MINISTRY OF FINANCE (Department of Economic Affairs ORDER New Delhi, the 12th September 1970
S.O. 3007.—The following Order made by the President is published for general information:—
Whereas by a Proclamation issued on the 4th August, 1970 under clause (1) of article 356 of the Constitution of India it has been declared that the powers of the Legislature of the State of Kerala shall be exerciseable by or under the authority of Parliament;
And whereas the Legislature of the State of Kerala has authorised expenditure from the Consolidated Fund of that State for the services of the financial year 1970-71;
And whereas the amount so authorised is found to be Insufficient in cases of certain services and also a need has arisen in certain cases for meeting additional expenditure not contemplated in the Annual Financial Statement of that year;
And whereas the House of the People is not in session and it is necessary to authorise expenditure from the Consolidated Fund of that State pending the sanction of such expenditure by Parliament;
Now, therefore, In pursuance of sub-clause (c) of clause (1) of article 357 of the Constitution, I, V. V. Giri, President of India, hereby authorise that, pending the sanction by Parliament, expenditure of sums not exceeding those specified in column 3 of the Schedule annexed hereto and amounting in the aggregate to the sum of one crore, sixteen lakhs, forty-seven thousand and nine hundred rupees may be incurred from and out of the Consolidated Fund of the State of Kerala towards defraying the several charges during the financial year 1970-71 in respect of the service's and purposes specified in column 2 of the said Schedule.
