NOTIFICATION
New Delhi , the 28th August 1970
G.S.R. 1267. In exercise of the powers conferred by Section 24 of the Pass- ports Act , 1967 ( 15 of 1967 ) , the Central Government hereby makes the following rules further to amend the Passports Rules , 1967 , namely :-
1. ( 1 ) These rules may be called the Passports ( Second Amendment ) Rules , 1970 .
(2) They shall come into force on the date of their publication in the Official Gazette .
2. In Schedule II of the Passports Rules , 1967 , under the heading " PART I- PASSPORTS " , in the Table , for item III and the entries relating thereto the following item and the entries relating thereto shall be substituted , namely : --
" III . Diplomatic Passports ( 1 ) ( a) Officers of the Indian Foreign Service (Branch A) .
(b) Such officers of the Indian Foreign Service ( Branch B ) and other officers of the Ministry of External Affairs and other Ministries or Depart- ments of the Government of India who are proceeding abroad on

official business or are posted to Indian Missions or Posts abroad , as may be determined by the Central Government .
( c) The following members of the family of an official referred to in ( a) and (b) above , when travelling with , or joining , such officer at his post abroad , namely :-
Wife or official hostess , husband , dependent sons under 24 years and dependent unmarried daughter's , dependent father and mother .
NOTE . Any member of the family referred to in ( c ) above of an cacer who is actually holding a diplomatic assignment abroad may also issued a diplomatic passport for staying in a country other than the country of accreditation of the officer for study or cther approved purposes ; a diplomatic passport issued in such a case shall , however , be surrendered when thehe diplomatic assignment of the officer is terminated or when the officer is posted back to the headquarters .
( 2) ( a ) A person having or having been granted a diplomatic status , either because of the nature of his foreign mission or because of the position he holds , as may be determined by the Central Government .
(b) Wife or husband , dependent sons under 24 years and dependent un- married daughters of a person referred to in ( a ) above when accom panying the said person ."

जो० एस ० अ १० 1267.--पासपोट अधिनियम 1967 ( 1967 का 15 वां ) की धारा 24 द्वारा प्रदत्त अधिकारों का प्रयोग करते हुए केन्द्र सरकार इसके द्वारा पासपोर्ट नियम , 1967 में संशोधन करने के लिए नीचे लिखे नियम भी बनाती है, यथाः-
1. ( 1 ) इन नियमों को पासपोर्ट ( द्वितीय संशोधन ) नियम 1970 की संज्ञा दी जायगी ।
( 2) ये राजपत्र में प्रकाशिन होने के दिन से लागू हो जायेंगे ।
2. पासपोर्ट नियम , 1967 की अनुसूची-दो में " भाग-1-पासपोर्ट" शीर्षक के अन्र्तगत मद संख्या-3 की सारिणी तथा उससे सम्बद्ध प्रविष्टियों के स्थान पर निम्नलिखित मद तथा उपमे सम्बद्ध प्रविष्टियां रखी जायेंगी यथा:--
( III ) राजनयिक पासपोर्ट ( 1 ) ( क ) भारतीय विदेश सेवा शाखा ' क ' के अधिकारी ।
( ख ) भारतीय विदेश सेवा ( शाखाख ) के और विवेश मंत्रालय तथा भारत सरकार के दूसरे मंत्रालयों और विभागों के ऐसे अधिकारी जो सरकारी काम से विदेश जा रहे हैं अथवा भारतीय मिशन या विदशी केन्द्र में नियुक्त किए गए हों, जिनके बारे में केन्द्रीय सरकार निश्चय करे ।

(ग) ऊपर ( क) और ( ख ) में उल्लिखित किसी अधिकारी के परिवार के निम्न- लिखित सदस्य जब उसके साथ जा रहे हों अथवा विदेश स्थिप्त किसी केन्द्र में जहां वह हो, उसके पास जा रहे हों, यथा.--
पत्नी अथवा अधिकृत परिचारिका, पति, 24 वर्ष से कम उम्र के आश्रित पुत्र और अविवाहित आश्रित पुत्रियां और माता पिता, जो उन पर आश्रित हों ।
नोटः-किसी ऐसे अधिकारी के परिवार के ऊपर ( ग) में उल्लिखित किसी सदस्य को भी, जो विदेश में राजनयिक कार्य कर रहा हो, अधिकारी के प्रत्यापन के देश से इतर देश में अध्ययन अथवा किसी अन्य स्वीकृत उद्देश्य से ठहरने के लिए राजनयिक पासपोर्ट जारी किया जा सकता है लेकिन ऐसे मामलों में जारी यह राजनयिक पास- पोर्ट उस अधिकारी का राजन्नायक -कार्यभार समाप्त होने पर अथवा उसके पुन मुख्यालय में स्थानान्तरित हो जाने पर वापस कर दिया जायेगा ।
( 2) ( क) किसी भी ऐसे व्यक्ति को जिसे विदेश में अपने कार्य की प्रकृति के कारण अथवा अपने स्थान के कारण राजनयिक दर्जा खप्ता हो अथवा जिसे राजनयिक दर्जा दिया गया हो जैमा भी केन्द्र सरकार निश्चय करे ।
(ख) ऊपर ( क) में उल्लिखित व्यक्ति की पत्नी अथवा पति , 24 वर्ष से कम उम्र के आश्रित पुत्र तथा अविवाहित आश्रित पुत्तियां जब उसके साथ जा रहे हों ।
