New Delhi , the 7th January 1972
S.O. 21 ( E) 18A/ IDRA/ 72.-Whereas the Central Government is of the opinion that Rajnagar Spinning , Weaving and Manufacturing Co. Ltd. , Ahmedabad, an indus- trial undertaking in respect of which an investigation has been made under Sec- tion 15 of the Industries ( Development and Regulation ) Act, 1951 ( 65 of 1951 ) , is being managed in a manner highly detrimental to public interest ; Now, therefore , ' in exercise of the powers conferred by Section 18- A of the said Act , the Central Government hereby authorises Gujarat State Textile Cor- poration ( hereinafter referred to as Authorised Controller ) to take over the management of the whole of the said undertaking, namely, Rajnagar Shipping, Weaving and Manufacturing Co. Ltd. , Ahmedabad , subject to the following terms and conditions , namely:-
( i ) The Authorised Controller shall comply with all directions issued from time to time by the Central Government ;
( ii ) The Authorised Controller shall hold office for five years from the date of publication in the official gazette of this notified order;
(iii ) The Central Government may terminate the appointment of the Autho- rised Controller earlier , if it considers it necessary to do so .
2. This Order shall have effect for a period of five years commencing from the date of its publication in the official gazette .

नई दिल्ली, 7 जनवरी , 1972
का० श्र० 21 ( प्र) / 18 था/ पाई ० डी० आर ० ए ०/ 72 .--यतः , केन्द्रीय सरकार को यह राय है कि राजनगर स्पिनिंग वीविंग एड मैन्यूफैक्चरिंग क ० लि ० अहमदाबाद नामक श्रौद्योगिक उपक्रम का जिसके संबंध में उद्योग ( विकास तथा विनियमन ) अधिनियम 1951 ( 1951 का 65 ) की धारा 15 के अधीन जांच की गई, प्रबंध इस ढंग से किया जा रहा है जो सार्वजनिक हित मे बहुत ही अहितकर है;
अतः प्रम उपर्युक्त अधिनियम की धारा 18 -क द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए केन्द्रीय सरकार एतद्वारा गुजरात राज्य वस्त्र निगम (जिसे एतदोपरान्त प्राधिकृत नियंत्रक कहा जाएगा ) को राजनगर स्पिनिंग कीविंग एंड मैन्यूफैक्चरिग कं ० लि० अहमदाबाद नामक उपर्युक्त संपूर्ण उपक्रम का प्रबंध अपने अधिकार में लेने के लिए निम्नलिखित शर्तों के अधीन प्राधिकृत करती है, अर्थात:--
( 1 ) प्राधिकृत नियंत्रक केन्द्रीय सरकार द्वारा समय समय पर दिये जाने वाले निदेशों का पालन करेगा ;
( 2 ) प्राधिकृत नियंत्रक इस अधिसूचित श्रादेश के सरकारी राजपत्र में प्रकाशित होने की तारीख से पांच वर्ष तक की अवधि के लिए कार्यभार संभालेगा ;
( 3 ) केन्द्रीय सरकार' यदि आवश्यक समझेगी तो उससे पूर्व भी इस प्राधिकृत नियंत्रक की नियुक्ति को रद्द कर सकती है ।
2. यह आदेश सरकारी राजपत्र में इसके प्रकाशित होने की तारीख से पांच वर्ष तक की अवधि के लिए प्रभावी रहेगा ।

Whereas the Central Government is of the opinion that there is likely to be substantial fall in the volume of production in respect of cotton textile manufactured in the industrial undertaking known as Bengal Laxmi Cotton Mills Ltd. , Calcutta , for which having regard to the economic con- ditions prevailing , there is no justification;
Now, therefore , in exercise of the powers conferred by section 15 of the Indus- tries (Development & Regulation ) Act , 1951 ( 65 of 1951 ) , the Central Govern- ment hereby appoints , for the purpose of making full and complete investigation into the circumstances of the case , a body of persons consisting of:-

का ० प्रा ० 22 ( प्र ) / 15/ प्राई ० डी ० आर ० ए०/ 71.--यतः केन्द्रीय सरकार की यह राय है कि बंगाल लक्ष्मी काटन मिल्स लिमिटेड कलकत्ता नामक श्रौद्योगिक उपक्रम में निर्मित सुती वस्त्रों के संबंध में उत्पादन के परिणाम में भारी गिरावट हुई है जिसके लिए विद्यमान आर्थिक स्थितियों को देखते हुए कोई औचित्य नहीं है ।
अतः अब उद्योग ( विकास तथा विनियमन ) अधिनियम, 1951 ( 1951 का 65 ) की धारा 15 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए केन्द्रीय सरकार मामले की परिस्थितियों की समग्र तथा पूर्ण जांच करने के प्रयोजनार्थ निम्नलिखित व्यक्तियों के एक निकाय की एतद्वारा नियुक्ति करती है:--
