New Delhi , the 4th January 1972
G.S.R. 14 (E ) . Whereas I, F. G. T. Mentzes , have been authorised by the Vegetable Oil Products Controller for India , under sub - clause ( a) of clause (2 ) of the Vegetable Oil Products Control Order , 1947 to exercise the powers of the Controller under the said Order ( vide G.S.R. 882 , dated the 24th September , 1958 ) ;
And whereas , having regard to the capacity of each producer for the manufacture of vegetable oil products , the availability of raw oils and the need to maintain supplies of vegetable , oil products for meeting the requirements thereof in different parts of the country, it is necessary to specify the minimum quantity of such products which every such producer shall manufacture;

Now, therefore , in exercise of the powers conferred by clause 4A of the Vegetable Oil Products Control Order , 1947 , read with the notification of the Government of India in the late Ministry of Food and Agriculture No. G.S.R. 882, dated the 24th September , 1958 , I. F. G. T. Menezes , hereby direct that the minimum quantities of any quality or variety of vegetable oil product which a producer shall manufacture during the months of January - March , 1972 shall be not less than 5 per cent in excem of his production of such product during the corresponding months of 1971:
Provided that where any producer had not manufactured any vegetable oil product prior to January 1971 , his production of vegetable oil product during any of the months of January -March , 1972 , shall be not less than the maximum of his production of such product during any of the months of October , November and December , 1971:
Provided further that where the minimum quantity of vegetable oil product required to be manufactured by a producer during any month on the aforesaid basis exceeds his installed capacity for the manufacture of such vegetable oil product , the production of the vegetable oil product during that month shall be limited to his installed capacity:
Provided also that the Controller may , if he is satisfied that there are sufficient grounds for so doing , exempt . any producer or class of producers from the provisions of this Order .

सा० का ० मि ० 14 ( अ ) यतः मैं, एफ ० जी ० टी ० मेनेजेज , वनस्पति-तेल-उत्पाव नियंत्रण भादेश , 1947 के खण्ड 2 के उपखण्ड (क ) के अधीन भारत के वनस्पति-तेल -उत्पादन-नियंत्रक द्वारा, उक्त आदेश के अधीन नियंत्रक की शक्तियों का प्रयोग करने के लिए, प्राधिकृत किया गया (सा० का ० नि० 882 तारीख 24 सितम्बर , 1958 देखिए ) ;
और यतः, बनस्पति- तेल- उत्पाद के विनिर्माण के लिए हर एक उत्पादक की क्षमता, कच्चे तेलों की उपलभ्यता और देश के विभिन्न भागों में वनस्पति तेल उत्पाद की अपेक्षाओं को पूरा करने के लिए उसके प्रदाय को बनाये रखने की आवश्यकता का ध्यान रखते हुए , ऐसे उत्पाद का न्यनतम परिमाण विनिविष्ट करना आवश्यक है जिसका विनिर्माण ऐसा प्रत्येक उत्पादक करेगा;
प्रतः भ्रष, भारत सरकार के भूतपूर्व खाद्य और कृषि मंत्रालय की अधिसूचना सं ० सा ० का ० नि० 882 , तारीख 24 सितम्बर , 1958 के साथ पठित , वनस्पति-तेल -उत्पाद नियंत्रण भादेश , 1947 के खण्ड 4 क द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए , मैं, एफ ० जी० टी० मेनेजेज एतद्वारा सिंदेश देता हूं कि वनस्पति-तेल-उत्पाद की किसी क्वालिटी या किस्म के न्यूनतम परिमाण , जिसका विनिर्माण कोई उत्पादक 1972 के जमवरी - मार्च मास के दौरान करेगा, 1971 में उन्हीं माधों में ' हुए देखें उत्पाद के उसके उत्पादन से कम से कम 5 प्रतिशत से अधिक होगा:

परन्तु यदि किसी उत्पादक ने जनवरी 1971 से पूर्व किसी वनस्पति तेल उत्पाव का विनिर्माण नहीं किया हो तो 1972 के जनवरी -मार्च मास में से किसी के दौरान वनस्पति तेल उत्पाव का उसका उत्पादन 1971 के अक्तूबर, नवम्बर और दिसम्बर मास में से किसी के दौरान ऐसे उत्पाद के उसके अधिकतम उत्पादन से कम नहीं होगा:
परन्तु यह और कि यदि पूर्वोक्त आधार पर किसी भी मास के बौराम किसी उत्पादक द्वारा विनिर्मित करने के लिए वनस्पति तेल उत्पाद का अपेक्षित न्यूनतम परिमाण उसकी ऐसे वनस्पति तेल उत्पाद के विनिर्माण के लिए स्थापित क्षमता से अधिक हो तो उस मास में वनस्पति तेल उत्पाद का उत्पादन उसकी स्थापित क्षमता तक सीमित होगा :
परन्तु यह और भी कि यदि नियंत्रक का समाधान हो जाए कि ऐसा करने के पर्याप्त कारण है, तो वह किसी भी उत्पादक का उत्पादकों के वर्ग को इस आदेश के उपबंधों से छूट दे सकता है ।
