ORDER
New Delhi , the 14th January 1972
S.O. 31 ( E ) .-Whereas the industrial undertaking known as the Hindustan Motors Limited , Uttarpara , District Hooghly , West Bengal , is engaged in the scheduled industry , namely , the automobile industry ;
And whereas it has come to the notice of the Central Government that the volume of production of commercial vehicles ( trucks & buses) in the said industrial undertaking had been gradually going down and that no such Commercial vehicles were produced during November , 1971 , for which having regard to the economic conditions prevailing , there is no justification ;
And whereas the Central Government is of opinion that it is expedient to take urgent measures to remedy the situation arising out of the gradual fall in the pro- duction of commercial vehicles in the said industrial undertaking and to ensure that production of commercial vehicles in the said scheduled industry does not suffer to the detriment of the public interest ;
Now, therefore , in exercise of the powers conferred by section 15 of the Indus- tries (Development and Regulation ) Act , 1951 ( 65 of 1951 ) , the Central Government THE GAZETTE OF INDIA EXTRAORDINARY

hereby appoints , for the purpose of making a full and complete investigation into the circumstances of the case , a body of persons consisting of:

नई दिल्ली, 14 जनवरी , 1972
का ० ८ः ० 31 ( श्र ) . यतः हिन्दुस्तान मोटर्स लिमिटेड , उत्तरपारा , जिला हुगली, पश्चिमी बंगाल के नाम से जाना जाने वाला औद्योगिक उपक्रम अनुसूचित उद्योग , अर्थात् मोटरगाड़ी उद्योग में लगा हुआ है;
और यतः केन्द्रीय सरकार की जानकारी में यह आया है कि उक्त औद्योगिक उपक्रम में वाणिज्यिक थानों ( ट्रकों और बसों ) की उत्पादन- मात्ना में क्रमिक गिरावट होती रही है और यह कि नवम्बर , 1971 के दौरान किन्हीं ऐसे वाणिज्यिक यानों का उत्पादन नहीं हुआ है , जिसके लिए वर्तमान आर्थिक स्थिति को देखते हुए कोई औचित्य नहीं है ;
और यतः केन्द्रीय सरकार की राय है कि उक्त औद्योगिक उपक्रम में वाणिज्यिक यानों के उत्पादन में क्रमिक गिरावट से उत्पन्न स्थिति में सुधार करने के लिए और उक्त अनुसूचित उद्योग में वाणिज्यिक यानों का उत्पादन लोक हित के अपाय के लिए न बिगड़ने देने को सुनिश्चित करने के लिए, तत्काल उपाय करना समीचीन है ;
अतः , अब , उद्योग ( विकास और विनियमन ) अधिनियम, 1951 ( 1951 का 65) की बारा 15 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए केन्द्रीय सरकार एतद्वारा , निम्नलिखित व्यक्तियों से गठित एक निकाय , मामले की परिस्थितियों के पूर्ण अन्वेषण के प्रयोजन के लिए , नियुक्त करती है:
अध्यक्ष ( 1 ) ब्रिगेडियर बी० मीनास , निरीक्षण- निदेशक (यान ) , रक्षा उत्पादन विभाग , रक्षा मंत्रालय
सदस्य ( 2 ) श्री महेश सरीन, निवेशक ,
