NOTIFICATION
New Delhi , the 11th January 1972
G.S.R. 22 ( E ) . In exercise of the powers conferred by sub - section ( 1 ) of section 3 of the All - India Services Act, 1951 ( 61 of 1951 ) the Central Government , after consultation with the Governments of the States concerned , hereby makes the following rules , namely :-
1. Short title, application and commencement.- ( 1 ) These rules may be called the All - India Services ( Joint Cadre ) Rules , 1972 .
(2) They shall apply to a Joint Cadre constituted for any group of States other than the Joint Cadre of Union territories .
( 3 ) They shall come into force on the date of their publication in the Official Grzette.
2. Definitions. In these rules , unless the context otherwise requires ,-
(a) " Joint Cadre Authority " means the Committee of Representatives referred to in rule 4 .
(b ) " Constituent States " means the States in respect of which a Joint Cadre isformed .
3. Application of rules under the All India Service Act to members of All India Service borne on , and posts included in, Joint Cadres . Subject to the amend- ments made by rule 6. all rules made under the All - India Services Act 1951 (61 of 1951 ) and for the time being , in force , shall apply in relation to the members of the All India Services borne on the Joint Cadres of these services and in relation to the posts under the control of the Constituent States .

4. Committee of representatives .--- ( 1 ) There shall be a Committee consisting of a representative of each of the Governments of the Constituent States to be called the Joint Cadre Authority .
( 2 ) The representatives of the Governments of the Constituent States may elther be members of an All - India Service or Ministers in the Council of Ministers of the Constituent States , as may be specifled by the Governments of the Con- stituent States .
5. Duties and functions of the Joint Cadre Authority.- ( 1 ) The Joint Cadre Authority shall determine the names of the members of the All - India Services , who may be required to serve from time to time in connection with the affairs of each of the Constituent States and the period or periods for which their services shall be available to that Government .
( 2 ) Where there is a disagreement on any matter among the members of the Joint Cadre Authority , the matter shall be referred to the Central Government for decision and the Governments of the Constituent States shall give effect to the decision of the Central Government .
6. Amendment of certain rules . The rules shown in the Schedule to these rules shall be amended in the manner indicated therein ,
SCHEDULE
(See rule 6)
1. The All India Services ( Study Leave ) Regulations , 1960. In sub - regulation (1 ) of regulation 2 , after clause ( c ) , insert :-
" (d) 'State Government ' means the Joint Cadre Authority in relation to a member of an All India Service borne on a Joint Cadre . "
2. The All India Services ( Death- cum- Retirement Benefits ) Rules , 1958 .- ( a ) In sub - rule ( 1 ) of rule 2 , for clause ( m ) , substitute :-
" (m) ' State Government ' means the State Government on whose cadre the member of the Service was borne immediately before retirement or death and in relation to a member of an All - India Service borne on a Joint Cadre , the Joint Cadre Authority . "
(b ) In clause ( c ) of sub - rule ( 5 ) of rule 8 , for " credited to the Consolidated Fund of the State on whose cadre he is borne " substitute " credited to the Con- solidated Funds of the Constituent States , in such proportion as may be pres- cribed by the Joint Cadre Authority . "
3. The All India Services ( Provident Fund ) Rules , 1955. In rule 35 , insert at the end:-
"Explanation . For the purposes of this rule , ' Government ' , in relation to a member of the Service , borne on a Joint Cadre serving in connection with the afl'airs of a Constituent State , means the Joint Cadre Authority . "
4. The All India Services ( Travelling Allowances ) Rules , 1954. In rule 4 , insert at the end :-
"Provided that in the case of a member of the Service transferred or deputed to serve under a Constituent State , an order under this rule shall be passed by the Joint Cadre Authority . "
5. The All India Services ( Discipline and Appeal ) Rules , 1969. In sub - rule ( 3 ) of rule 7,-
( 1 ) in the proviso , for " Provided that " , substitute "Provided further that" ;
( ii ) before the proviso , insert : -
"Provided that in relation to the members of the Service borne on a Joint Cadre , the punishing Government shall consult the Joint Cadre Authority."

6. The All India Services ( Commutation of Pension ) Regulations , 1960.-In sub- regulation ( 1 ) of regulation 2 , for clause ( a ) , substitute :-
" ( a ) ' Government ' , in relation to the members of the Service borne on a Joint Cadre , means the Joint Cadre Authority . "
7. The All India Services ( Confidential Rolls ) Rules , 1970. In rule 2 , for clause (h ) , substitute :-
"( h) ' State Government' means the Government of the State on whose cadre the member of the Service is borne and in relation to a member of an All India Service borne on a Joint Cadre , the Joint Cadre Authority" .
8. The Indian Administrative Service ( Cadre ) Rules , 1954 .- ( a ) In rule 2 , for clause ( d ) , substitute :-
" ( d) ' State Government concerned' , in relation to a Joint Cadre , means the Joint Cadre Authority . "
(b ) After rule 11 , insert :-
" 11A . Authority to exercise certain powers in respect of members of the Service serving in connection with the affairs of the States constituting a Joint Cadre The powers of the State Government under the second proviso to sub - rule ( 1 ) rule 4 , under clause ( i ) of sub - rule ( 2 ) of rule 6 and under rules 7 , 10 and 1 . in relation to the members of the Service serving in connection with the affairs of any of the Constituent States shall be exercised by the Government of that State."
9. The Indian Administrative Service ( Recruitment ) Rules , 1954. In rule 2 , for clause ( h ) , substitute :-
" ( h ) ' State Government concerned' , in relation to a Joint Cadre , means the Joint Cadre Authority . "
10. The Indian Administrative Service ( Appointment by Promotion ) Regula- tions , 1955.- ( a ) In clause ( k ) of sub - regulation ( 1 ) of regulation 2 , for the existing sub - clause ( ii ) , substitute :-
" ( ii ) in relation to a group of States in respect of which a Joint Cadre of the Service is constituted , the Joint Cadre Authority ; "
(b ) After sub- regulation ( 2 ) of regulation 5 , insert : ---
"Explanation --The powers of the State Government under the second proviso to this sub - regulation shall be exercised in relation to the members of the State Civil Service of a Constituent State , by the Government of that State . "
11. The Incian Administrative Service ( Appointment by Selection ) Regulations , 1956. In clause ( b ) of sub - regulation ( 1 ) of regulation 2 , for sub -clause ( ii ) , substitute :-
" ( ii ) in relation to a group of States in respect of which a Joint Cadre of the Service is constituted , the Joint Cadre Authority. "
12. The Indian Administrative Service ( Probation ) Rules , 1954. In rule 2 , for clause ( i ) , substitute :-
" ( i ) ' State Government ' means the Government of the State to which a pro- bationer is allotted or deputed for practical training and in relation to a proba- tioner allotted to a Joint Cadre , the Joint Cadre Authority . "
13. The Indian Administrative Service ( Pay ) Rules , 1954 .- ( a) In rule 2 , for clause ( j ) , substitute :-
" ( j ) ' State Government concerned' , in relation to a Joint Cadre , means the Joint Cadre Authority . "
(b ) After rule 10D , insert : -
"10E Authority to exercise powers under rules 6, 7 and 9 in relation to a Joint Cadre. The powers under rules 6 and 7, in the case of a member of the Service borne on a Joint Cadre , shall be exercised by the Joint Cadre Authority . TY [PART II- THE GAZETTE OF INDIA EXTRAORDINARY

powers under rule 9 in relation to the members of the Service , and in relation to posts , corne on a Joint Cadre shall be exercised by the Government of the Constituent State concerned . "
14. The Indian Administrative Service ( Regulation of Seniority ) Rules , 1954. In rule 2 , for clause ( j ) , substitute :-
" ( j ) ' State Government concerned ' , in relation to a Joint Cadre , means the Joint Cadre Authority ."
15. The Indian Police ( Cadre ) Rules, 1954.-( a ) in rule 2, for clause ( d ) , sub- stitute:-
" ( d) 'State Government concerned ' , in relation to a Joint Cadre , means the Joint Cadre Authority . "
(b) After rule 11 , insert :-
" 11A Authority to exercise certain powers in respect of members of the Service serving in connection with the affairs of the States constituting a Joint Cadre.- The powers of the State Government unde , the second proviso to sup - rule ( 2 ) of rule 4, under clause ( 1 ) of sub - rule ( 2 ) of rule 6 and under rules 7 , 10 and 11. in relation to the members of the Service servingserving in connection with the affairs of any of the Constituent States shall be exercised by the Government of that State."
16. The Indian Police Service ( Recruitment ) Rules , 1954.-In rule 2 , for clause ( f) , substitute:
" ( f ) ' State Government concerned ' , in relation to a Joint Cadre , means the Joint Cadre Authority; "
17. The Indian Police Service ( Appointment by Promotion ) Regulations, 1955.- (a) In claclause ( k ) of sub - regulation ( 1 ) of regulation 2 , for the existing sub - clause (ii ) , substitute:-
"( ii ) in relation to a group of States in respect of which a Joint Cadre of the Service is constituted , the Joint Cadre Authority ; "
(b) In sub - regulation ( 2 ) of regulation 5. renumber the existing Explanation as Explanation 1 , and after Explanation 1 , insert :
"Explanation 2.- The powers of the State Government under Explanation 1 shall be exercised in relation to the members of the State Police Service of a Constituent State, by the Government of that State . "
18. The Indian Police Service ( Probation ) Rules , 1954. In rule 2 , for clause (1) , substitute:----
"( i ) ' State Government concerned' , in relation to a probationer allotted to a Joint Cadre , means the Joint Cadre Authority . "
19. The Indian Police Service ( Pay) Rules , 1954.-( a) In rule 2 , for clause ( j ) . substitute:-
" ( j ) 'The State Government concerned' , in relation to a Joint Cadre , means the Joint Cadre Authority . "
(b) After rule 10C , insert :-
" 10D Authority to exercise powers under rules 6 , 7 and 9 in relation to a Joint Cadre . The powers under rules 6 and 7 , in the case of a member of the Service borne on a Joint Cadre , shall be exercised by the Joint Cadre Authority . The powers under rule 9 in relation to the members of the Service , and in relation to posts , borne on a Joint Cadre shall be exercised by the Government of the Con- stituent State concerned . "
20. The Indian Police Service ( Regulation of Seniority ) Rules , 1954. In rule 2, for clause ( j ) , substitute :-
" ( 1 ) ' State Government concerned' , in relation to a Joint Cadre , means the Joint Cadre Authority ."

21. The Indian Police Service ( Uniform ) Rules , 1954. In rule 2 , for clause ( a ) . substitute: -
"( a ) 'Government' in relation to a member of the Service means the Govern- ment of the State on whose cadre such member is borne and in relation to a member of the Service , borne on a Joint Cadre , the Government of the Con- stituent State under which the member of the Service is for the time being serving;"
22. The Indian Forest Service ( Cadre ) Rules , 1966 .- ( a ) In rule 2 , for clause (d ) , substitute :-
"(d) ' State Government concerned ' , in relation to a Joint Cadre , means the Joint Cadre Authority . "
(b ) After rule 11 , insert :-
" 11A Authority to exercise certain powers in respect of members of the Service serving in connection with the affairs of the States constituting a Joint Cadre. The powers of the State Government under the second proviso to sub - rule ( 2 ) of rule 4, under clause ( i ) of sub - rule ( 2 ) of rule 6 and under rules , 7 , 10 and 11 in rela- tion to the members of the Service serving in connection with the affairs of any of the Constituent States shall be exercised by the Government of that State ."
23. The Indian Forest Service ( Recruitment ) Rules , 1966. In rule 2 , for clause (h ) , substitute :--
" (h ) ' State Government concerned ' , in relation to a Joint Cadre , means the Joint Cadre Authority . "
24. The Indian Forest Service ( Appointment by Promotion ) Regulations . 1966. ( a ) In clause ( f ) of sub - regulation ( 1 ) of regulation 2 , for the existing sub -clause ( ii ) , substitute :-
" ( ii ) in relation to a group of States in respect of which a Joint Cadre of the service is constituted , the Joint Cadre Authority ; "
(b) In regulation 3 , for sub - regulation ( 1 ) , substitute :-
" ( 1 ) There shall be constituted for each of the Joint Cadres a committee con- sisting of the Chairman of the Commission or where the Chairman is unable to attend, any other member of the Commission representing it and the following other members , namely :
( i) Chief Secretaries to the Government of the Constituent States .
( ii ) Chief Conservators of Forests of the Constituent States .
( iii ) a nominee of the Government of India not below the rank of a Joint Secretary ."
(c) In sub - regulation ( 1 ) of regulation 4 , renumber the existing Explanation as Explanation 1 , and after Explanation 1 , insert :
"Explanation 2. The powers of the State Government under this sub - regula- tion shall be exercised in relation to the members of the State Forest Service of a Constituent State , by the Government of that State . "
25. The Indian Forest Service ( Probation ) Rules , 1968. In rule 2 , after clause (h) , insert:--
"( 1 ) 'State Government' means the Government of that State to which a pro- bationer is allotted or deputed for practical training and in relation to a proba- fioner allotted to a Joint Cadre , the Joint Cadre Authority. "
26. The Indian Forest Service ( Pay ) Rules, 1968.- ( a) In rule 2 , for clause (k ) , substitute:-

" V 27. The Indian Forest Service ( Regulation of Seniority ) Rules , 1968.-In rule 2 , for clause ( k ) , substitute :-
" ( k) ' State Government concerned , in relation to a Joint Cadre , means the Joint Cadre Authority ; "

सा० सा ० नि० 22० श्र ) . अख्रिन भारतीय सेवा अधिनियम , 1951 ( 1951 का 61 ) की धाग 3 की उपधारा ( 1 ) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए केन्द्रीय सरकार सम्बद्ध राज्यों की सरकारों के साथ परामर्श पश्चात एतदद्वारा निम्नलिखित नियम बनाती है, अर्थात : --
1. संक्षिप्त शीर्षक , लागू होना और प्रारंभ ( 1 ) गे नियम अखिल भारतीय सेवा ( सयुक्त मार्ग ) नियमावली, 1972 कहे जा भकेंगे ।
(2) ये नियम संघ राज्य क्षेत्रों के सयुक्त संवर्ग को छोड़ कर किमी भी राज्य- समूह के लिए गठित किये गये संयुक्त संवर्ग के सम्बद्ध में लागू होंगे ।
( 3) ये नियम सरकारी राज्य में इन के प्रकाशन की तारीख से लागू हो जायेंगे ।
2. परिभाषाएं :-इन नियमों में जब तक कि संदर्भ द्वारा अन्यथा अपेक्षिन न हो,
(क) "संयुक्त वर्ग प्राधिकरण " का अभिप्राय नियम 4 में उल्लिखित प्रतिनिधियों की समिति में है ।
(ख ) " घटक राज्यों" का श्रभित्राय उन राज्यों ने है जिनके सम्बन्ध में कोई संयुक्त सवर्ग र्गा न किया गया हो ।
3. संयुक्त संवर्ग की अखिल भारतीय सेवा में लिए गये सवस्यों और शामिल किए गये पदों पर अखिल भारतीय सेवा प्रधिनियम के श्रधीन नियमों का लागूकरण-नियम 6 द्वारा किये गगे मशो- धनों के अधीन, अखिल भारतीय सेवा अधिनियम , 1951 ( 1951 का 61 ) श्रग्रीन बनाये गये सभी नियम और फिलहाल के लिए प्रवर्तनाधीन इन सेवाओं के संयुक्त संवर्ग में लिये गये अखिल भारतीय सेवाओं के सदस्यो यो सम्बद्ध में और घटक राज्यों के नियंत्रण के अधीन पदों के सम्बन्ध में लागू होंगे ।
4. प्रतिनिधियों की समिति ( 1 ) धटक राज्यों की प्रत्येक सरकार के एक- एक प्रतिनिधि की एक समिति होगी जिसे संप्रवत मवर्ग प्राधिकरण कहा जायेगा ।
( 2) घटक राज्यों की सरकारों के प्रतिनिधि या तो अखिल भारतीय सेवा के सदस्य होंगे अथवा घटक राज्यों की मंत्रि परिषद के मंत्री होगे जैशा कि घटक राज्यों की सरकारों द्वारा निर्दिष्ट किया गया हो ।

5. संयुक्त संवर्ग प्राधिकरण के कार्य ( 1 ) संपृक्त सवर्ग प्राधिकरण अखिल भारतीय सेवाओं के उन सदस्यों के नाम निश्चित करेंगी जो समय समय पर प्रत्येक घटक राज्य के कार्यों के संबंध में सेवाएं प्रपेक्षित हो वह उस अवधि अथवा अवधियों को भी निश्चित करेगी जिनके लिए उस सरकार को उनकी संत्राएं उपलब्ध होंगी ।
( 2) संयुक्त मंत्रर्ग प्राधिकरण के सदस्यों के बीच जहां कोई अनहमती होगी वह मामना विनिश्चय के लिए अन्द्रीय सरकार को भेजा जायगा और घटक राज्यों को सरकारें केन्द्रीय सरकार के विनिश्चय को कार्यान्त्रित करेगी ।
6. कतिपय नियतों का संशोधनः इस नियमावनी की अनुसूची में दिये गये नियमों को, उस उल्लिखित ढंग से मंगोधिन किया जायगा ।
अनुसूची
(नियम 6 देख )
1. अखिल भारतीय सेवा ( अध्ययन छट्टी ) विनियम , 1960 -निनियम 2 के उप -विनियम (1) में खट (ग) पश्चात् निम्नलिखित ज..--
" ( घ ) राज्य सरकार का अभिप्राय संयुक्त सत्रर्ग में लिए गये अख्रिन भारतीय संत्रा के किसी सदस्य के संबंध में संयुक्त सवर्ग प्राधिकरण में है । "
2. अखिल भारतीय सेवा ( मृत्यु तथा निवृत्ति लाभ ) नियमावली, 1958.-(क ) नियम 2 के उपनियम ( 1 ) ब्रड ( इ ) का स्थान पर निभ्र्ता जिन प्रतिस्थापित किया जाए : ---
" ( इ ) राज्य सरकार का अभिप्राय उम राज्य सरकार में है जिनक संवर्ग में संत्रा का कोई सदन्य सेवा निवृत्ति अथवा मृत्यु से तत्काल पूर्व लिया गया हो और जो किसी संयुक्त सवर्ग में लिये गये अखिल भारतीय सवा के किसी सदस्य सत्र में मंनूवल संवर्ग प्राधिकरण है ।"
(ख ) नियम 8 के उप नियम ( 5) ( ग ) में "जिस राज्य के संवर्ग में लिए गये हों उसकी सक्ति विधि में जमा " के स्थान पर यह प्रतिस्थापित किया जाय " बटक राज्यों की समेकित निधि में इस अनुपात में जमा जितना कि सग्रक्त सत्रर्ग प्राधिकरण द्वारा विहित किया जाय ।
3. अखिल भारतीय सेवा ( भविष्य निधि ) नियमावली , 1955 नियम 35 में अन्त में निम्नलिखिन जड़े-
"व्याख्या-इम नियम के प्रयोजन हनिए 'सरकार' मंत्रस्त मंत्रर्ग में लिए गये सेना के किसी सदस्य दो मंत्रच नं, जो घटक सरकार के मामनो के सम्बन्ध में सेवा कर रहा हो, का अभित्राय संयुक्त संवर्ग प्राधिकरण में है । "
4. अखिल भारतीय सेवा (यात्रा भत्ते) नियमावली. 1954.-नियम 4 में अंत में निम्नलिखित जड़ें
" यह व्यवस्था की जाती है कि से । क किसी ऐसे सदस्य के मामने में , जो घटक राज्य के अधीन काम करने लिए अन्तरित अथवा प्रतिनियुक्त किया गया हो , इस नियम के अधीन आदेश सयुक्त संवर्ग प्राधिकरण द्वारा पास किया जायगा । " THE GAZETTE OF INDIA EXTRAORDINARY

5. अखिल भारतीय सेवा ( अनुशासन तथा अपील ) नियमावली , 1969.-नियम 7 के उपनियम ( 3 ) में-
(i) परन्तुक में "व्यवस्था की जानी है क्रि " के स्थान पर यह प्रतिस्थापित किया जाय : "यह भो व्यवस्था को जाता है कि,"
( ii ) पर तुम से पहने निम्नलिखित जोड़े :--
"यह व्यवस्था की जाती है कि संयुक्त संवर्ग गिर गये सेवा के सदस्यों संबंध में दंड देने वाली सरकार संयुक्त संवर्ग प्राधिकरण में परामर्श करेगी । "
6. अखिल भारतीय सेवा ( पेंशन का रुपाम्तकरण ) विनियमावली 1960 -विनिमय 2 के उप-विनियम ( 1 ) में खंड (क ) कस्थान तर निम्मःलख प्रतिस्थापित किया जाय:--
" (क) 'सरकार, संयुक्त संवर्ग में एक सदस्यों के संबंध का अभिप्रायः संयुक्त संवर्ग प्राधिकरण से है । "
7. अखिल भारतीय सेवा ( गोपनीय पुस्तक ) नियमावली 1970--नियम 2 में खंड (ज) के स्थान पर निम्नलिखित प्रतिस्थापित किया जाय: -
" ( ज ) राज्य सरकार का अभिप्राय उस राज्य सरकार से है जिसके सं गं में सेवा का सदस्य लिया गया हो और संयुक्त संवर्ग में लिए गये अखिल भारतीय सेवा के किसी दस्य के सम्बन्ध में, संयुक्त संदर्ग प्राधिकरण है । "
8. भारतीय प्रशासन सेवा ( संत्रर्ग ) नियमावली , 1954 ( क ) नियम 2 में खंड (घ ) के स्थान पर निम्नलिखित प्रतिस्थापित किया जाय :--
" ( घ ) ' सम्बद्ध राज्य सरकार' का, संयुक्त सं गं के सम्बन्ध में, अभिप्राय संयुक्त संवर्ग प्राधिकरण से है । "
(ख ) नियम 11 के पश्चात् निम्नलिखित जोड़ें:--
" 11.क संयुक्त संवर्ग की घटक सरकारों के मामलों के सम्बन्ध में कार्य करने वाले सेवा के सदस्यों के सम्बन्ध में कतिपय शक्तियों का प्रयोग करने का प्राधिकार " :----
किसी भी घटक राज्य के मामलों के सम्बन्ध में कार्य करने वाले सेवा के सदस्यों के सम्बन्ध में नियम 4 के उप - नियम ( 2 ) में द्वितीय परन्तुक के अन्तर्गत , नियम 6 उप- नियम ( 2 ) के खंड ( 1 ) तथा नियम 7 , 10 और 11 के अन्तर्गत राज्य सरकारों की शक्तियों का प्रयोग उस राज्य की सरकार द्वारा किया जायगा । "

10. भारतीय प्रशासन सेवा ( पदोन्नति द्वारा नियुक्ति ) विनियमावली, 1955.-(क ) विनियम 2 के उप-विनियम ( 1 ) के खंड ( ट) में विद्यमान उप-खंड ( ii ) के स्थान पर निम्नलिखित प्रतिस्थापित किये जायें:-
" ( ii) राज्यों के उस समूह के सम्बन्ध में जिसके सम्बन्ध में मेया के संयुक्त संदर्ग का गठन किया गया है, संयुक्त संवर्ग प्राधिकरण,"
( ख ) विनियम 5 के उप-विनियम ( 2) के पश्चात निम्नलिखित जोड़े:-
"व्याख्या -घटक राज्य की सिविल सेवा के सदस्यों के सम्बद्ध में इस उप- विनिमय के द्वितीय परन्तुक के अधीन राज्य सरकार की जक्तियों एक प्रयोग उस राज्य की सरकार द्वारा किया जायगा । "
11. भारतीय प्रश सन सेवा ( प्रवरण द्वार नियुक्ति ) विनियम वली, 1956.--विनियम 2 के उप -विर्वानयम ( 1 ) के खंड ( ख) में उप-खंड ( 22) के स्थान पर निम्नलिखित प्रतिस्थापित किया जाय : -
"( ii ) राज्य के उस समूह के सम्बन्ध में जिसके सम्बद्ध में सेवा का संदर्ग गठित किया गया है संयुक्त संर्ग प्राधिकरण । "
12. भारतीय प्रश सत्र सेत्र ( परिवीक्षा) नियम वली, 1954-नियम 2 में खंड (१) के स्थान पर निम्नलिखित प्रतिस्थापित किया जाय :--'
" ( i)' ' राज्य सरकार' का श्रभिप्राय उस राज्य की सरकार से है जिसे कोई परिवीक्षा अधि कारी आवंटित किया जाता है अथवा व्यवहारिक पंशक्षा के किए प्रतिनियुक्त किया जाता है और किसी एत्री परिवीक्षाधीन अधिकारियों के सम्बन्ध में है जो किसी संयुक्त संवर्ग , संयुक्त सं 'र्ग प्राधिकरण , को श्रावंटित किया गया हो । "
13. भारतीय प्रशासन सेवा ( वेतन ) नियमावली, 1954. (क ) नियम 2 में खंड ( य ) के स्थान पर निम्नलिखित प्रतिस्थापित किया जाय : -
( य ) ' सम्बद्ध राज्य सरकार' का, संयुक्त संर्ग के सम्बन्ध में अभिप्राय संयुक्त संवर्ग प्राधिकरण से है । "
(ख ) नियम 10 घ के पश्चात निम्नलिखित जोड़ :-
" 10 ङ संयुक्त संवर्ग के सम्बन्ध में नियम 6, 7 और के अधीन शक्तियों का प्रयोग करने के लिए प्राधिकार
संयुक्त संर्ग में लिए गये सेवा के सदस्यों के मामले में निरम 6 नथा 7 के अधीन शक्तियों का प्रयोग संयुक्त सं र्ग प्राधिकरण द्वारा किया जायगा । संयुक्त सं गं में लिए गये नवा के सदस्यों के सम्बन्ध में और पदों के सम्बन्ध में नियम 9 के अधीन शक्तियों का प्रयोग सम्बद्ध घटक राज्य की सरकार द्वारा किया जायगा । "
14. भारतीय प्रशासन सेवा ( वरिष्ठता का विनियमा) नियमावली 1954.-नियम 2 में खण्ड (य ) के स्थान पर निम्नलिखित प्रतिस्थापित किया जा?:--
" (य ) 'सम्बद्ध राज्य सरकार ' का सयुक्त सवर्ग के सम्बन्ध में अभिप्राय संयुक्त संवर्ग प्राधिकरण से है । " [ PART II- 80

15. भारतीय पुलिस सेवा ( संवर्ग ) नियमावली , 1954-( क ) नियम 2 में खण्ड ( ध) के स्थान पर निग्नलिखित प्रतिस्थापित किया जाये:--
" (घ) 'सम्बद्ध राज्य सरकार' का, सयुक्त संवर्ग के सम्बन्ध में , अभिप्राय संयुक्त संवर्ग प्राधिकरण से है । "
(ख) नियम 11 के पश्चात् निम्नलिखित जोड़ें :-
" 11 क संयुक्त संवर्ग की घटक सरकारों के मामलों के सम्बन्ध में कार्य करने वाले सेवा के सवस्यों के सम्बन्ध में कतिपय शक्तियों का प्रयोग करने का प्राधिकार:-
किसी भी घटक राज्य के मामलों के सम्बन्ध में कार्य करने वाले सेवा के सदस्यों के सम्बन्ध में नियम 4 के उपनियम ( 2 ) के द्वितीय परन्तुक के अन्तर्गत नियम 6 के उपनियम ( 2 ) के खण्ड- ( i) के अन्तर्गत तथा नियम 7, 10 और 11 के अन्तर्गत राज्य सरकारों की शक्तियों का प्रयोग उस राज्य की सरकार द्वारा किया जायेगा । "
16. भारतीय पुलिस सेवा ( भर्ती) नियमावली, 1954.-नियम 2 में खण्ड (च ) के स्थान पर निम्नलिखित प्रतिस्थापित किया जाये:--
" (च) 'सम्बद्ध राज्य सरकार' का , सयुक्त संवर्ग के सम्बन्ध में अभिप्राय सयुक्त संवग प्राधिकरण से है ; "
17. भारतीय पुलिस सेवा ( पदोन्नत्ति द्वारा नियुक्ति) विनियमावली , 1955.-(क) विनियम 2 के उप - विनियम ( 1 ) के खण्ड (ट) में विद्यमान उपखण्ड ( ii) के स्थान पर निम्नलिखित प्रतिस्थापित किये जायें:-
" ( ii ) राज्यों के उस समूह के सम्बन्ध में जिसके सम्बन्ध में सेवा के संयुक्त संवर्ग का गठन किया गया है, संयुक्त सवर्ग प्राधिकरण; "
(ख) विनियम 5 के उ विनियम ( 2 ) में विद्यमान व्याख्या की संख्या व्याख्या -1 कर दें तथा व्याख्या-1 के पश्चात् निम्नलिखित जोड़ें :
"व्याख्या 2-घटक राज्य की राज्य की पुलिस सेवा के सदस्यों के सम्बन्ध में व्याख्या -1 के अधीन राज्य सरकार की शक्तियों का प्रयोग उस राज्य की सरकार द्वारा किया आयेगा ।"
18. भारतीय पुलिस सेवा ( परिवीक्षा ) नियमावली , 1954. नियम 2 में खण्ड (1 ) के स्थान पर निम्नलिखित प्रतिस्थापित किया जाये:-

19. भारतीय पुलिस सेवा ( वेतन ) नियमावली, 1954.---(क ) नियम ( 2 ) के खण्ड (अ) के स्थान पर निलिखित प्रतिस्थापित किया जाये : -
" (ञ) 'सम्बद्ध राज्य सरकार' का, संयुक्त संवर्ग के सम्बन्ध में अभिप्राय संयुक्त संवर्ग प्राधिकरण से है । "
(ख ) नियम 10 ग के पश्चात् निम्नलिखित जोड़ें : --
" 10 ष संयुक्त संवर्ग के सम्बाध में नियम 6 , 7 और 9 के अधीन शषितयों का प्रयोग करन के लिए प्राधिकार :
संयुक्त संघर्ग मे लिये गये सेवा के सदस्यो के मामले में नियम 6 तथा 7 के अधीन शक्तियों का प्रयोग संयुक्त संवर्ग प्राधिकरण द्वारा किया जायेगा । संयुषत संवर्ग में लिये गये सेवा के सदरयों के सम्बन्ध में, और पदों के सम्बन्ध में नियम 9 के अधीन शक्तियों का प्रयोग सम्बद्ध घटक राज्य की सरकार द्वारा किया जायेगा । "
20. भारतीय पुलिस सेवा ( वरिष्ठता का विनियमम ) नियमावली , 1954-- नियम 2 में खण्ड ( ञ ) के स्थान पर निम्नलिखित प्रतिस्थापित किया जाये :-
" (न ) ' सम्बद्ध राज्य सरकार' का संयुक्त संवर्ग के सम्बन्ध में अभिप्राय संयुक्त संवर्ग प्राधिकरण से है । "
21. भारतीय पुलिस सेवा ( वर्षी ) मिमयावली, 1954.--नियम 2 में खण्ड (क ) के स्थान पर निम्नलिखित प्रतिस्थापित किये जायें :--
" ( क) ' सरकार' का, सेबा के सदस्यों के सम्बन्ध में , अभिप्राय उस राज्य की सरकार से है जिसके संवर्ग में इस प्रकार का सदस्य लिया गया हो और सेवा के किसी ऐसे - सदस्य के सम्बन्ध में जो सयुक्त संवर्ग में लिया गया हो उस घटक राज्य की सरकार - से है जिसके अन्तर्गत सेवा का सदस्य फिलहाल कार्य कर रहा हो ; "
22. भारतीय वन सेवा ( संवर्ग ) नियमावली, 1966. (क ) नियम 2 में, खण्ड (घ ) के स्थान पर निम्नलिखित प्रतिस्थापित किया जाये:-
" (घ ) ' सम्बद्ध राज्य सरकार' का , संयुक्त संवर्ग के सम्बन्ध में , श्रभिप्राय संयुक्त संवर्ग प्राधिकरण से है । "
(ख) नियम 11 के पश्चात्, निम्नलिखित जोड़ें :--
11.क संयुक्त संवर्ग की घटक सरकारों के मामलों के सम्बन्ध में कार्य करने वाले सेवा सवस्यों के सम्बन्ध में कितपय शक्तियों का प्रयोग करने का प्राधिकार:-

23. भारतीय वन सेवा ( भर्ती ) नियमावली, 1966.-नियम 2 में , खण्ड ( ज ) के स्थान पर निम्नलिखित प्रतिस्थापित किया जाये : --
" (ज ) 'सम्बद्ध राज्य सरकार ' का, संतुस्त संगने के सम्बन्ध में , अभियान संयुक्त संजये प्राधिकरण से है । "
24. भारतीय वन सेवा ( पशेप्रति द्वारा नियुक्ति ) निरात्री 1966--( क) त्रिनियम 2 के उपविनित्म ( 1 ) के खण्ड (च ) में नियमान उन खण्ड ( ii) के स्थान पर निम्नलिखित प्रतिस्थापित किये जायें:-
" (ii) राज्यों के उन मनूह के सम्बन्ध में जिन हे सम्बन्ध में क्षेत्रा के संयुक्त सत्रण का गठन किया गया है , संयुक्त सत्रर्ग प्राधिकरण; "
(ख ) विनियम 3 में डाविनियन ( १) के स्थान पर निम्नलिखित प्रतिस्थानित किया जाये :--
" ( 1 ) प्रत्येक संयुक्त काडर के लिए एह सनिति गठित की जायेगी जिज़रें आयोग का अध्यक्ष, अथवा अध्यक्ष के अस्थित होने में अपनर्थ होने पर आयोग का कोई अन्य सदस्य उस का प्रतिनिधित्व करेगा , मोर निम्नजिव्रित अन्य सदस्य होंगे, अर्थात्ः--
( i) घटक राज्यों को सरकार के मुख्य सचिव ।
(ii ) घटत राज्यों के हुय वन पाल ।
(iii) भारत सरकार का मनोनीत अधिकारी , जो संयुक्त सचित्र से नीचे के पद पर न हो । "
(ग ) विनियम 4 के जाविनियम ( १ ) में विद्यमान व्याख्या की संख्या को व्याख्या 1 कर दें, और व्याख्या -1 के पश्चात् निम्नलिखित जोड़ें :---
" याख्या 2-इम उपविनिषप के अधीन राज्य सरकार की शक्तियों का घटक राज्य की राज्य वन सेवा के सदस्यों के सम्बन्ध में जो उस राज्य को सरकार द्वारा क्रिया जायेगा । "
25. भारतीय वन सेत्रा (परिवीक्षा ) नियमावली, 1988 नियम 2 में , खण्ड (ज ) के पश्चात् निम्नलिखित जोड़ें : --
" ( ⅰ) ' राज्य सरकार' का अभियान उन राज्य को सरकार ने है जिने कोई परिवीक्षाधीन अधिकारी आबंटित किया गया हो अथवा व्यत्ररित प्रशिक्षण के लिए भेजा गया हो और संयुक्त पत्रर्ग को आजटित किये गये परिवीक्षाधीन अधिकारो के सम्बन्ध में संयुक्त संवर्ग प्राधिरुर्ण ते है । " 820 δκα. 30)]

26. भारतीय वन सेवा ( बेतम ) नियमावली , 1968 ( क) नियम 2 में, खण्ड (ट ) के स्थान पर निम्नलिखित प्रतिस्थापित किया जाये :-
" (ट ) ' सम्बद्ध राज्य सरकार' का संयुक्त संवर्ग के सम्बन्ध में अभिप्राय संयुषत संवर्ग प्राधिकरण से हैं । "
(ख) नियम 9 के पश्चात् निम्नलिखित जोड़ें :--
" एक संयुक्त संवर्ग के संबन्ध में नियम 6, 7 तथा 9 के अधीन शक्तियों का प्रयोग का प्राधिकार:-संयुक्त सवर्ग में लिये गये इस सेवा के सदस्यों के सम्बन्ध में नियम 6 तथा 7 के अधीन शक्तियों का प्रयोग संयुक्त संवर्ग प्राधिकरण द्वारा किया जायेगा । संयुक्त संवर्ग में लिए गये इस सेवा के सदस्यों के सम्बन्ध में तथा पर्थों के सम्बन्ध में नियम 9 के अधीन शक्तियों का प्रयोग सम्बद्ध घटक राज्य की सरकार द्वारा किया जायेगा ।
27. भारतीय वन सेवा ( वरिष्ठता का विनियमम ) नियमावली , 1968.- नियम 2 में, खण्ड ( ट ) के स्थान पर निम्नलिखित प्रतिस्थापित करें:-
" ( ट ) 'सम्बद्ध राज्य सरकार ' का संयुक्त संवर्ग के सम्बन्ध में अभिप्राय संयुक्त संवर्ग प्राधिकरण से है ; "
