S.O. 29E .- The following Order made by the President is published for general information :--
ORDER
Whereas I , V. V. Giri , President , of ' ndia , had on 16th October , 1969 , made an Order , suspending for a period of one year the operation of certain prov.sions of the Government of Umon Territories Act , 1963 ( 2) of 1963 ) ( hereinafter referred to as " the Act " ) in relation to the Union territory of Maripur , and making certain incidental and consequential provis ons which appeared to me to be necessary and expedient for administering the Union tercitory of Manipur in accordance with the provisions of article 239 of the Constitution during the aforesaid period; And whereas I had on 13th Octcber , 1970 , 14th April , 1971 and 12th October , 1971 made further Orders continuing the suspension of operation of the provisions of the Act for a further total pericdc one year and three months beyond the date on which the first - mentioned Cider would o herwise have expired ;
And whereas I ara satısued that the situation in the Union territory cortinues to be such that the admiration of that territory carrot be carried on in accordance with the provis ons of the Act and that for the proper administration of the Unionon territory it in meressary that the operation of the provisions of the Act suspended by me under De Brst - mentiored Order should cenimento re nain suspended and the incidentele deoarequential provisions made therem should continue to operate beyond two years and three months ; tore

Now, therefore , in exercise of the powers conferred by section 51 of the Act and all other powers enabling me in that behalf , I hereby direct-- ( a) that the operation of the provisions of the Act suspended by virtue of clause ( a) of the first - mentioned Order shall continue to remain suspended andand the incidental and consequential provisions made by virtue of clause ( b ) of the said Order shall continue to be operative , for a further period of five days with effect from the 16th day of January, 1972 ; and
(b) that for the words " two years and three months " occurring in clause ( a) of the first - mentioned Order as subsequently amended , the words "two years , three months and five days " shall be substituted .

राष्ट्रपति द्वारा जारी किया गया निम्नलिखित श्रादेश सर्वसाधारण का ० श्र० 29 - ई . के सूचनार्थ प्रकाशित किया जा रहा है .
आदेश
यलः , मैजे, व ० वे ० गिरि, भारत के राष्ट्रपति से 16 अक्तूबर , 1969 को संघ राज्य-क्षेत्र शासन अधिनियम , 1963 (1963 का 20 ) ( जिसे इसमे इसके पश्चात् " अधिनियम " कहा गया है ) के कतिपय उपबन्धों का प्रवर्तन मणिपुर संघ राज्य क्षेत्र के सम्बन्ध में एक वर्ष की अवधि के लिए निलम्बित करते हुए , और कतिपय आनुषगिक और पारिणामिक उपबन्ध बनाते हुए, जो मुझे पूर्वोक्त श्रवधि में मणिपुर संघ राज्य-क्षेत्र का प्रशासन सविधान के अनुच्छेद 239 के उपबन्धों के अनुसार चलाने के लिए आवश्यक और समीचीन लगे थे , एक आदेश किया था ;
और यतः मैले , उम तारीख के पश्चात् , जिमको प्रथम उल्लिखित आदेश का अन्यथा अवसान हो जाता, कुल एक वर्ष और तीन माम की और अवधि केलिए अधिनियम के उपबन्धों के प्रवर्तन का निलम्बन जारी रखते हुए 13 अक्तूबर , 1970 , 14 अप्रैल , 1971 और 12 अक्तूबर, 1971 को और आवेश किए थे ;
और यतः मेरा यह समाधान हो गया है कि उस सघ राज्य क्षेत्र में स्थिति अभी भी ऐसी बनी हुई है कि उस राज्य- क्षेत्र का प्रणामन अधिनियम के उपबन्धो के श्रनुमार नही चलाया जा सकता और यहकि उस राज्य -क्षेत्र के उचित प्रशासन के लिए यह श्रावश्यक है कि प्रथम- उल्लिखित आदेश के अधीन मेरे द्वारा निलम्बित ग्रधिनियम के उपबंधो का प्रवर्तन निलम्बित रहना चाहिए और उस आदेश मे बनाये गये आनुषगिक और पारिणामिक उपवध दो वर्ष और तीन मास के पश्चात् भी प्रतित रहते चाहिए ;

अत , अब, अधिनियम की धारा 51 द्वारा प्रदन्न शक्तियों और इस निमित्त मुझे समर्थ बनाने बाली अन्य सभी शक्तियों का प्रयोग करते हुए मै एतद्वारा निदेश देता हू
(क ) कि जनवरी , 1972 के 16 वे दिन से पांच दिन की और अवधि के लिये प्रथम- उल्लिखित आदेश के खण्ड (क ) के प्राधार पर अधिनियम के निलम्बित उपबन्धो का प्रवर्तन निलम्बित रहेगा और उक्त आदेश के खण्ड (ख ) के श्राधार पर बताये गये आनुषगिक और पारिणामिक उपबन्ध प्रवर्तित रहेंगे , और
1) कि तत्पश्चात यथासशोधित प्रथम उल्लिखित आदेश के खण्ड (क ) में पाए "दो वर्ष और तीन मास" शब्दों के स्थान पर " दा वर्ष, तीन माम और पाव दित" शब्द प्रतिस्थापित किये जायेंगे ।
