S.O. 3880.- Whereas a vancancy has occurred in the Council of States by reason of the death of Shri Phool Singh , a member elected to the Council of States by the elected members of the Legislative Assembly of the State of Uttar Pradesh , before the expiration of his term of office ;

Now, therefore , in pursuance of the provisions of sub - section ( 1 ) of section 147 of the Representation of the People Act , 1951 , the Election Commission hereby calls upon the elected members of the Legislative Assembly of the State of Uttar Pradesh to elect, in accordance with the provisions of the said Act and of the rules and orders made thereunder , a person to fill the vacancy so caused before the 23th December , 1970 ,

एस ० श्रो ० 3880-यतः उत्तर प्रदेश विधान सभा के निर्वाचित सदस्यों द्वारा राज्य सभा के लिए निर्वाचित सदम्य श्री फूल म्हि को अपनी पदावधि के अवसान में पूर्व मृत्यु हो जाने के कारण , राज्य सभा म एक स्थान रिक्त हो गया है ;

अतः अब, लोक प्रतिनिधित्व अधिनियम , 1951 की धारा 147 की उपधारा ( 1 ) के उपबन्धों के अनुमरण में निर्वाचन आयोग उत्तर प्रदेश राज्य की विधान सभा के निर्वाचित सदस्यों से एत‌द्धःश अपेक्षा करता है कि वे ऐरो हुई रिक्ति को भरने के लिए 28 दिसम्बर , 1970 से पूर्व उवत अधिनियम के और तद्धीन बनाए गए नियमों और आदेशों के उपबन्धों के अनुसार एक व्यदित निर्वचित कर दें ।

S.O. 3881. - In pursuance of the provisions of sub - section ( 1 ) of section 39 of the Representation of the People Act , 1951 , the Election Commission hereby appoints for the election to the Council of States to be held in pursuance of its notification No. 100 / CS - UP / 3 / 70 ( 1 ) , dated the 3rd December , 1970 :-

(a) the 10th December , 1970 ( Thursday ) , as the last date for making nominations ;

(b) the 11th December , 1970 ( Friday ) , as the date for the scrutiny of nomi- nations;

(d) the 23rd December , 1970 ( Wednesday ) , as the date on which a poll shall , if necessary, be taken; and

(e) the 28th December , 1970 ( Monday ) , as the date before which the elec- tion shall be completed .

(क) नामनिर्देशन करने के लिए अन्तिम तारीख

10 दिसम्बर, 1970 (बृहस्पतिवार )

(ख) नामनिर्देशन की संवीक्षा की तारीख

11 दिसम्बर , 1970 (शुक्रवार)

(ग ) प्रथिता वापस लेने की अन्तिम तारीख

14 दिसम्बर , 1970 (सोमवार)

(घ ) वह तारीख जिमको यदि आवश्यक हो तो मतदान होगा

23 दिसम्बर , 1970 (बुद्धवार)

28 दिसम्बर , 1970 ( ङ) वह तारीख जिसके पूर्व निर्वाचन समाप्त कर दिया जाएगा

In pursuance of section 56 of the Representation of the People Act , 1951 , the Election Commission hercby fixes the hours from 10.30 A.M. to 3.30 P.M. as the hours during which a poll shall , if necessary, be taken for the election to the Council of States to be held in pursuance of its notification No. 100 / CS- UP / 3 / 70 (1 ) , dated the 3rd December , 1970 ,

एस० ओ ० 3882-लोक प्रतिनिधित्व अधिनियम , 1951 की धारा 56 के अनुसरण में निर्वाचन आयोग अपनी अधिसूचना सं ० 100/ रा ० स ० उ ० प्र ० 3/70 ( 1 ) तारीख 3 दिसम्बर , 1970 के अनुसरण में राज्य सभा के लिए होने वाले निर्वाचन के लिए 10-30- बजे पूर्वाह्न से 3-30 बजे अपराह्न तक का समय उस समय के रूप में एतद्वारा नियत करता है जिसके दौरान यदि आवश्यक हो तो , मतदान होगा ।

S.O. 3883.-In exercise of the powers conferrednferred by section 21 of the Represen- tation of the People Act , 1951 , the Election Commission , in consultation with the Government of Uttar Pradesh , hereby designates the Secretary , Uttar Pradesh Vidhan Mandal , Lucknow , to be the Returning Officer for the election to the Council of States to be held in pursuance of its notification No. 100 / CS - UP / 3 / 70 ( 1 ) , dated the 3rd December , 1970 .

एस ० श्रो ० 3883--लोक प्रतिनिधित्व अधिनियम , 1951 की धारा 21 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए निर्वाचन आयोग उत्तर प्रदेश सरकार के परामर्श से अपनी अधिसूचना सं ० 100 , रा ० सं ० उ ० प्र०/ 3 / 70 ( 1 ) , तारीख 3 दिसम्बर , 1970 के अनुसरण में राज्य सभा के लिए होने वाले निर्वाचन के लिए सचिव , उत्तर प्रदेश विधान मंडल लखनऊ को रिटर्निंग ऑफिसर के रूप में एतद्वारा पदाभिहित करता है ।

In exercise of the powers conferred by sub - section ( 1 ) of section 22 of the Representation of the People Act , 1951 , the Election Commission hereby appoints the Secretary , Uttar Pradesh Vidhan Sabha , Lucknow, to assist the Re- turning Officer for the election to the Council of States to be held in pursuance of its notification No. 100 / CS - UP / 3 / 70 ( 1 ) , dated the 3rd December , 1970 , in the performance of his functions .
