक और केन्द्रीय सचिवालय आशुलिपिक सेवा के आशुलिपिक जो भारतीय विदेश मंथा शाखा ( ख ) में प्रतिनियुक्त है इम परीक्षा में बैठने योग्य नही होगे ।
5. किमी भी उम्मीदवार को इस परीक्षा में तीन बार से अधिक बैठने का मौका नही दिया जाएगा । यह प्रतिबन्ध 1967 में सम्पन्न परीक्षा से लागू होगा ।
नोट-- अगर कोई उम्मीदवार किसी एक अथवा एक से अधिक विषय में वस्तुतः परीक्षा देना है तो उसे इस परीक्षा में शामिल माना जाएगा ।
6. परीक्षा में शामिल होने के विषय में किसी उम्मीदवार के पत्नाचार के विषय में अथवा अन्यया संघ लोक सेवा आयोग का निर्णय अन्तिम होगा ।
7. किसी भी उम्मीदवार को तब तक इम परीक्षा में बैठने की अनुर्मात नहीं दी जायगी जब तक कि उसके पास संघ लोक सेवा श्रायोग का प्रवेश प्रमाण पत्र नहीं होगा ।
8. अगर किसी उम्मीदवार को सघ लोक सेवा आयोग द्वारा क्षदनव्यक्तिता अथवा जाली प्रलेख अथवा ऐसे प्रलेखों के जमा कराने का जिनमें बाद में फेरबदल की हुई हो अथवा ऐसी बातें रखने का दोषी पाया गया हो जो गलत हों अथवा झूठी हों अथवा जिसमें महत्वपूर्ण सूचना को दबाया गया हो अथवा जिसने परीक्षा में प्रवेश पाने के लिए किसी भी अन्य अनुमति अथवा अनुचित तरीके से काम लिया हो अथवा परीक्षा हॉल में नामुनासिब तरीके से काम लिया हो अथवा कोशिश की हो अथवा परीक्षा हाल में अनुचित व्यवहार किया हो , उस पर भापराधिक अभियोग तो चलाया ही जा सकता है और इसके अतिरिक्त उसे , [PART II- THE GAZETTE OF INDIA EXTRAORDINARY " 700
(क) हमेशा के लिए अथवा एक निश्चित अवधि के लिए ;
( i ) इम आयोग द्वारा उम्मीदवारों के चयन के लिए , इस आयोग द्वारा ली जाने वाली किसी परीक्षा में प्रवेश अथवा किसी साक्षाधिकार से; और
(ii ) केन्द्रीय सरकार द्वारा अपने अधीनस्थ नियोजन से वंचित किया जा सकता है ।
( ख ) समोपयुक्त नियमों के अधीन अनुशासनात्मक कार्यवाई की जा सकती है ।
9. अगर कोई उम्मीदवार अपनी उम्मीदवारी के लिए समर्थन प्राप्त करने की किसी भी तरह कोई कोशिश करता है तो इस कोशिश को यह आयोग एक ऐसा आचरण मानेगा, जिसकी बजह से उसे परीक्षा में प्रवेश के अयोग्य ठहराया जा सके ।
10. उम्मीदवारों को इस आयोग के नोटिस के उपबन्ध 1 में निर्धारित फीस देनी होगी ।
11. परीक्षा के बाद सघ लोक सेवा आयोग उम्मीदवारों के नामों को उनकी उस योग्यता के अनुरूप क्रमबद्ध करेगा जो प्रत्येक उम्मीदवार को अन्तिम रूप से दिये गये पूर्णकों के आधार पर स्थिर होता हो; और इस क्रम में संघ लोक सेवा आयोग जिन उम्र्म छवारों को परीक्षा मे योग्य पाएगा उन्हें भारतीय विदेश सेवा शाखा ( ख ) सामान्य संवर्ग के एकीकृत वर्ग II और III की चयन सूची में अपेक्षित संख्या तक शामिल करने की सिफारिश करेगा ।
यह भी व्यवस्था है कि किसी अनचचित जाति अथवा अनुसूचित श्रादिम जाति का कोई ऐसा उम्मीदवार जो संघ लोक सेवा आयोग द्वारा निर्धारित स्तर पर चाहे योग्य न ठहरता हो लेकिन जिसे उसने प्रशासन को दक्षता बनाए रखने का समुचित ध्यान रखते हुए भारतीय विदेश सेवा शाखा (ख ) के मामान्य संवर्ग के एकीकृत वर्ग II और III के चयन सूची में शामिल किए जाने के उपयुक्त घोषित किया हो अनुसूचित जातियों और अनुसूचित आदिम जातियों के लिए जैसी भी स्थिति हो यथानिश्चित संख्या में शामिल किए जाने की सिफारिश करेगा ।
नोट 1-- उम्मीदवारों को यह अच्छी तरह समझ लेना चाहिए कि यह एकः प्रतियोगिता परीक्षा है, अर्हकारी परीक्षा नही । परीक्षा के परिणाम के श्राधार पर भारतीय विदेश सेवा शाखा ( ख ) के सामान्य संवर्ग के एकीकृत वर्ग ii और iii की चयन सूची में कितने व्यक्तियों को शामिल किया जाए यह तय करना पूरी तरह सरकार की सामर्थ्य में है । इसलिए कोई भी उम्मीदवार अधिकार- पूर्वक यह दावा नहीं कर सकेगी कि इस परीक्षा में उसके निष्पादन के आधार पर उसे चयन सूची में शामिल किया जाना चाहिए ।
नोट 2 - इम परीक्षा के परिणाम के विषय में प्रत्येक उम्मीदवार को किस रूप में और किस तरह समाचार दिया जाए इसका निश्चय संघ लोक सेवा आयोग अपने विवेक से करेगा और यह आयोग परिणाम के विषय में उनके साथ इस तरह का कोई पत्त्राचार नहीं करेगा ।
12. परीक्षा में सफलता से चयन का अधिकार नहीं मिल जाता जब तक कि आवश्यक पूछताछ के बाद इस ओर से संतुष्ट न आए कि वह उम्मीदवार चयन के लिए हर दृष्टि से योग्य और उपयुक्त है ।
यह भी व्यवस्था है कि सघ लोक सेवा आयोग ने जिस उम्मीदवार के चयन को सिफारिश की हो उनकी योग्यता का निर्णय इस आयोग के परामर्श से ही लिया जाएगा ।

13. अगर कोई उम्मीदवार इस परीक्षा में बैठने के लिए आवेदन- पत्र देगा अथवा इसमें बैठने के बाद भारतीय विदेश सेवा शाखा ( ख ) के सामान्य संवर्ग के वर्ग IV/ बीजांक उप संवर्ग के वर्ग ii / आशुलिपिक उप संवर्ग के वर्ग II में अपनी नियुक्ति से त्यागपत्र दे देता है अथवा अन्यथा नौकरी छोड़ घेता है अथवा उससे अपना नाता तोड लेता है अथवा जिसकी सेवाएं उसके विभाग द्वारा समाप्त कर दी जाती है अथवा जिसे किसी संवर्ग वाह्य पद पर अथवा 'स्थानान्तर ' पर दूसरी सेवा में नियुक्त कर दिया जाता है और भारतीय विदेश सेवा शाखा ( ख ) में किसी पद पर जिसका ग्रहणाअधिकार नही रहता वह इस परीक्षा के परिणामों के आधार पर नियुक्ति के योग्य नही होगा ।
लेकिन यह किसी ऐसे व्यक्ति पर लागू नही होता जो प्रतिनियुक्ति पर किसी संवर्ग वाह्य पक्ष पर सक्षम प्राधिकारी की पूर्वानियुक्ति से नियुक्त किये गये हों ।
परिशिष्ट
निम्नलिखित योजना के अनुसार परीक्षा आयोजित की जाएगी :-
भाग I-नीचे पैरा 2 में दिखाए गए विषयों में लिखित परीक्षा, जिसमें अधिकतम 450 होंगे ।
भाग II- ऐसे उम्मीदवारों के सर्विस रिकार्ड का मूल्यांकन , जिनको आयोग अपने विवेक से निश्चित करेगा और इस मूल्यांकन में अधिक्तम अषः 150 होंगे ।
2. भाग 1 में लिखित परीक्षा के विषय , नियत समय और प्रत्येक प्रश्न पत्र में निर्धारित अधिकतम अक इस प्रकार होंगे:--

3. परीक्षा का पाठ्य विवरण सम्बद्ध अनुसूची के अनुसार होगा ।
जहां नियमों, आदेशों, अनुदेशों आदि का ज्ञान अपेक्षित है वहा उम्मीदवारों से इस बात की प्रत्याणा की जाती है कि इस परीक्षा की अधिसूचना प्रकाशित होने की तारीख तक जारी सशोधनों वे परिचित हों ।
4. सभी प्रश्न पत्त्रों के उत्तर अंग्रेजी में दिए जाने चाहिए ।
5. उम्मीदवारों को अपने हाथ में प्रश्न पत्र के उत्तर लिखने चाहिए । किसी भी हालत में - पने उत्तर लिखने के लिए किनी लिपिक में सहायता लेने की अनुमति नहीं दी जाएगी ।

6. आयो को यह अधिकार होगा कि वह इस परीक्षा के किसी भी या सभी विषयों में अहेक अक निर्धारित करे ।
7. केवल बाहरी ज्ञान के लिए अंक नहीं दिए जाएगे ।
8. अपठनीय लेखन के लिए लिखित विषयों के अधिकतम अक में में 5 प्रतिशत अकः तक काट लिए जाएगे ।
9. उन लोगों को श्रेय दिया जाएगा जो परीक्षा के सभी विषयों में व्यपस्थित , प्रभावपूर्ण और सही ढंग से उत्तर देंगे और यथोचित रूप से शब्द- भितव्ययिता से काम लेगे ।
टिप्पणी और मसौदा लेखन सार लेखन ( 1 ) इम प्रश्न के अतिरिक्त जिम्में उम्मीदवारों से टिप्पंजी और मसौदा लेखन तैयार करने के लिए कहा जाएगा , ऐमे उद्हरण भी दिए जा सकते है जिनका सक्षेप या सार प्रस्तुत करना होगा ।
( 2 ) भारत सरकार सचिवालय तथा सम्बद्ध कार्यलयों में क्रियाविधि और कार्यप्रणाली .-- इसका उद्देश्य भारत सरकार सचिवालय और सम्बद्ध कार्यालयों को कार्य की विधियों और प्रक्रिया का गहन और व्यापक परीक्षा लेना है । इस बारे में नीचे लिखी बातों से कुछ मार्गदर्शन प्राप्त किया जा सकता है :---
(1) अधिसूचना प्रकाशित होने के ममथ का कार्यालय पद्धति मैनुएल , ( ii ) सचिवालय प्रशिक्षण शाला द्वारा जारी 'नोटिस आन आफिम प्रोसिजियर का अध्याय 7 ; और
(iii ) मत्रिमडल के सामने मामले प्रस्तुत करने के सम्बन्ध मे मत्रिमंडल संचिवालय गरा जारा अनुदेश ।
( 3 ) भारत की सविधान तथा सरकार की कार्यप्रणाली ; संसद्की क्रियाविधि और कार्य प्रणाली का सामान्य ज्ञान ।
नोट: निम्नलिखित बातो का ज्ञान अपेक्षित होगा
( ⅰ) भारतका सविधान के मुख्य निद्धांन
( ii) लोकगना और राज्य सभा में कार्यविधि नियमावली और कार्य सचालय नियमा- वली ; और
(iii) भारत सरकार की शात। व्यवन्या वः। गठ। मंत्रालय तथा विभागों और संन्बद्ध तथा अवीनय कार्यालयो में पदनाम तथा विषय विभाज और उनका परम्पर मबध ।
(4) सामान्य वित्तीय और सेवा नियम सदर्भद्रप्रय:--
(i) आधारभूत और पूरक निदम ( ए ० जी० पी० और टीका संग्रह) (ii) सी० एस ० आर ० ( केवल पेशन भाग) ।
(iii) केन्द्रीय सिविल सेवा ( आचार) नियम 1964 ।
(iv) केन्द्रीय सिविल सेवा ( वर्गीकरण, नियंत्रण एव अपील) नियम 1965 ।
(V) समान्य वित्तीय नियं सग्रह (नशोधित परिवधित) 1963 1 (iv) वित्तीय शक्ति प्रत्यायोजा नियम 1958 (भारत सरकार के निर्णय सहित) और प्रत्यायोज। भदेश दिनांक 1 जूर 1962 ।

(5) सामान्य ज्ञान ।
इस प्रश्न पत्त्र में वर्तमान समय के रोचक तथा महत्वपूर्ण विषयों पर प्रश्न पूछे जाएगे । पंच- वर्षीय योजनाओं और मामुदायिक विकास योजनाओं की मुख्य विशेषताओं के ज्ञान की परीक्षा लेने के लिए प्रश्न पूछे जाएगे, और राष्ट्रीथ तथा अन्तर्राष्ट्रीय वर्तमान घटना तक के प्रति ऐसी बुद्धिपरक जानकारी की भी परीक्षा ली जाएगी, जिनकी किसी शिक्षित व्यक्ति से प्रत्याशा की जा सकती है । उम्मीदवारों से उनके उतर में इस बात की अपेक्षा की जाती है कि वे प्रश्नों को अच्छी तरह समझते हैं, न कि उ हे किसी पाठ्य पुस्तक, रिसोर्ट आदि का विस्तृत ज्ञ है ।
