8.0 . 3401. - Whereas a vacancy has been caused in the Council of States by the resignation of Shri C. Achutha Menon , a member elected to the Council of States by the elected members of the Legislative Assembly of the State of Kerala , before the expiration of his term of office ;
Now, therefore , in pursuance of the provisions of sub- section ( 1 ) of section 147 of the Representation of the People Act . 1951 , the Election Commission hereby calls upon the elected members of the Legislative Assembly of the State of Kerala to elect , in accordance with the provisions of the said Act and of the rules and orders made thereunder , a person to fill the vacancy so caused before the 9th November , 1970.

एस० प्रो० 3401.-यतः कैरल विधान सभा के निर्वाचित सदस्यों द्वारा राज्य सभा के लिए निर्वाचित सदम्य श्री सी ० अच्युत मेमन द्वारा अपनी पदावधि के अवसान से पूर्व त्यागपत्र दे दिये जाने के कारण राज्य सभा में एक स्थान रिक्त हो गया है ;
अनः प्रब, लोक प्रतिनिधित्व अधिनियम 1951 की धारा 147 की उपधारा ( 1 ) के उपबन्धों के अनतरण में निर्वाचन आयोग केरल राज्य की विधान सभा के निर्वाचित सदस्यों से एतद्वारा अपेक्षा

करता है कि वे ऐसे हुई रिक्ति को भरने के लिए 9 नवम्बर , 1970 से पूर्व , उबत अधिनियम के भौर सङ्घ म बनाए गए नियमों और भ्रादेशों के उपबन्धों के अनुसार एक व्यषित निर्वाचित कर दें ।

8.0 . 3402.-In pursuance of the provisions of sub - section ( 1 ) of section 39 of the Representation of the People Act , 1951 , the Election Commission hereby appoints for the election to the Council of States to be held in pursuance of its Notification No. 100 / CS - KL / 2 / 70 , dated the 19th October , 1970-
(a) the 26th October , 1970 ( Monday ) as the last date for making nominations;
(b ) the 27th October , 1970 ( Tuesday) as the date for the scrutiny of nomina tions;
candidatures; (c) the 30th October , 1970 , ( Friday) as the last date for the withdrawal of (d) the 6th November , 1970 ( Friday) as the date on which a poll shall, if necessary , be taken; and
(e) the 9th November . 1970 ( Monday ) as the date before which the election shall be completed .

एस ० ग्रो ० 3402.--लोक प्रतिनिधित्व अधिनियम , 1961 की धारा 39 की उपधारा ( 1 ) के उपबन्धों के अनुसरण में निर्वाचन आयोग अपनी अधिसूचना सं०-100 / रा ० स ० -फेरल/ 2/ 70 तारीख 19 अक्तूबर , 1970 के अनुसरण में राज्य सभा के लिए होने वाले निर्वाचम के बारे में
(क) मामनिर्देशन करने के लिए अन्तिम तारीख 26 अक्टूबर, 1970 (सोमवार )
(ख ) नामनिर्देशन की संवीक्षा की तारीख 27 अक्टूबर , 1970 ( मंगलवार)
( ग) अभ्यर्थिता वापस लेने की अन्तिम तारीख
( शुक्रवार )
30 अषटूबर , 1970
(घ) वह तारीख जिसको यदि आवश्यक हो , तो मतदान होगा
6 नवम्बर , 1970 ( शुक्रवार )
( ङ) वह तारीख जिसके पूर्व निर्वाचन समाप्त कर दिया जाएगा
9 नवम्बर , 1970 (सोमवार) एतद्वारा नियत करता है ।

S.O. 3403.-In pursuance of section 56 of the Representation of the People Act 1951 , the Election Commission hereby fixes the hours from 9 A.M. to 2 P.M. , as the hours during which a poll shall , if necessary , be taken for the election to the Council of States to be held in pursuance of its Notification No. 100 /CS- KL / 2 /70 , dated the 19th October , 1970 .

एस० प्रो ० 3403.लोक प्रतिनिधित्व अधिनियम , 1951 की धारा 56 के धनुसरण मैं मिर्वाचन आयोग अपनी अधिसूचमा सं ० 100/रा ० स ० - फेरल/ 2/ 70 , तारीख 19 प्रवटूबर , 1970 के अनुसरण में राज्य सभा के लिए होने वाले निर्वाचन के लिए 9 बजे पूर्वान्ह से 2 बजे अपरान्ह तक का समय उस समय के रूप में एतद्वारा मियत करता है जिसके दौरान यवि मावश्यक हो तो, मतदान होगा ।

Government of Kerala, hereby designates the Secretary, Kerala Legislative Assem- bly, Trivandrum , to be the Returning Officer for the election to the Council of States to be held in pursuance of its Notification No. 100 / CS- KL / 2 / 70 , dated the 19th October , 1970 .

एस ० प्रो ० 3404. लोक प्रतिनिधित्व अधिनियम , 1951 की धारा 21 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए निर्वाचन आयोग , केरल सरकार के परामर्श से, अपनी अधिसूचना सं ० 100 / रा ० स ० -फेरल/ 2/ 70 , तारीख 19 अक्टूबर , 1970 के अनुसरण में राज्य सभा के लिए होने वाले निर्वाचन के लिए सचिव , केरल विधान सभा, विवेन्द्रम को रिटर्निग भ्राफिसर के रूप में एतद्वारा पदामिहित करता है ।
