New Delhi , the 14th October 1970
S.O. 3394. The following Order made by the President is published for general information :-
ORDER
Whereas I , V. V. Giri , President of India had on 16th October , 1969 made an Order , suspending for a period of one year the operation of certain provisions of the Government of Union Territories Act, 1963 ( 20 of 1963 ) ( hereinafter referred to as " the Act " ) in relation to the Union territory of Manipur , and making certain incidental and consequential provisions which appeared to me to be necessary and expedient for administering the Union territory of Manipur in accordance with the provisions of article 239 of the Constitution during the aforesaid period ;
And whereas I have received a report from the Administrator of the Union territory of Manipur and after considering the report and other information received by me , I am satisfled that the situation in the Union territory continues to be such that the administration of that territory cannot be carried on in accordance with the provisions of the Act and that for the proper administration of the Union territory it is necessary that the operation of the provisions of the Act suspended by me under the said Order should continue to remain suspended .

and the incidental and consequential provisions made therein should continue to operate beyond the period of one year mentioned in the sald Order;
Now, therefore , in exercise of the powers conferred by section 51 of the Act and all other powers enabling me in that behalf , I hereby direct-
(a) that the operation of the provisions of the Act suspended by virtue of clause ( a ) of my aforesaid Order shall continue to remain suspended and the incidental and consequential provisions made by virtue of clause ( b ) of the aforesaid Order shall continue to be operative , for a further period of six months with effect from the 16th day of October , 1970 ; and
(b) that for the words " one year " occurring in clause ( a) of the aforesaid Order, the words " one year and six months " shall be substituted .

एस ० श्रो ० 3394- राष्ट्रपति द्वारा जारी किया गया निम्नलिखित आदेश सर्वसाधारण के सूचनार्थ प्रकाशित किया जा रहा है :
आवेश
यतः मैंने , व ० वे ० गिरि, भारत के राष्ट्रपति ने , 16 अक्तूबर, 1969 को संघ राज्य-क्षेत्र शासन अधिनियम 1963 ( 1963 का 20 ) ( जिसे इसमें इसके पश्चात् " अधिनियम" कहा गया है ) के कतिपय उपबन्धों का प्रवर्तन मणिपुर संघ राज्य क्षेत्त के संबंध में एक वर्ष की कालावधि के लिए निलम्बित करते हुए और कतिपय श्रानुषंगिक और पारिणामिक उपबंध बनाते हुए जो मुझे उपर्युक्त कालाषधि में मणिपुर संघ राज्य क्षेत्र का प्रशासन संविधान के अनुच्छेद 239 के उपबन्धों के अनुसार चलाने के लिए धावश्यक ौर समीचीन लगे थे , एक आदेश किया था ;
और यतः मुझे मणिपुर संघ राज्य -क्षेत्र के प्रशासक से एक रिपोर्ट प्राप्त हुई है और उस रिपोर्ट तथा मुझे प्राप्त अन्य जानकारी पर विचार करने के पश्चात् मेरा यह समाधान हो गया है कि संघ राज्य- क्षेत्र में स्थिति अभी भी ऐसी बनी हुई है कि राज्य क्षेत्र का प्रशासन अधिनियम के उपबन्धों के अनुसार नहीं चलाया जा सकता और यह कि संघ राज्य क्षेत्र के उचित प्रशासन के लिए उक्त आदेश के अधीन मेरे द्वारा निलम्बित अधिनियम के उपबन्धों का प्रवर्तन निलम्बित रहना और उस आदेश में बनाए गए आनुषंगिक और पारिणामिक उपबन्धों का उक्त आदेश में वर्णिप्त एक वर्ष की कालावधि के बाद भी प्रर्तित रहना आवश्यक है ;
अतः अब, अधिनियम की धारा 51 द्वारा प्रदत्त शक्तियों का और उस निमित्त मुझे समर्थ बनाने वाली अन्य सभी शक्तियों का प्रयोग करते हुए मैं एतद्धारा निदेश देता हूं : --
(क ) कि मेरे उपरोक्त आदेश के खण्ड ( क ) के फलस्वरूप निलम्बित अधिनियम के उपबन्धों का निलम्बन और उपरोक्त भादेश के खण्ड ( ख ) के फलस्वरूप बनाए THE GAZETTE OF INDIA EXTRAORDINARY

गए आनुषंगिक और पारिणामिक उपबन्ध अक्तूबर 1970 के 16 वें दिन से छह मास की और कालावधि के लिए प्रतित रहेंगे ; और
(ख) यह कि उक्त श्रादेश के खण्ड ( क ) मैं " एक वर्ष " शब्दों के स्थान पर " एक वर्ष और छह मास " शब्द प्रतिस्थापित किए जाएंगे ।
