NOTIFICATIONS
New Delhi , the 21st January , 1972
S.O. 53 (E) . Whereas under section 6 of the North -Eastern Areas ( Reorganisation ) Act , 1971 ( 81 of 1971 ) , the territories specified herein form the Union territory of Mizoram on and from the " appointed day" ;
And whereas the 21st day of January , 1972 , has been appointed as the "appointed day " by the Central Government under clause ( b ) of section 2 of the said Act;
And whereas under section 77 of the said Act . the provisions of Part II of the satd Act shall not be deemed to have effected any change in the territories to which any law in force immediately before the appointed day extends or applies , and the territonal re ferences in any such law to the existing State of Assam shall , until otherwise provided by a competent Legislature or other competent authority , be construed as meaning the territories within that State immediately before the said appointed day ;
And whereas the powers exercisable by the State Government under any such law as aforesaid are now exercisable by the Central Government ;
Now, therefore , in pursuance of clause ( 1 ) of article 239 of the Constitution , and all other powers enabling him in this behalf , the President hereby directs that , subject to his control and until further orders , the Administrator of the Union territory of Mizoram shall in relation to the said Union territory , exercise and discharge , with effect from the 21st day of January , 1972 , the powers and functions of the State Government Lader any such law .

क१० आ ० 53 ( श्र) की धारा 6 के अधीन , उसमें क्षेत्र बने; यतः पूर्वोत्तर क्षेत्र ( पुनर्गठन ) अधिनियम, 1971 ( 1971 का 81 ) विनिर्दिष्ट राज्यक्षेत्र ' नियत दिन' को और से मिजोराम संघ राज्य-
और यतः उक्त अधिनियम की धारा 2 के खण्ड ( ख ) के अधीन केन्द्रीय सरकार द्वारा 21 जनवरी , 1972 ' नियत दिन ' के रूप में नियत किया गया है ;
और यतः उक्त अधिनियम की धारा 77 के अधीन यह नहीं समझा जाएगा कि उक्त अधि- नियम के भाग 2 के उपबन्धों ने उन राज्यक्षेत्रों में , जिनको नियत दिन के ठीक पूर्व प्रवृत्त कोई विधि विस्तारित या लागू है , कोई परिवर्तन किया है, भौर विद्यमान असम राज्य के प्रति किसी ऐसी विधि में राज्यक्षेत्रीय निर्देशों का , जब तक कि सक्षम विधानमण्डल या श्रन्य सक्षम प्राधिकारी द्वारा अन्यथा उपबन्ध न किया जाए , यह अर्थ लगाया जाएगा कि वे उक्त नियत दिन के ठीक पूर्व उस राज्य के भीतर के राज्यक्षेत्र है ।
और यतः यथापूर्वोक्त किसी ऐसी विधि के अधीन उस राज्य सरकार द्वारा प्रयोक्सध्य शतियां अब केन्द्रीय सरकार द्वारा प्रयोक्तव्य है;
भतः, अब , संविधान के अनुच्छेद 239 के खण्ड ( 1 ) और इस निमित उन्ह समर्थ बनाने बाली सभी अन्य शक्तियों के अनुसरण में, राष्ट्रपति, एतद्वारा निदेश देते हैं कि उनके नियंत्रण के अधीन रहते हुए और आगे आदेश होने तक, मिजोरम संघ राज्यक्षेत्र का प्रशासक , उ त संघ राज्यक्षेत्र के सम्बन्ध में , किसी ऐसी विधि के अधीन , 21 जनवरी, 1972 से राज्य सरकार की शक्तियों और कृत्यों का प्रयोग और निर्वहन करेगा ।
[स ० फा ० 2 1/ 72-यू ० टी ० एल ० ] S.O. 54( E ) ,- In exercise of the powers conferred by clause ( 1 ) of article 239 of the Constitution , the President hereby directs that all orders and instruments made and ex- ecuted in the name of the Administrator of the Urson territory of Mizoram hall be authenticated by the signature of the Chief Secretary , a Secretary or an Under Secretary ir any of the departments of the Mizoram Administration .

Too54 ( प्र ) . रांष्ट्रपति , पंविधान के अनुच्छेद 39 के खण्ड ( 1 ) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए , एतदद्वारा निदेश देते हैं कि मिजोराम संघ राज्यक्षेत्र के प्रशासक के नाम में किए गए सभी आदेश और निष्पादन की गई सभी लिखतें मिजोराम प्रशासन के विभागों में * किसी विभाग के मुख्य सचिव, किसी सचिव या किसी अवर सचिव के हस्ताक्षर द्वारा अधिप्रमाणित की जाएंगी ।

का ० प्रा ० 55 ( प्र ) . राष्ट्रपति , सविधान के अनुच्छेद 239 के खण्ड ( 1 ) द्वारा प्रदत्त सियों का प्रयोग करते हुए , एतद्वारा निदेश देते हैं कि अरुणाचल प्रदेश संघ राज्यक्षेत्र के प्रशासक के नाम में किए गए सभी श्रादेश और निष्पादन की गई सभी लिखतें अरुणाचल प्रदेश प्रशासन के विभाग्रों में से किसी विभाग के मुख्य सचिव , किसी सचिव या किसी उपसचिव या किसी अवर सचिव के हस्ताक्षर द्वारा अधिप्रमाणित की आऐगी ।
