5.0 . 28E. The following order made by the President is published for general Information.
ORDER
Whereas by a Proclamation issued on the 15th June , 1971 , under clause ( 1 ) of article 356 of the Constitution of India it has been declared that the powers of the Legislature of the State of Punjab shall be exercisable by or under the autho- rity of Parliament ;
And whereas Parliament has authorised expenditure from the Consolidated Fund of that State for the service of the financial year 1971-72 ;
And whereas the amount so outhorised is found to be insufficient in cases of certain services and also a need has arisen in certain cases for meeting additional expenditure not contemplated in the Annual Financial Statement of that year ;
And whereas the House of the People is not in session and it is necessary to authorise expenditure from the Consolidated Fund of that State pending the sanction of such expenditure by Parliament ;
Now, therefore, in pursuance of sub - clause ( c ) of clause ( 1 ) of article 357 of the Constitution , I , V. V. Giri , President of India, hereby authorise that , pending the sanction by Parliament expenditure of sums not exceeding those specified in

column 3 of the Schedule annexed hereto and amounting in the aggregate to the sum of nine crores , twenty - sıx lakhs and ninety thousand rupees may be incurred from and out of the Consolidated Fund of the State of Punjab towards defraying the several charges during the financial year 1971-72 in respect of the services and purposes specified in column 2 of the said Schedule

का ० आ ० 28 ( श्र ) ---राष्ट्रपति द्वारा किया गया निम्नलिखित श्रदेश श्रम सूचना के लिए प्रकाशित किया जाता है ।
आदेश
चूंकि भारत के मविधान के अनुच्छेद 356 के खण्ड ( 1 ) के अधीन 15 जून , 1971 को जारी की गयो उद्घोषणा के द्वारा यह घोषित किया गया है कि पंजाब राज्य के विधान मण्डल की शक्तियों का प्रयोग मसद द्वारा या समद के प्राधिकार के अन्तर्गत किया जा सकेगा ,
और बूकि संसद ने 1971-72 के वित्तीय वर्ष की सेवाओं के लि । उस राज्य की समेकित निधि से व्यय किये जाने को प्राधिकृत क्यिाहै ,
और चूकि कुछ सेवाश्रां के मामलों मे इस प्रकार प्राधिकृत व्यय की रकम कम पड गयी है और साथ ही कुछ मामलों में ऐसे अतिरिक्त व्यय की आवश्यकता पैदा हें गयी है जिसकी कल्पना उस वर्ष के वार्षिक वित्तीय विवरण मे नही की गयी थी ,
और चूकि लोक- सभा का सत्र नही हो रहा है और जब तक राज्य की समेकित निधि से व्यय किये जाने को समद द्वारा प्राधिकृत नहीं किया जाता तब तक उससे व्यय किये जाने की मंजूरी देना भावश्थक है , THE GAZETTE OF INDIA EXTRAORDINARY

इसलिये , अब संविधान के अनुच्छेद 357 के खण्ड ( 1 ) के उप - खण्ड ( ग ) के अनुसार , मैं , भारत का राष्ट्रपति , बो० बो० गिरि, एतद्द्वारा इस बात का प्राधिकार प्रदान करता हूं कि इस आदेश के साथ लगाया गर्न अर्च के स्तम्भ 2 में उल्लिखित सेवाओं और प्रयोजनों के सम्बन्ध मे 1971-72 के वित्तोय वर्ष में होने वाले अनेक प्रकार के खर्चों को पूरा करने के लिये , पंजाब राज्य को समेकित निधि से, ससद को मजूरी मिलने तक , इतनी रकमें खर्च की जाय जो उक्त अनुसूची केस्तम्भ 3 में उल्लिखित रकर्मों से अधिक न हों और जिनका जोड़ नौ करोड़ छब्बीस लाख नध्ये हजार रुपया है ।
