ORDER
New Delhi , the 31st January . 1972
S.O. 77 (E ) / 15 / IDRA / 72 ( 3 ) . Whereas the Cossipore unit (hereinafter in this Order referred to as the said factory) , belonging to the industrial undertaking known as Messrs . Electric Construction and Equipment Company Limited, Calcutta, is engaged in the Scheduled Industry , namely , Electrical Equipment Industry ;
And whereas it has come to the notice of the Central Government that the volume of production of the articles manufactured in the said factory had been gradually going down and the production has now come to a standstill consequent upon the closure of the said factory by the management ;
And whereas the Central Government is of the opinion that it is expedient to take urgent measures to remedy the situation arising out of the closure of the said factory and to ensure that the production in the said scheduled industry does not suffer to the detriment of the public interest ;

Now, therefore , in exercise of the powers conferred by section 15 of the Industries (Development and Regulation) Act , 1951 (65 of 1951 ) , the Central Government hereby appoints , for the purpose of making a full and complete investigation into the circum- stances of the case , a body of persons consisting of:-

1. Shri D. L. Kalsur , Assistant Financial Adviser Cement Corporation of India .
2. Shri C. R. Gautam , Deputy Secretary , Commerce and Industry Deptt . , Govern- ment of West Bengal .
The above body shall submit its report to the Central Government within a period of six weeks from the date of publication of this Order in the Official Gazette .

का० प्रा० 77 ( प्र ) / 15/ पाई ०डी० मार० ए० / 72 ( 3 ) -यतः मसर्स इलेक्ट्रीवल बन्स्ट्रक्शन एण्ड इक्यूपमेंट कम्पनी लिमिटेड , कलकत्ता नामक औद्योगिक उपक्रम की कौसीपुर यूनिट ( जिसे इस आदेश में इसके पश्चात् उक्त कारखाना कहा गया है ) अनुसुचित उद्योगन अर्थात् विद्युत उपम्कर उद्योग में लगी है :
| और यतः केन्द्रीय सरकार की जानकारी में यह आया है कि उक्त कारखाने में विनिर्मित वस्तुनों के उत्पादन कर परिमाण धीरे धीरे कम होता जा रहा है और प्रबन्धमण्डल द्वारा उक्त कारखाने को बन्द कर दिए जाने के परिणामम्हप उत्पादन अब शून्य हो गया है ;
और यतः केन्द्रीय सरकार की राय है कि उक्त कारखाने के बन्द होने से उत्पन्न स्थिति को सुधारने के लिए और यह सुनिश्चित करने के लिए कि उक्त अनुसूचित उद्योग में उत्पादन लोकहित पर प्रतिकल प्रभाव डालने वाले रूप में न बिगड़े तत्काल उपाय करना समीचीन है ;
अतः अब उद्योग ( विकास और विनियमन ) अधिनियम 1951 ( 1951 का 65) की धारा 15 द्वारा प्रदत्त शक्तियों का प्रयोग करते छु, केन्द्रीय सरकार एत्त द्वारा इस मामले की परिस्थितियों में पूरी तरह से श्रन्वेषण करने के प्रयोजनार्थ एक निकान निक्त करती है जिनमें निम्नानखित व्यक्ति होंगे:--
